1.   CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Tuesday, February 14, 2017 with Mayor Losier presiding.

2.   RECORD OF ATTENDANCE

Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

Deputy Mayor Likely was absent.

3.   APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of February 14, 2017 as presented.

Seconded by Councillor Snodgrass.  Carried.

6.1     RCMP REPORT FOR JANUARY 2017 – RCMP REPRESENTATIVE     ATTENDING

Councillor Day moved to defer the presentation Re:  RCMP Report for January 2017 until an RCMP representative is available.

Councillor Day moved to adopt the Minutes of Regular Council Meeting of January 23, 2017 as presented.

7.2   MINUTES OF RIVER VALLEY COMMUNITY CENTER FOUNDATION INC. (ARENA) MEETINGS OF SEPTEMBER 27, OCTOBER 25, AND NOVEMBER 2, 15, 17, 2016

Councillor Snodgrass moved to receive and file the Minutes of River Valley Community Center Foundation Inc. (Arena) Meetings of September 27, October 25, and November 2, 15, 17, 2016.

Seconded by Councillor Balemans.  Carried.

7.3   MINUTES OF THE PLANNING ADVISORY COMMITTEE MEETING OF JANUARY 16, 2017

Councillor Snodgrass moved to receive and file the Minutes of the Planning Advisory Committee Meeting of January 16, 2017.

Seconded by Councillor Day.  Carried.

7.4   EMAIL POLL OF FEBRUARY 7, 2017 RE:  CAPITAL BORROWING BOARD APPLICATION

Councillor Day moved to ratify the Email Poll of February 7, 2017 in that the Municipality of Grand Bay-Westfield submit to the Municipal Capital Borrowing Board an application for authorization to borrow money in an amount not to exceed $347,000.00 for a term not to exceed fifteen (15) years for the following purposes:

Recreational Services – construction of a water play park.

8.   BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment as presented for $2,635.78 and Bills for Ratification for $128,970.41 for a total of $131,606.19.

16.   LETTER OF OCTOBER 31, 2016 FROM BILL MACMACKIN, SAINT JOHN FIELDHOUSE RE:  PROPOSED FUNDING OPTION – BROUGHT FORWARD FROM JANUARY 23, 2017

Councillor Evans moved to contribute $2,000.00 per year for the next five years for a total of $10,000.00 as per the Letter of October 31, 2016 from Bill MacMackin, Saint John Fieldhouse Re:  Proposed Funding Option and also further to send a letter indicating the Town’s contribution is towards capital costs for this regional facility.

It was noted the five year contribution towards the Fieldhouse Project is related to capital costs only and operational costs for this regional facility would not be covered by the Town.

17.   LETTER OF AUGUST 23, 2016 FROM STEPHEN TOBIAS, EXECUTIVE DIRECTOR – SAINT JOHN THEATRE COMPANY INC. RE:  ANNUAL REQUEST FOR SUPPORT – BROUGHT FORWARD FROM JANUARY 23, 2017

Councillor Snodgrass moved to authorize a payment of $1,000.00 to the Saint John Theatre Endowment Fund in regard to Letter of August 23, 2016 from Stephen Tobias, Executive Director – Saint John Theatre Company Inc. Re:  Annual Request for Support.

18.   LETTER OF JANUARY 17, 2017 FROM THE HONOURABLE JOCELYNE ROY VIENNEAU, O.N.B., LIEUTENANT GOVERNOR OF NEW BRUNSWICK RE:  INFORMATION ON SPECIFIC EVENTS TO CELEBRATE “CANADA 150”

Councillor Day moved to refer the Letter of January 17, 2017 from The Honourable Jocelyne Roy Vienneau, O.N.B., Lieutenant Governor of New Brunswick Re:  Information on Specific Events to Celebrate “Canada 150” to Staff to advise of the Town’s “Canada 150” celebrations and extend an invitation to attend if her schedule permits.

19.   LETTER FROM CORY AND JENNIFER RYAN, PHARMACISTS/OWNERS OF THE MEDICINE SHOPPE RE:  GET A VACCINE, GIVE 4!

Councillor Evans moved to receive and file the Letter from Cory and Jennifer Ryan, Pharmacists/Owners of The Medicine Shoppe Re: Get a Vaccine, Give 4.

20.   TOWN MANAGER’S REPORT OF FEBRUARY 8, 2017 RE: SHELTER SERVICES AGREEMENT – TOWN OF GRAND BAY-WESTFIELD/SAINT JOHN SHELTER LTD.

Councillor Day moved to renew the agreement for shelter services with     Saint John Shelter Ltd. for a one year period from January 1, 2017 to     December 31, 2017 subject to all terms and conditions of the related     agreement for a rate of $333.00 per month.

