Council Minutes – August 14, 2017

 

1.    CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, August 14, 2017 with Mayor Losier presiding.

2.    RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of August 14, 2017 with the additions of Item 25.a) Letter of August 10, 2017 from Dillon Consulting Re:  Water Play Park (Splash Pad) Project No. 17-5899, Certificate No. 1 and 25.b) Letter of August 14, 2017 from Dillon Consulting Re:  Storm Sewer & Street Improvements Project No. 175700a, Certificate No. 2.

Seconded by Councillor Evans.  Carried unanimously.

6.    PUBLIC PRESENTATIONS

6.1      RCMP REPORTS FOR JUNE, JULY 2017 – RCMP REPRESENTATIVE     ATTENDING

Cpl. Bigger presented the RCMP Reports for June and July 2017 and responded to questions from Council.
Councillor Snodgrass moved to receive and file the RCMP Reports for June and July 2017.

 6.2      PRESENTATION RE:  ACTIVE TRANSPORTATION PLAN PHASE 1     IMPLEMENTATION –     STEPHEN STONE, MPI, DILLON     CONSULTING LTD., PRESENTER

Stephen Stone presented the Active Transportation Plan Phase 1 Implementation and responded to questions from Council.

Councillor Snodgrass moved to authorize Dillon Consulting Ltd. to proceed as outlined in the August 10, 2017 correspondence from Dillon Consulting Re:  Active Transportation Plan Phase 1 Implementation per timeline noted on page 2 of the August 10, 2017 correspondence.

7.1    MINUTES OF REGULAR COUNCIL MEETING OF JULY 10, 2017

Councillor Day moved to adopt the Minutes of Regular Council Meeting of July 10, 2017 as presented.

Seconded by Councillor Balemans.  Carried.

7.2    MINUTES OF FUNDY REGIONAL SERVICE COMMISSION ANNUAL GENERAL MEETING OF MAY 30, 2017

Councillor Snodgrass moved to receive and file the Minutes of Fundy Regional Service Commission Annual General Meeting of May 30, 2017.

Seconded by Councillor Day.  Carried.

7.3    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JUNE 5, 2017
Councillor Day moved to receive and file the Minutes of Planning Advisory Committee Meeting of June 5, 2017.

Seconded by Councillor Balemans.  Carried.

7.4    EMAIL POLL OF AUGUST 8, 2017 RE:  SPONSORSHIP FOR 2017 ANNUAL MOLSON TOURNAMENT

Councillor Day moved to ratify the Email Poll of August 8, 2017 to    authorize the sponsorship for the 2017 Annual Molson Tournament for     $400 per letter of request from the Westfield Golf Club.

7.5    TENDER NOTES OF AUGUST 10, 2017 RE:  SEWAGE TREATMENT FACILITY UPGRADES – WASTEWATER TREATMENT PLANT, PROJECT 17-5658B

Councillor Day moved to receive and file the Tender Notes of August 10, 2017 Re:  Sewage Treatment Facility Upgrades – Wastewater Treatment Plant, Project 17-5658B.

Seconded by Councillor Snodgrass.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment as presented for $2,221.11 and Bills for Ratification for $144,318.90 for a total of $146,540.01.

18.    EMAIL OF JULY 12, 2017 FROM MADD PROGRAM RE:  SUPPORT FOR MADD MESSAGE YEARBOOK PUBLICATION

Councillor Evans moved to approve payment of $149 per Email of July 12, 2017 from MADD Program Re:  Support for MADD Message Yearbook Publication.

It was noted that for future years the MADD Program would be notified to apply for support through the Town Grants Program.

19.    LETTER OF JULY 5, 2017 FROM HON. BILL FRASER, MINISTER, DEPARTMENT OF TRANSPORTATION AND INFRASTRUCTURE RE:  FIVE-YEAR PLAN PROPOSAL – MUNICIPAL DESIGNATED HIGHWAY PROGRAM

Councillor Snodgrass moved to refer the Letter of July 5, 2017 from Hon. Bill Fraser, Minister, Department of Transportation and Infrastructure Re:  Five-Year Plan Proposal – Municipal Designated Highway Program to Staff for a recommendation to Council.

Seconded by Councillor Evans.  Carried.

It was noted that wider asphalt shoulders may be an option for the Town.

Councillor Snodgrass moved to receive and file the Thank You Card from Anna Caines, Team Lead, Play Park Project for Monetary Support.

21.    LETTER OF JUNE 26, 2017 FROM BARB KEIR, ANGLICAN PARISH OF THE NEREPIS AND ST. JOHN RE:  DONATION TO AUCTION FOR PLAY PARK PROJECT

Councillor Day moved to refer the Letter of June 26, 2017 from Barb Keir, Anglican Parish of the Nerepis and St. John Re:  Donation to Auction for Play Park Project to Staff for additional information.

22.    EMAIL FROM GARY CAINES, PRESIDENT, IMPERIAL THEATRE BOARD OF DIRECTORS RE:  IMPERIAL THEATRE BOARD APPOINTEE

Councillor Evans moved to refer the Email from Gary Caines, President, Imperial Theatre Board of Directors Re:  Imperial Theatre Board Appointee to Staff to advertise the vacancy.

24.      LETTER OF AUGUST 10, 2017 FROM DAVID MCKENNA, P. ENG.,     DILLON CONSULTING RE:  SEWAGE TREATMENT FACILITY     UPGRADES – WASTEWATER     TREATMENT PLANT, PROJECT 17-    5658B

Deputy Mayor Likely moved that Keel Construction Ltd. be awarded the Tender for Sewage Treatment Facility Upgrades – Wastewater Treatment Plant – Project 17-5658B for their Tender Price of $474,257.00 including 15% HST.

25.      CAPITAL PROJECTS STATUS SCHEDULE AS AT AUGUST 11, 2017 PER DILLON CONSULTING

Councillor Day moved to receive and file the Capital Projects Status Schedule as at August 11, 2017 per Dillon Consulting.

25.a)      Letter of August 10, 2017 from Dillon Consulting Re: Water Play Park (Splash Pad) Project #17-5899, Certificate No. 1

Councillor Day moved to pay TerraEx Inc. the amount of $287,752.79 as per the Letter of August 10, 2017 from Dillon Consulting Re:  Water Play Park (Splash Pad) Project #17-5899, Certificate No. 1.

25. b)      Letter of August 14, 2017 from Dillon Consulting Ltd. Re: Storm Sewer & Street Improvements Project #175700A, Certificate No. 2

Councillor Day moved to pay Keel Construction Ltd. the amount of $193,166.05 as per the Letter of August 14, 2017 from Dillon Consulting Ltd. Re:  Storm Sewer & Street Improvements Project #175700A, Certificate No. 2.

Seconded by Councillor Balemans.  Carried.
