Council Minutes – February 23, 2015

1. CALL TO ORDER – 7:34 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, February 23, 2015 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Day, Councillor Evans and Councillor Snodgrass were in attendance.
Deputy Mayor Likely was absent.
Councillor Day moved to pay Deputy Mayor Likely in his absence.
Seconded by Councillor Calvin.  Carried.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of February 23, 2015 with the following additions:
18.a)    Policing Services Report
18.b)    Council Meeting of March 9, 2015.

Seconded by Councillor Calvin.  Carried unanimously.

7.1    MINUTES OF REGULAR COUNCIL MEETING OF FEBRUARY 9,     2015

Councillor Snodgrass moved to adopt the Minutes of the Regular Council Meeting of February 9, 2015 as presented.

Seconded by Councillor Evans.  Carried.

7.2    EMAIL POLL OF FEBRUARY 5, 2015 RE:  WASH BAY UPGRADE AT FIRE STATION NO. 2

Councillor Day moved to ratify the Email Poll of February 5, 2015 Re:  Wash Bay Upgrade at Fire Station No. 2 in that authorization is granted to proceed with the carpentry component of the Wash Bay Upgrade at Fire Station No. 2 for lowest quoted price of $9,514.00 plus HST.

Seconded by Councillor Calvin.  Carried.

Email Poll of February 5, 2015 Re:  Wash Bay Upgrade at Fire Station No. 2 was read.

7.3    EMAIL POLLS OF FEBRUARY 6, 18, 2015 RE:  WORK ORDER TO AVL FOR STREET WIDENING WITH A SNOW BLOWER

Councillor Day moved to ratify the Email Polls of February 6, 18, 2015 Re:  Work Order to AVL for Street Widening with a Snow Blower in that authorization is granted to issue a Work Order to AVL for street widening with a snow blower to a maximum of $24,500 and further authorization is granted to amend the Email Poll of February 6, 2015 to increase the maximum expenditure to $42,140.

Seconded by Councillor Calvin.  Carried.

7.4    MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETING OF JANUARY 20, 2015/EMO TRAINING MEETING OF JANUARY 20, 2015

Councillor Day moved to receive and file the Minutes of Emergency Measures Organization (EMO) Meeting of January 20, 2015/EMO Training Meeting of January 20, 2015.

Seconded by Councillor Evans.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $11,133.76 and Bills for Ratification for $284,347.96 for a total of $295,481.72.

Seconded by Councillor Calvin.  Carried.

b) Works Commissioner’s Report for January 2015

Councillor Day moved to receive and file the following consent agenda     items:

16.    LETTER OF JANUARY 29, 2015 FROM HON. DENIS LEBEL, P.C., M.P., MINISTER OF INFRASTRUCTURE, COMMUNITIES AND INTERGOVERNMENTAL AFFAIRS RE:  WASTEWATER SYSTEMS EFFLUENT REGULATIONS

Councillor Calvin moved to receive and file the Letter of January 29, 2015 from Hon. Denis Lebel, P.C., M.P., Minister of Infrastructure, Communities and Intergovernmental Affairs Re:  Wastewater Systems Effluent Regulations.

Seconded by Councillor Snodgrass.  Carried.

17.    UPDATE FROM FEDERATION OF CANADIAN MUNICIPALITIES RE:  NATIONAL DISASTER MITIGATION PROGRAM AND DISASTER FINANCIAL ASSISTANCE ARRANGEMENTS (DFAA)

Councillor Day moved to receive and file the Update from Federation of Canadian Municipalities Re:  National Disaster Mitigation Program and Disaster Financial Assistance Arrangements (DFAA).

Seconded by Councillor Snodgrass.  Carried.

18.    EMAIL OF FEBRUARY 10, 2015 FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE:  STORM SEWER & STREET IMPROVEMENTS 2014, PHASE 1, PROJECT NO. 149239A, CERTIFICATE NO. 3, INTERIM CERTIFICATE OF COMPLETION

Councillor Snodgrass moved to authorize a payment of $157,616.95 to Keel Construction per Email of February 10, 2015 from Douglas Hartford, P. Eng., Dillon Consulting Re:  Storm Sewer & Street Improvements 2014, Phase 1, Project No. 149239A, Certificate No. 3, Interim Certificate of Completion.

Seconded by Councillor Evans.  Carried.

18.a)   POLICING SERVICES REPORT

Councillor Day moved to receive and file the Policing Services Report as the Town is pleased with the services it is receiving from the RCMP and further to direct the Town’s representative on the Regional Service Commission to reflect Council’s resolution on policing services to the Regional Service Commission.
Seconded by Councillor Snodgrass.  Carried.

18.b)   COUNCIL MEETING OF MARCH 9, 2015

Councillor Day moved to cancel the Council Meeting of March 9, 2015 with a special meeting to be called, if necessary.
Seconded by Councillor Calvin.  Carried.

19.    ADJOURNMENT

Councillor Calvin moved adjournment.
