Council Minutes – February 10, 2014

1.….. CALL TO ORDER – – 7:39 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, February 10, 2014 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Calvin, Councillor Evans and Councillor Snodgrass were in attendance.

Councillor Day was absent.

Councillor Calvin moved to pay Councillor Day in her absence.

Seconded by Councillor Evans.  Carried.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Snodgrass moved to approve the agenda of February 10, 2014 as presented.

Seconded by Councillor Evans.  Carried.

6. PUBLIC PRESENTATIONS
6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR JANUARY 2014 – RCMP REPRESENTATIVE ATTENDING

Sgt. Bernard provided information to Council regarding the RCMP Statistical Report for January 2014.
Councillor Snodgrass moved to receive and file RCMP Statistical Report for January 2014.

Seconded by Councillor Calvin.  Carried.

6.2 PRESENTATION BY RIVER VALLEY SENIOR CITIZENS CLUB – COUNCILLOR DAVID CALVIN PRESENTER

Councillor Calvin as Liaison to the River Valley Senior Citizens Club presented Council, on behalf of the Club, a cheque in the amount of $500 for use of the Senior’s Lounge.

Councillor Snodgrass moved to receive and spend the donation received from the River Valley Senior Citizens Club.

Councillor Snodgrass moved to adopt the Minutes of the Regular Council Meeting of January 13, 2014 as presented.

7.2 MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETING OF OCTOBER 15, 2013/EMO TRAINING MEETING OF OCTOBER 15, 2013

Councillor Calvin moved to receive and file the minutes of the Emergency Measures Organization (EMO) Meeting of October 15, 2013/EMO Training Meeting of October 15, 2013.

Seconded by Councillor Evans.  Carried.

7.3 MINUTES OF SPECIAL COUNCIL MEETING OF JANUARY 28, 2014

Councillor Snodgrass moved to adopt the Minutes of the Special Council Meeting of January 28, 2014 as presented.

Seconded by Councillor Calvin.  Carried.

8. BILLS FOR PAYMENT

Councillor Snodgrass moved to pay Bills for Payment in the amount of $102,661.00 and Bills for Ratification in the amount of $417,339.26; Grand Total of $520,000.26.

16. LETTER OF DECEMBER 16, 2013 FROM DOUG HARTFORD, P. ENG., DILLON CONSULTING RE:  STREET RESURFACING 2013, VARIOUS STREETS, PROJECT NO: 13-7676, CERTIFICATE NO. 3, HOLDBACK RELEASE

Deputy Mayor Likely moved to pay Certificate No. 3, Holdback Release in the amount of $61,347.95 to NRB Construction Company Limited per letter of December 16, 2013 from Doug Hartford, P. Eng. Dillon Consulting Re: Street Resurfacing 2013, Various Streets, Project No. 13-7676.

17. TOWN MANAGER’S REPORT OF JANUARY 15, 2014 RE:  PROCEDURES – CASH FLOW MANAGEMENT – 2014

Councillor Evans moved that the Town Manager be authorized to establish a 2014 line of credit for the Town with respect to the Sewerage Utility Operating Fund as per section 189(13) of the Municipalities Act for an amount not to exceed $232,897 and further a 2014 line of credit with respect to the General Revenue Operating Fund as per section 89(2) of the Municipalities Act for an amount not to exceed $228,045 at a competitive rate.

18. EMAIL OF JANUARY 21, 2014 FROM ROB WILSON RE:  TOWN OF GRAND BAY-WESTFIELD NAME CHANGE REQUEST

Councillor Snodgrass moved to receive and file email of January 21, 2014 from Rob Wilson Re: Town of Grand Bay-Westfield name change request.

Seconded by Councillor Evans.  Carried.

It was noted Mayor Losier will contact Mr. Wilson to discuss his name change request.

19. LETTER OF JANUARY 15, 2014 FROM ASIAN HERITAGE SOCIETY OF NEW BRUNSWICK, SAINT JOHN CHAPTER RE:  INVITATION REQUEST – OPENING AND CULTURAL GALA IN MAY 2014

Councillor Evans moved to receive and file the letter of January 15, 2014 from Asian Heritage Society of New Brunswick, Saint John Chapter Re:  Invitation Request – Opening and Cultural Gala in May 2014.

20. LETTER OF JANUARY 24, 2014 FROM ERIN GALLAGHER, BUSINESS & EMPLOYMENT COACH, SAINT JOHN COMMUNITY LOAN FUND RE:  DONATION

Councillor Evans moved to authorize payment in the amount of $500 to Pathways (an International Women’s Day Event) per letter of January 24, 2014 from Erin Gallagher, Business and Employment Coach, Saint John Community Loan Fund.

Seconded by Councillor Snodgrass.  Carried.

It was noted Town promotional material could be provided for display at the Pathways to Empowerment 2014 event.

21. LETTER OF JANUARY 11, 2014 FROM EDWARD D. STEPHENSON, NEREPIS ROAD RE:  REPORT FROM THE DEPARTMENT OF TRANSPORTATION – SPEED

Councillor Calvin moved to receive and file letter of January 11, 2014 from Edward D. Stephenson, Nerepis Road Re:  Report from the Department of Transportation – Speed.

Seconded by Councillor Evans.  Carried.

It was noted Sgt. Bernard will contact Mr. Stephenson regarding speeding on Nerepis Road.

22. DEVELOPMENT OFFICER’S REPORT OF FEBRUARY 5, 2014 RE:  THE STUDENT SUPERPOWER CHALLENGE

Councillor Evans moved to provide a donation of $500.00 to support Harbourview High School students to participate in the T4G Big Data Congress II, “The Superpower Challenge” event, planned for Wednesday February 26, 2014 at the Saint John Trade and Convention Centre.

23. MARKETING – COMMUNICATIONS IMPLEMENTATION CRITICAL PATH OF FEBRUARY 5, 2014 SUBMITTED BY WILLIAMS COMMUNICATIONS MANAGEMENT

Councillor Snodgrass moved to award contract Re:  Marketing – Communications Implementation Critical Path of February 5, 2014 to Williams Communications Management in the amount of $16,900, subject to possible changes as project progresses.

Seconded by Councillor Evans.  Carried.
