1.    CALL TO ORDER – 7:34 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, April 24, 2017 with Mayor Losier presiding.

2.    RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of April 24, 2017 with the addition of Item 20.a – Completion Certificate #4 – Debly Enterprises Limited.

Seconded by Councillor Evans.  Carried unanimously.

Councillor Evans moved to receive and file the Presentation Re:  Harbour Station – 2016 Operational Fiscal Highlights as presented by Katie Bacon.

Seconded by Councillor Snodgrass.  Carried.

7.1       MINUTES OF REGULAR COUNCIL MEETING OF APRIL 10, 2017

Councillor Day moved to adopt the Minutes of Regular Council Meeting     of April 10, 2017 as presented.

Seconded by Councillor Snodgrass.  Carried.

8.   BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment as presented for $5,950.00 and Bills for Ratification for $316,855.52 for a total of $322,805.52.

Seconded by Deputy Mayor Likely.  Carried.

Councillor Evans moved to receive and file the Letter of April 6, 2017 from Marc MacLeod, Executive Director – Fundy Regional Service Commission Re:  Financial Statements for the Year Ended 31 December 2016.

Seconded by Councillor Snodgrass.  Carried.

16.   LETTER OF FEBRUARY 27, 2017 FROM TIM PETERSEN, CPA, CA, CIA, CISA, ACTING PRESIDENT AND CEO OF WORKSAFE NB RE:  APRIL 28 – DAY OF MOURNING

Councillor Day moved to receive and file the Letter of February 27, 2017 from Tim Petersen, CPA, CA, CIA, CISA, Acting President and CEO of WorkSafe NB Re:  April 28 – Day of Mourning.

Seconded by Deputy Mayor Likely.  Carried.

It was noted the Day of Mourning would be listed on the Town’s electronic sign.

17.   LETTER FROM PAUL LANDRY, REGIONAL DIRECTOR GENERAL, ATLANTIC REGION – CANADIAN HERITAGE RE:  APPLICATION FOR FUNDING – CANADA 150 CELEBRATION

Councillor Day moved to receive and file the Letter from Paul Landry, Regional Director General, Atlantic Region – Canadian Heritage Re:  Application for Funding – Canada 150 Celebration with authorization for signatures for related documents – $3,000 grant.

Seconded by Councillor Evans.  Carried.

18.   LETTER OF MARCH 2017 FROM SUSAN HARLEY, CHAIR – FOUNDATION ADVANCEMENT COMMITTEE, NEW BRUNSWICK MEDICAL EDUCATION FOUNDATION INC. RE:  CONTRIBUTION FOR PROGRAM TO RECRUIT PHYSICIANS TO OUR COMMUNITIES – BROUGHT FORWARD FROM APRIL 10, 2017

Councillor Evans moved to table the Letter of March 2017 from Susan Harley, Chair – Foundation Advancement Committee, NB Medical Education Foundation Inc. Re: Contribution for Program to Recruit Physicians to our Communities to a future Regular Town Council agenda for further information.

Seconded by Councillor Snodgrass.  Carried.

19.   YOUTH CITIZENSHIP AWARD PROGRAM, TOWN OF GRAND BAY-WESTFIELD YOUTH CITIZENSHIP AWARD PANEL, NOMINATION FORM – FOR ADOPTION BY COUNCIL

Councillor Snodgrass moved to adopt a Youth Citizenship Award Program for the Town of Grand Bay-Westfield and establish a Youth Citizenship Award Panel and advertise accordingly.

Seconded by Councillor Evans.  Carried.

20.   TOWN MANAGER’S REPORT OF APRIL 19, 2017 RE:  PROPOSED 2017 TRANSFER FROM THE GENERAL CAPITAL RESERVE FUND – PROPERTY, 37 EPWORTH PARK ROAD

Councillor Day moved to transfer $99,072.65 from the General Capital Reserve Fund to the General Revenue Operating Fund regarding the purchase of the Gaunce property, 37 Epworth Park Road.

Seconded by Councillor Evans.  Carried.

20.   a) COMPLETION OF CERTIFICATE NO. 4 – PROJECT #163595B

Councillor Snodgrass moved to pay Debly Enterprises Limited the amount of $56,055.82 as per the Letter of March 15, 2017 from Douglas Hartford, P. Eng., Dillon Consulting Re:  Storm Sewer & Street Improvements 2016, Project #163595B, Certificate No. 5.

Seconded by Deputy Mayor Likely.  Carried.
