Council Meeting – May 27, 2013

1.…. CALL TO ORDER – 7:30 PMThe Town of Grand Bay-Westfield Council met in a Regular Session on Monday, May 27, 2013 with Mayor Losier presiding.
2. RECORD OF ATTENDANCEDeputy Mayor Likely, Councillor Calvin, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.
3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONSCouncillor Day moved to approve the agenda of May 27, 2013 as presented.

Seconded by Councillor Snodgrass.  Carried.

4. DISCLOSURE OF CONFLICT OF INTERESTCouncillor Calvin stated a Conflict of Interest with Bills for Payment Item No. 21 – Firemed Training Solutions.

Councillor Snodgrass stated a Conflict of Interest with Bills for Payment Item No. 27 – Hometown Woodworking.

7.1 MINUTES OF REGULAR COUNCIL MEETING OF MAY 13, 2013Councillor Snodgrass moved to adopt the minutes of the Regular Council Meeting of May 13, 2013 as presented.

7.2 MINUTES OF TOURISM COMMITTEE MEETING OF APRIL 25, 2013Councillor Calvin moved to receive and file minutes of Tourism Committee Meeting of April 25, 2013.

Seconded by Councillor Evans.  Carried.

It was noted the matter of Council representation at the Canada Day Celebrations will be brought forward to the June 10, 2013 Council Session.

7.3 Tender Notes of May 10, 2013 Re:  Street Resurfacing 2013 – Various Locations Project No. 13-7676Councillor Day moved to receive and file Tender Notes of May 10, 2013 Re:  Street Resurfacing 2013 – Various Locations, Project No. 13-7676.

7.4 TOWN OF GRAND BAY-WESTFIELD EMAIL POLL OF MAY 21, 2013 – DRAFT RESOLUTION RE:  APPLICATION FOR SUPPLEMENTARY LETTERS PATENT FOR GREATER SAINT JOHN COMMUNITY ECONOMIC DEVELOPMENT AGENCY, INCORPORATEDCouncillor Snodgrass moved to ratify Email Poll of May 21, 2013 as follows:

WHEREAS Council has adopted recommendations of the True Growth 2.0 Governance Task Force Report, prepared by a committee chaired by Daryl Wilson, dated January 31, 2013; and

WHEREAS to give effect to the recommendations of the said committee, it is necessary to amend the provisions of the charter of “Greater Saint John Community Economic Development Agency, Incorporated” (Enterprise Saint John); and

WHEREAS the charter of Enterprise Saint John stipulated that before any application may be made to amend the letters patent of Enterprise Saint John, approval must be obtained from Council;

NOW THEREFORE BE IT RESOLVED that Council of the Town of Grand Bay-Westfield approves the submission of supplementary letters patent for Enterprise Saint John substantially in the form attached hereto as Schedule “A”.

Seconded by Councillor Calvin.  Carried.

8. BILLS FOR PAYMENTCouncillor Calvin departed the meeting due to a stated conflict of interest.

Councillor Day moved to pay Item No. 21 – Firemed Training Solutions in the amount of $621.50.

Seconded by Councillor Evans.  Carried.

Councillor Calvin rejoined the meeting.

Councillor Snodgrass departed the meeting due to a stated conflict of interest.

Councillor Day moved to pay Item No. 27 – Hometown Woodworking in the amount of $158.20.

Seconded by Deputy Mayor Likely.  Carried.

Councillor Snodgrass rejoined the meeting.

Councillor Day moved to pay Bills for Payment in the amount of $36,135.25 and Bills for Ratification in the amount of $45,181.18; Grand Total of $81,316.43.

Seconded by Councillor Snodgrass.  Carried.

LETTER OF MAY 8, 2013 FROM SHERRY THOMSON, VICE PRESIDENT OF CUSTOMER SERVICE, DISTRIBUTION AND TRANSMISSION RE:  STREET LIGHT REPLACEMENT PROGRAM/DEVELOPMENT OFFICER’S MEMORANDUM OF MAY 15, 2013Councillor Snodgrass moved to receive and file letter of May 8, 2013 from Sherry Thomson, Vice President of Customer Service, Distribution and Transmission Re:  Street Light Replacement Program/Development Officer’s Memorandum of May 15, 2013.

Seconded by Councillor Evans.  Carried.

It was noted NB Power will proceed to replace street lights in the Town with LED lights which will result in a cost saving to the Town.

17. TOWN MANAGER’S REPORT OF MAY 2, 2013 RE:  2013 SUMMER MEETING SCHEDULECouncillor Day moved to cancel the Regular Council Meetings of July 22, 2013 and August 26, 2013 with a Special Council Meeting to be called, if required.

18. LETTER OF MAY 16, 2013 FROM SUSAN FENNEL, MAYOR, CITY OF BRAMPTON RE:  FCM AGM:  MAY 31 – JUNE 3, 2013Councillor Evans moved to receive and file letter of May 16, 2013 from Susan Fennel, Mayor, City of Brampton Re:  FCM AGM:  May 31 – June 3, 2013.

Seconded by Councillor Snodgrass.  Carried.

19. RECREATION DIRECTOR’S REPORT OF MAY 21, 2013 RE:  TENNIS COURT PROPOSALCouncillor Day moved to approve that the Recreation Director create a public notice seeking input from the public about support or non support for the Tennis Court Proposal.

Seconded by Councillor Evans.  Carried.

It was also noted that the Public Notice would also encourage citizens to submit other ideas/uses regarding the tennis courts and indicate if programs for tennis lessons would be of value.

20. TOWN MANAGER’S REPORT OF MAY 22, 2013 RE:  APPOINTMENT OF RIVER VALLEY COMMUNITY CENTER BOARD MEMBERCouncillor Day moved to appoint Councillor Ryan Snodgrass as the Town Representative on the River Valley Community Center Board effective immediately with a term to expire in April 2016.
Seconded by Deputy Mayor Likely.  Carried.
