Council Minutes – APRIL 14, 2014

1. CALL TO ORDER – 7:32 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, April 14, 2014 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Day, Councillor Calvin, Councillor Evans, and Councillor Snodgrass were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of April 14, 2014 as presented.

Seconded by Councillor Evans.  Carried.

6. PUBLIC PRESENTATIONS

6.1 PRESENTATION RE:  THE NEW YMCA OF GREATER SAINT JOHN FACILITY – SHILO BOUCHER, PRESIDENT AND CEO PRESENTER

Shilo Boucher, President and CEO Presenter of YMCA of Greater Saint John Facility, in conjunction with Brice Belyea, gave a presentation regarding upcoming plans for the new YMCA in the City of Saint John.

Ms. Boucher requested a donation of $25,000 ($5,000 per year for five years) commencing in 2015.

Council Evans moved to refer the presentation and request for funding for the New YMCA of Greater Saint John Facility to the 2015 General Capital Budget process for consideration.

Seconded by Councillor Snodgrass.  Carried.

7.    MINUTES

7.1    MINUTES OF REGULAR COUNCIL MEETING OF MARCH 24, 2014

Councillor Day moved to adopt the minutes of the Regular Council Meeting of March 24, 2014 as presented.

Seconded by Councillor Evans.  Carried.

7.2    REQUEST FOR QUOTATION NOTES OF MARCH 27, 2014 RE:  CONVERSION OF FIRE APPARATUS

Councillor Snodgrass moved to receive and file the Request for Quotation Notes of March 27, 2014 Re:  Conversion of Fire Apparatus.

Seconded by Councillor Calvin.  Carried.

It was noted that G. LeBlanc Fire Truck Repair submitted a tender price of $18,334.20 and Metalfab Fire Apparatus submitted a tender price of $16,293.21.

7.3    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF FEBRUARY 17, 2014

Councillor Day moved to receive and file minutes of the Planning Advisory Committee meeting of February 17, 2014.

Seconded by Deputy Mayor Likely.  Carried.

7.4    MINUTES OF FUNDY REGIONAL SERVICE COMMISSION BOARD OF DIRECTORS MEETINGS OF JANUARY 7, FEBRUARY 25, AND MARCH 20, 2014

Councillor Calvin moved to receive and file minutes of the Fundy Regional Service Commission Board of Directors meetings of January 7, February 25, and March 20, 2014.

Seconded by Councillor Evans.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment in the amount of $214,992.34 and Bills for Ratification in the amount of $104,868.26; Grand Total of $319,860.60.

15.1    TOWN OF GRAND BAY-WESTFIELD SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT AS AT APRIL 2, 2014

Councillor Calvin moved to receive and file the Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at April 2, 2014.

Seconded by Councillor Snodgrass.  Carried.

16.    TOWN MANAGER’S REPORT OF MARCH 20, 2014 RE:  CARPENTER SERVICES

Councillor Day moved to approve a one year renewal to June 14, 2015 of the Carpentry Services Agreement with Power-Built Construction subject to the same terms and conditions as the original agreement per Quotation No. 10C-12.

17.    LETTER OF MARCH 26, 2014 FROM PAUL CRILLEY RE:  ASH GLEN LANE/WORKS COMMISSIONER’S REPORT OF APRIL 7, 2014

Councillor Snodgrass moved to engage Dillon Consulting to survey the westerly ditch between River Valley Drive and the NB Southern Rail Line to verify grade, flow direction, and location in comparison with the elevation of the driveway at 9 Harmony Road and further moved that upon completion of the survey a follow-up report be submitted to Council outlining the findings and any recommended course of action.

18.    LETTER OF MARCH 5, 2014 FROM HON. CLAUDE WILLIAMS, MINISTER, TRANSPORTATION AND INFRASTRUCTURE RE:  FUNDS FOR THE FISCAL YEAR

Councillor Snodgrass moved to receive and file the letter of March 5, 2014 from Hon. Claude Williams, Minister, Transportation and Infrastructure Re:  Funds for the Fiscal Year.

Seconded by Deputy Mayor Likely.  Carried.

It was noted representatives from the Town will travel to Fredericton to meet with the Province to request re-consideration of funding for the Municipality for 2014.

19.    WORKS COMMISSIONER’S REPORT OF APRIL 2, 2014 RE:  VARIOUS ASPHALT SERVICES RENEWAL 2014

Councillor Snodgrass moved to renew the 2013 Various Asphalt Services Tender for 2014 with NRB Construction Company Limited per option to renew for 2014 under the same terms, conditions, and price.

20.    LETTER OF APRIL 4, 2014 FROM J. DOUGLAS HARTFORD, P. ENG., PROJECT MANAGER, ASSOCIATE FOR DILLON CONSULTING RE:  STREET RESURFACING 2014 – SCOPE OF WORK AND ENGINEERING SERVICES

Councillor Snodgrass moved to authorize Dillon Consulting Limited to proceed with the 2014 Street Resurfacing Project as outlined in their letter of April 4, 2014 and to execute the Acceptance of Offer of Services.

Seconded by Councillor Calvin.  Carried.

It was noted a request would be made to Dillon Consulting Limited to provide a financial update on the project prior to the contractor leaving the Town.

21.    FIRE CHIEF’S REPORT OF APRIL 9, 2014 RE:  CONVERSION OF TANKER 2

Councillor Day moved that the work to convert the 1991 Fort Gary pumper to a tanker be awarded to Metalfab Fire Apparatus at the quoted cost of $14,418.75 plus applicable taxes and further moved that a contingency of not more than $2,000.00 be allocated to cover unforeseen expenses with the conversion.

22.    DEVELOPMENT OFFICER’S REPORT OF APRIL 10, 2014 RE:  RIVER VALLEY MIDDLE SCHOOL RAVE RUN, 5 KM ROAD RACE, AND 1 KM BEGINNERS RUN

Councillor Evans moved to approve the proposed “River Valley Middle School Rave Run” to be held on Saturday May 31, 2014, beginning at the school at 11:00 a.m. and following a course along Epworth Park Road, Inglewood Drive, and River Valley Drive as per letter received from David Shiels dated April 10, 2014 subject to permission of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation and further moved to provide financial support for the event as a Kilometre Sponsor in the form of a $100.00 donation.

Seconded by Councillor Snodgrass.  Carried.

It was noted that Col. Nase Blvd. could be considered as the venue for the Rave Run in 2015.
