Council Minutes – April 25, 2016

1.CALL TO ORDER – 7:31 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, April 25, 2016 with Mayor Losier presiding.

2.RECORD OF ATTENDANCE

Councillor Calvin, Councillor Day, Councillor Evans, Councillor Snodgrass, and Deputy Mayor Likely were in attendance.

3.APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of April 25, 2016 with the addition of Item 24.a – Floating Docks Improvements.

Seconded by Councillor Evans.  Carried Unanimously.

4.DISCLOSURE OF CONFLICT OF INTEREST

Mayor Losier declared a conflict of interest with Item No. 6.2 – Presentation Re:  Fourth Street.

6.PUBLIC PRESENTATIONS

6.1PRESENTATION RE:  HARBOUR STATION OPERATIONS – KATIE LANGMAID, TOWN REPRESENTATIVE PRESENTER – BROUGHT FORWARD FROM APRIL 11, 2016

Katie Langmaid provided a presentation to Council regarding Harbour Station Operations to date and noted information on upcoming operations.

Councillor Evans moved to receive and file the Presentation Re:  Harbour Station Operations from Katie Langmaid, Town Representative.

Seconded by Councillor Calvin.  Carried.

6.2    PRESENTATION RE:  FOURTH STREET – JOAN POUGNET PRESENTER

Mayor Losier departed the meeting due to a stated conflict of interest with Item 6.2.
Joan Pougnet provided a presentation to Council on matters related to Fourth Street.

Councillor Evans moved to refer the Presentation Re:  Fourth Street to the Town Solicitor and Town Staff.

Seconded by Councillor Snodgrass.  Carried.

Mayor Losier rejoined the meeting.

7.1    Minutes of Regular Council Meeting of April 11, 2016

Councillor Snodgrass moved to adopt the Minutes of Regular Council Meeting of Monday April 11, 2016 as presented.

Seconded by Councillor Day.  Carried.

7.2    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF APRIL 4, 2016

Councillor Day moved to receive and file the Minutes of Planning Advisory Committee Meeting of April 4, 2016.

Seconded by Councillor Calvin.  Carried.

7.3    MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETINGS OF NOVEMBER 17, 2015, JANUARY 19, 2016, AND MARCH 15, 2016

Councillor Evans moved to receive and file the Minutes of Emergency Measures Organization (EMO) Meetings of November 17, 2015, January 19, 2016, and March 15, 2016.

Seconded by Councillor Snodgrass.  Carried.

7.4    TENDER NOTES OF APRIL 21, 2016 RE:  STORM SEWER AND STREET IMPROVEMENTS 2016 PROJECT NO. 16-3595B

Councillor Snodgrass moved to receive and file Tender Notes of April 21, 2016 Re:  Storm Sewer and Street Improvements 2016 Project No. 16-3595B.

7.5    TENDER NOTES OF APRIL 21, 2016 RE: STORM SEWER AND STREET IMPROVEMENTS 2016 PROJECT NO. 16-3595A

Councillor Day moved to receive and file the Tender Notes of April 21, 2016 Re:  Storm Sewer and Street Improvements 2016 Project No. 16-3595A.

Councillor Snodgrass moved to receive and file the Minutes of River Valley Community Center Foundation Inc. Meeting of February 16, 2016.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $90.90 and Bills for Ratification for $325,104.26 for a total of $325,195.16.

Mayor Losier noted April 28th is the National Day of Mourning in recognition of those who have lost their lives in the workplace.  Mayor Losier also offered congratulations to Tyler Smith of Grand Bay-Westfield on winning a silver medal in the 2016 Telus Cup National Midget AAA Championship.

17.    MEMORANDUM OF APRIL 15, 2016 FROM TOWN MANAGER RE:  RE-APPOINTMENT OF AQUATIC CENTRE BOARD MEMBER

Councillor Snodgrass moved to re-appoint Erin Lukie as the Town Representative on the Aquatic Centre Board for the period April 2016 to April 2019.

18.    MEMORANDUM OF APRIL 12, 2016 FROM DEVELOPMENT OFFICER RE:  RIVER CENTRE SIGNAGE

Deputy Mayor Likely moved to advise the New Brunswick Black History Society that the Town has approved the proposed location for two new illustrated information panels to be located at the Brundage Point River Centre.

19.    RECREATION DIRECTOR’S REPORT OF APRIL 18, 2016 RE:  CANADA DAY RUN

Councillor Snodgrass moved to approve the Canada Day Run to be held on Friday, July 1, 2016 and further moved to sponsor a mile marker for the Canada Day Run for a cost of $100.

20.    EMAIL OF APRIL 19, 2016 FROM JACQUELINE SMITH RE:  REQUEST FOR PERMISSION TO PLANT A TREE

Councillor Calvin moved to refer the Email of April 19, 2016 from Jacqueline Smith Re:  Request for Permission to Plant a Tree to Town Staff for investigation and a recommendation to Council.

21.    WORKS COMMISSIONER’S REPORT OF APRIL 14, 2016 RE:  VARIOUS ASPHALT SERVICES – RENEWAL 2016

Councillor Snodgrass moved to renew the tender for various asphalt services for 2016 with NRB Construction per option to renew under the same terms, conditions, and price.

22.    FIRE CHIEF’S REPORT OF APRIL 22, 2016 RE:  REPLACEMENT OF RESCUE AIR LIFTING BAGS

Councillor Day moved to purchase new rescue air lifting bags as per Quote No. 27018 from Mic Mac Fire & Safety Source for a purchase price of $6,915.00 plus shipping and applicable taxes.

23.    LETTER OF APRIL 22, 2016 FROM DOUGLAS HARTFORD, P. ENG. OF DILLON CONSULTING RE:  TENDER RESULTS FOR STORM SEWER AND STREET IMPROVEMENTS 2016, PROJECT NO: 16-3595A

Councillor Evans moved to award the contract to TerraEx Inc. for Project No: 16-3595A for a tender price of $574,492.00 including HST per Letter of April 22, 2016 from Douglas Hartford, P. Eng. of Dillon Consulting Re:  Tender Results for Storm Sewer and Street Improvements 2016, Project No: 16-3595A.

24.    LETTER OF APRIL 22, 2016 FROM DOUGLAS HARTFORD, P. ENG. OF DILLON CONSULTING RE:  TENDER RESULTS FOR STORM WATER AND STREET IMPROVEMENTS, PROJECT NO: 16-3595B

Deputy Mayor Likely moved to award the contract to Debly Enterprises Inc. for Project No: 16-3595B for a tender price of $393,877.75 including HST per Letter of April 22, 2016 from Douglas Hartford, P. Eng. of Dillon Consulting Re:  Tender Results for Storm Water and Street Improvements, Project No: 16-3595B.

24.a    FLOATING DOCKS IMPROVEMENTS, PROJECT NO: 09-2797F

Councillor Day moved to award the contract to TerraEx Inc. for Project No. 09-2797F for a tender price of $77,700.00 including HST per Letter of April 25, 2016 from Douglas Hartford, P. Eng. of Dillon Consulting Re:  Floating Docks Improvements, Project No. 09-2797F subject to formal notification to TerraEx Inc. at the first Job Meeting that project completion must meet the contract deadline of June 30, 2016.
