1.    CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, May 8, 2017 with Mayor Losier presiding.

2.    RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of May 8, 2017 as presented.

Seconded by Councillor Snodgrass.  Carried.

Councillor Evans moved to receive and file the RCMP Report for March 2017, Brought Forward from April 24, 2017 and the RCMP Report for April 2017.

Seconded by Councillor Day.  Carried.

Councillor Day moved to adopt the Minutes of Regular Council Meeting     of April 24, 2017 as presented.

Seconded by Deputy Mayor Likely.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment as presented for $1,690.50 and Bills for Ratification for $50,934.84 for a total of $52,625.34.

Seconded by Deputy Mayor Likely.  Carried.

16.     LETTER OF MARCH 2017 FROM SUSAN HARLEY, CHAIR – FOUNDATION ADVANCEMENT COMMITTEE, NEW BRUNSWICK MEDICAL EDUCATION FOUNDATION INC. RE:  CONTRIBUTION FOR PROGRAM TO RECRUIT PHYSICIANS TO OUR COMMUNITIES – BROUGHT FORWARD FROM APRIL 24, 2017

Councillor Day moved to table the Letter of March 2017 from Susan Harley, Chair – Foundation Advancement Committee, New Brunswick Medical Education Foundation Inc. Re:  Contribution for Program to Recruit Physicians to our Communities – Brought Forward from April 24, 2017 to a future Regular Town Council agenda for further information.

17.    REPORT OF APRIL 5, 2017 FROM RECREATION DIRECTOR RE:  NEW BRUNSWICK’S AGE-FRIENDLY RECOGNITION PROGRAM

Councillor Day moved whereas the Municipality of Grand Bay-Westfield has realized the importance of providing our seniors with good quality of life;

And further whereas the Municipality of Grand Bay-Westfield seeks to engage our citizens in making our community a better, healthier and safer place for seniors to live and thrive;

And further whereas the Municipality would like to build on the momentum of the Canadian and global movement of Age-Friendly Communities, originally initiated by the World Health Organization (WHO) to meet the need of our aging population, promote the active participation and wellness of seniors in our community, and develop a more inclusive community;

to engage in an “Age-Friendly Community” approach, which is designed to improve the wellbeing of all of our citizens, and to share our experiences with other communities;

And further moved to strike a citizens’ committee (steering committee) whose members will be appointed by the municipal Council of Grand Bay-Westfield to whom they will be accountable, to coordinate the “Age-Friendly Community” Approach.  This Committee will be responsible for implementing an approach leading to an action plan, shaped by the community’s reality, to improve the quality of life of seniors.

18.    REPORT OF APRIL 24, 2017 FROM WORKS COMMISSIONER RE:  MUNICIPAL KILOMETRAGE MAINTENANCE RESPONSIBILITY 2017

Councillor Snodgrass moved to authorize signatures on the Municipal Kilometrage Maintenance Responsibility Agreement dated April 12, 2017.

Seconded by Councillor Evans.  Carried.

19.    EMAIL OF MAY 1, 2017 FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE:  SPLASH PAD EQUIPMENT

Deputy Mayor Likely moved to proceed with the Splash Pad project as per the Email of May 1, 2017 from Douglas Hartford, P. Eng., Dillon Consulting Re:  Splash Pad Equipment with authorization of an expenditure of $361,315 for the Project.

Seconded by Councillor Snodgrass.  Carried.

20.    REPORT OF MAY 1, 2017 FROM TOWN MANAGER RE:  NB DAY CANADA 150 COMMITTEE APPOINTMENTS

Councillor Day moved to appoint Beth Kelly Hatt, Chris Williams, Councillor Ryan Snodgrass, Rhoda Welshman, Sandra Gautreau, and Mayor Grace Losier as members of the Town NB Day Canada 150 Committee, effective May 1, 2017 and further to appoint Mayor Losier as Committee Chair.

Seconded by Councillor Snodgrass.  Carried.

21.    REPORT OF MAY 1, 2017 FROM TOWN MANAGER RE:  YOUTH CITIZENSHIP AWARD PANEL APPOINTMENTS

Councillor Evans moved to appoint Brenda Murphy and Vicky Hobart as voting members of the Town Youth Citizenship Award Panel, effective immediately.

Seconded by Deputy Mayor Likely.  Carried.

22.    TOWN OF GRAND BAY-WESTFIELD REQUESTS FOR FUNDING-  SUMMARY INFORMATION SHEET FOR APRIL 30, 2017 GRANTS DEADLINE/RELEVANT DATA

Councillor Day moved approval of the following grants:

1. Westfield Elementary – School Musical – $250.00
2. Westfield Elementary School – Enrichment Art Project – $250.00
3. Westfield Elementary School – Ball Hockey Tournament – $250.00
4. New Brunswick Coalition For Pay Equity – $500.00
5. Saint John & Grand Bay-Westfield Crime Stoppers – $200.00
6. PALS SJ – Soap Box Derby Cars – Inglewood and Westfield Elementary Schools – $300.00
7. Harbour View High School – HVHS Safe Grad Organizer – $200.00
8. Parish of Nerepis St. John – The Play Park Project – $200.00.

23.    REPORT OF MAY 3, 2017 FROM WORKS COMMISSIONER RE:  PRICING FOR VARIOUS ASPHALT SERVICES

Councillor Snodgrass moved to award various asphalt services to NRB Construction Ltd. at $148 per tonne for the Works Department during 2017 with an option to renew in 2018 upon mutual consent and under the same terms, conditions and pricing.

Seconded by Deputy Mayor Likely.  Carried.

24.    REPORT OF MAY 3, 2017 FROM TOWN MANAGER RE:  PROPOSED 2017 TRANSFER FROM WESTFIELD VOLUNTEER AMBULANCE SERVICE ACCOUNT TO THE GENERAL CAPITAL RESERVE FUND

Councillor Day moved to transfer $69,009.67 from the Westfield Volunteer Ambulance Service account to the Town General Capital Reserve Fund for purposes of acquiring a generator for the Centrum building, 609 River Valley Drive.

Seconded by Deputy Mayor Likely.  Carried.