21.   MEMORANDUM OF FEBRUARY 8, 2017 FROM PLANNING ADVISORY COMMITTEE (PAC) RE:  RECOMMENDATION TO COUNCIL, TENTATIVE SUBDIVISION APPROVAL, CARL & JOAN GODIN – MIDWOOD LANE/DEVELOPMENT OFFICER’S REPORT OF FEBRUARY 8, 2017

Councillor Snodgrass moved that the Planning Advisory Committee recommend to Council the acceptance of $1,845.76 (Money in Lieu of Land for Public Purposes (cash, money order, certified cheque or debit) for the purposes of creating one new building lot out of PID No. 30242101 on Midwood Lane, as shown on the Tentative Subdivision Plan, Carl & Joan Godin Subdivision, Lot 17-01 & Lot 17-02, as prepared by DeSaulniers Surveys Inc., dated  February 2, 2017, with approval of Final Subdivision Plan to be subject to:

i)payment of $1,845.76 (cash, money order, certified cheque or debit);
ii)recording of Civic Numbers on the Final Subdivision Plan, to reflect Lot 17-01 as Civic No. 2 and Lot 17-02 as Civic No 4;
iii)recording Utilities Easement as required by NB Power;

and further moved that future development of the new lot will be subject to all Municipal By-law requirements including: driveway access approval and sanitary waste water sewer connection approval by the Works Commissioner.

22.   MEMORANDUM OF FEBRUARY 8, 2017 FROM PLANNING ADVISORY COMMITTEE RE:  RECOMMENDATION TO COUNCIL, TENTATIVE SUBDIVISION APPROVAL, LINDA E. DESAULNIERS – HIGHLAND ROAD/DEVELOPMENT OFFICER’S REPORT OF FEBRUARY 8, 2017

Councillor Snodgrass moved that the Planning Advisory Committee recommend to Council the acceptance of $292.59 Money in Lieu of Land for Public Purposes (cash, money order, certified cheque or debit) for the purposes of creating one new building lot out of PID No. 30118004 on Highland Road, as shown on the Tentative Subdivision Plan, Linda E. DeSaulniers Subdivision, Lot 2017-1 & Parcel “F”, as prepared by DeSaulniers Surveys Inc., dated January 31, 2017, with approval of Final Subdivision Plan to be subject to:

i)payment of $292.59 (cash, money order, certified cheque or debit);
ii)recording of Civic Number on the Final Subdivision Plan, showing Lot 2017-1 as Civic No. 151;
iii)recording of 5 m wide Utilities Easement to follow the frontage of the lot including the frontage of Parcel “F” along Highland Road as required by NB Power;

and further moved that future development of the new lot will be subject to all Municipal By-law requirements including: driveway access approval and sanitary waste water sewer connection approval by the Works Commissioner; and confirmation that the Top of Foundation elevation meets the minimum required 750mm above the centreline grade of the street.

23.   MEMORANDUM OF FEBRUARY 8, 2017 FROM PLANNING ADVISORY COMMITTEE (PAC) RE:  ELECTION OF OFFICERS FOR 2017/UPDATED 2017 PAC LIST OF MEMBERS

Councillor Day moved to receive and file the Memorandum of February 8, 2017 from Planning Advisory Committee (PAC) Re:  Election of Officers for 2017/Updated 2017 PAC List of Members.

Seconded by Councillor Snodgrass.  Carried.

Mayor Losier noted letters of congratulations have been sent to the Chair and Vice Chair of the Planning Advisory Committee.

24   .LETTER OF FEBRUARY 2, 2017 FROM REGIONAL DEVELOPMENT CORPORATION (RDC) RE:  APPROVAL FOR EXTENSION – RIVER CENTRE OUTDOOR ROOM PROJECT/RELATED FEDERAL GOVERNMENT APPROVAL – REQUEST FOR AUTHORIZATION FOR SIGNATURES FOR RDC DOCUMENT

Councillor Day moved approval of appropriate signatures on the Regional Development Corporation (RDC) document as per the Letter of February 2, 2017 from (RDC) Re:  Approval for Extension – River Centre Outdoor Room Project.

25.   MEMORANDUM OF FEBRUARY 7, 2017 FROM EMERGENCY MEASURES ORGANIZATION RE:  DRAFT LETTER OF SUPPORT TO CRTC REGARDING CINB RADIO STATION

Councillor Day moved to authorize appropriate signatures on the Draft Letter of Support to CRTC Regarding CINB Radio Station as per the Memorandum of February 7, 2017 from Emergency Measures Organization.
