1.CALL TO ORDER – 7:30 P.M.

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, August 8, 2016 with Mayor Losier presiding.

2.RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3.APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Deputy Mayor Likely moved to approve the agenda of August 8, 2016 with the addition of Item 7.4 – Minutes of Planning Advisory Committee of June 6, 2016.

Seconded by Councillor Snodgrass.  Carried Unanimously.

6.1    RCMP REPORT FOR JULY 2016 – RCMP REPRESENTATIVE ATTENDING

Cst. MacKinnon presented the RCMP Report for July 2016 and answered inquiries from Council.

Councillor Evans moved to receive and file the RCMP Report for July 2016.
Seconded by Councillor Day.  Carried.

Cst. MacKinnon will bring Council’s request for an ATV Education event to Sgt. Desrosiers.

7.1MINUTES OF REGULAR COUNCIL MEETING OF JULY 11, 2016

Councillor Snodgrass moved to adopt the Minutes of Regular     Council Meeting of July 11, 2016 as presented.

Seconded by Councillor Day.  Carried.

7.2EMAIL POLL OF JULY 25, 2016 RE:  SIGNING AUTHORITY FOR ALLERGIC REACTION PROJECT AGREEMENTS

Councillor Day moved to ratify the Email Poll of July 25, 2016 in that authorization is granted for appropriate signatures from Staff and the Mayor regarding the Allergic Reaction Project agreements for the Brundage Point River Centre, the Lions Building, and the Grand Bay-Westfield Centrum per correspondence of July 25, 2016 received from Cory Ryan, PhC, CD, Chair, Allergic Reaction Committee.

7.3EMAIL POLL OF JULY 28, 2016 RE:  TOWN CONTRIBUTION TOWARDS VETERAN BANNERS PROJECT

Councillor Snodgrass moved to ratify the Email Poll of July 28, 2016 in that authorization is granted for a Town contribution of up to $1,000 for 2016 towards the Veteran Banners Project per Cory Ryan, Royal Canadian Legion Bayview Branch No. 22.

Seconded by Councillor Day.  Carried.

7.4MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF JUNE 6, 2016

Councillor Snodgrass moved to receive and file the Minutes of Planning Advisory Committee Meeting of June 6, 2016.

Seconded by Deputy Mayor Likely.  Carried.

8.BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $4,358.18 and Bills for Ratification for $277,190.71 for a total of $281,548.89.

 17.EMAIL OF JULY 26, 2016 FROM JOLANTA KLIWER RE:  RESIGNATION AS A VOTING MEMBER OF TOWN EMERGENCY MEASURES ORGANIZATION

Councillor Day moved to receive and file the Email of July 26, 2016 from Jolanta Kliwer Re:  Resignation as a Voting Member of Town Emergency Measures Organization.

Seconded by Councillor Balemans.  Carried.

It was noted that a letter of thanks would be sent to Jolanta Kliwer and an item will be included in the next Town flyer seeking EMO volunteers.
 
18.LETTER OF JULY 22, 2016 FROM JAMES HOYT, DIRECTOR FOR DEPARTMENT OF TRANSPORTATION AND INFRASTRUCTURE RE:  FIVE YEAR PROGRAM FOR IMPROVEMENTS TO PROVINCIALLY DESIGNATED HIGHWAYS

Councillor Day moved to refer the Letter of July 22, 2016 from James Hoyt, Director for Department of Transportation and Infrastructure Re:  Five Year Program for Improvements to Provincially Designated Highways to the Town Staff.

19.LETTER OF JULY 22, 2016 FROM JASON DICKSON, PRESIDENT OF COACH NEW BRUNSWICK RE:  NATIONAL COACHES WEEK IN CANADA

Councillor Snodgrass moved to receive and file the Letter of July 22, 2016 from Jason Dickson, President of Coach New Brunswick Re:  National Coaches Week in Canada.

20.DEVELOPMENT OFFICER’S REPORT OF AUGUST 3, 2016 RE:  TRANSFER OF LANDS UNDER POLICY NO. E005, REQUEST TO ACQUIRE TITLE TO LAND CONTAINED IN A PORTION OF GREEN AREA OFF GARY COURT

Councillor Evans moved to authorize signing of the Subdivision Plan, Sunny Side Subdivision, Parcel “A” & Parcel “B”, to convey portions of the Town’s Green Area (PID No. 458976) in favour of the adjacent property owners, and to authorize the registration of the said Plan in Kings County Registry.

Seconded by Councillor Day.  Carried.

21.FIRE CHIEF’S REPORT OF AUGUST 3, 2016 RE:  SUCTION HOSES

Councillor Day moved to purchase suction hoses as per quote 16-358 from Nova Fire Equipment for a purchase price of $9,753.00 plus shipping and applicable taxes.

22.DEVELOPMENT OFFICER’S REPORT OF AUGUST 3, 2016 RE:  TRANSFER OF LANDS UNDER POLICY NO. E005, REQUEST TO ACQUIRE TITLE TO LAND CONTAINED IN A PORTION OF PUBLIC STREET (THIRD STREET – OFF BAYVIEW ROAD)
Councillor Snodgrass moved to authorize signing of the Subdivision Plan, Third Street Subdivision Phase 1, Parcel “A” & Parcel “B”, to convey portions of the closed portion of Third Street (PID 30224984) in favour of the adjacent property owners, and to authorize the registration of the said Plan in Kings County Registry.

23.LETTER OF JULY 27, 2016 FROM MANDY MACKINNON, ACCOUNT ASSISTANT FOR ATLANTIC CANADA OPPORTUNITIES AGENCY RE:  OFFER OF ASSISTANCE UNDER THE CANADA 150 COMMUNITY INFRASTRUCTURE PROGRAM – EXTERIOR SHELTER

Councillor Snodgrass moved to authorize appropriate signatures per letter of July 27, 2016 from Mandy MacKinnon, Account Assistant for Atlantic Canada Opportunities Agency Re:  Offer of Assistance under the Canada 150 Community Infrastructure Program – Exterior Shelter.

24.LETTER OF AUGUST 4, 2016 FROM DOUG HARTFORD, P. ENG., DILLON CONSULTING RE:  WASTEWATER SYSTEM IMPROVEMENTS, PROJECT 163317A, CERTIFICATE NO. 1, COMPLETION CERTIFICATE

Councillor Snodgrass moved to approve payment of $175,382.28 to TerraEx Inc. as per Letter of August 4, 2016 from Doug Hartford, P. Eng., Dillon Consulting Re:  Wastewater System Improvements, Project 163317A, Certificate No. 1, Completion Certificate.

Seconded by Deputy Mayor Likely.  Carried.

 25.LETTER OF AUGUST 5, 2016 FROM DOUG HARTFORD, P. ENG., DILLON CONSULTING RE:  STORM SEWER & STREET IMP. 2016, PROJECT 16-3595A, CERTIFICATE NO. 3, COMPLETION CERTIFICATE

Councillor Day moved to approve payment of $120,312.89 to TerraEx Inc. as per Letter of August 5, 2016 from Doug Hartford, P. Eng., Dillon Consulting Re:  Storm Sewer & Street Imp. 2016, Project 16-3595A, Certificate No. 3, Completion Certificate.
