Council Minutes – APRIL 28, 2014

1. CALL TO ORDER – 7:33 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, April 28, 2014 with Mayor Losier presiding.

Mayor Losier acknowledged this date April 28th is the National Day of Mourning to remember those who have lost their lives due to work-related incidents.

2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Day, Councillor Calvin, Councillor Evans, and Councillor Snodgrass were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of April 28, 2014 as presented.

Seconded by Councillor Calvin. Carried.

6.1 RECOGNITION OF PLAQUE RECEIVED RE: THE GUINNESS WORLD RECORDS FOR THE MARIGOLD PROJECT (PHOTO OPPORTUNITY)

Mayor Losier and Deputy Mayor Likely acknowledged a plaque to the Town for planting the most seedlings in multiple locations Re: The Guinness World Records for The Marigold Project.

 7.1 MINUTES OF REGULAR COUNCIL MEETING OF APRIL 14, 2014

Councillor Snodgrass moved to adopt the minutes of the Regular Council Meeting of April 14, 2014 as presented.

Seconded by Deputy Mayor Likely. Carried.

 7.2 EMAIL POLL OF APRIL 22, 2014 RE: RIVER VALLEY CHAMBER OF COMMERCE

Councillor Day moved to ratify the Email Poll of April 22, 2014 and appoint Councillor David Calvin as the duly authorized Proxy at a meeting of the River Valley Chamber of Commerce on April 23, 2014 and specifically authorize him to vote for the By-law No. 2 of the Board of Directors of the River Valley Chamber of Commerce providing dissolution/surrender of charter of the Company.

Seconded by Councillor Snodgrass. Carried.

 8. BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment in the amount of $28,051.00 and Bills for Ratification in the amount of $135,108.04; Grand Total of $163,159.04.

Seconded by Councillor Calvin. Carried.

16. TOWN MANAGER’S REPORT OF APRIL 16, 2014 RE: PROPOSED 2014 TRANSFER FROM GENERAL CAPITAL RESERVE FUND

Councillor Snodgrass moved to transfer $17,157.59 from the General Capital Reserve Fund to the General Revenue Operating Fund regarding the purchase of Fire Engine 2 per RFP 2013 – 01 FTP.

Seconded by Councillor Calvin. Carried.

17. TOWN MANAGER’S REPORT OF MARCH 24, 2014 RE: 2014 SUMMER COUNCIL MEETING SCHEDULE

Deputy Mayor Likely moved to cancel the Regular Council Meetings of July 28, 2014 and August 25, 2014 with a Special Council Meeting to be called if required.

Seconded by Councillor Snodgrass. Carried.

 18. INFORMATION FROM NB POWER RE: TREE MAINTENANCE PROGRAM

Councillor Snodgrass moved to receive and file the Information Item from NB Power Re: Tree Maintenance Program.

Seconded by Deputy Mayor Likely. Carried.

It was noted the NB Power information would be placed on the Town website.

 19. FIRE CHIEF’S REPORT OF APRIL 24, 2014 RE: BACKUP GENERATOR SYSTEMS

Councillor Day moved to authorize staff to proceed with the application process to the New Building Canada Fund for the supply and installation of three backup generators to be located at the Centrum, River Centre, and Fire Station # 2, with the Centrum location as the primary location.

Seconded by Councillor Evans. Carried.

20. MY COMMUNITY AT A GLANCE – NEW BRUNSWICK HEALTH COUNCIL

Councillor Day moved to receive and file My Community at a Glance – New Brunswick Health Council document.

Seconded by Councillor Snodgrass. Carried.

It was noted this information would be forwarded to the In-Motion.
