1. CALL TO ORDER – 7:34 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, February 9, 2015 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Day, Councillor Calvin, Councillor Evans, and Councillor Snodgrass were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Snodgrass moved to approve the agenda of February 9, 2015 as presented.

Seconded by Councillor Day.  Carried.

6.1    PRESENTATION OF RCMP REPORT FOR JANUARY – RCMP REPRESENTATIVE ATTENDING

Cpl. Robert Landry presented the January 2015 RCMP Report and responded to inquiries from members of Council.

Councillor Snodgrass moved to receive and file the RCMP Report for January 2015.

Seconded by Councillor Day.  Carried.

7.1    MINUTES OF REGULAR COUNCIL MEETING OF JANUARY 26,     2015

Deputy Mayor Likely moved to adopt the Minutes of the Regular Council Meeting of January 26, 2015 as presented.

Seconded by Councillor Evans.  Carried.

7.2    NOTES OF FEBRUARY 2, 2015 RE:  RFP15-200 SUPPLY AND INSTALLATION OF PHASE II SKATE AND BIKE PARK COMPONENTS AT TAILWHIP PARK

Councillor Day moved to receive and file the Notes of February 2, 2015     Re:  RFP15-200 Supply and Installation of Phase II Skate and Bike     Park Components at Tailwhip Park.

Seconded by Councillor Evans.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $8,122.72 and Bills for Ratification for $139,121.19 for a total of $147,243.91.

Seconded by Councillor Calvin.  Carried.

16.    CORRESPONDENCE OF JANUARY 16, 2015 FROM DILLON CONSULTING RE:  STORM SEWER AND STREET IMPROVEMENTS 2014, PHASE 2, 149239B, CERTIFICATE NO. 3, INTERIM CERTIFICATE OF COMPLETION

Councillor Snodgrass moved to pay Classic Construction (2012) Ltd.     the amount of $46,026.23 for Storm Sewer and Street Improvements     2014,     Phase 2, Project No. 149239B, Certificate No. 3, Interim     Certificate of Completion.

Seconded by Councillor Calvin.  Carried.

17.     CORRESPONDENCE OF JANUARY 15, 2015 FROM DILLON CONSULTING RE:  STREET RESURFACING 2013, VARIOUS STREETS, 13 7676, CERTIFICATE NO. 4, FINAL CERTIFICATE

Councillor Snodgrass moved to pay NRB Construction Company Limited the amount of $1,500.00 for Street Resurfacing 2013, Various Streets, Project No. 13 7676, Certificate No. 4, Final Certificate.

Seconded by Councillor Calvin.  Carried.

18.    CORRESPONDENCE OF FEBRUARY 4, 2015 FROM CAROLYN LONGAPHIE, TRACE PLANNING AND DESIGN RE:  RECOMMENDATION TO COUNCIL FOR RFP15-200 SUPPLY AND INSTALLATION OF PHASE II SKATE AND BIKE PARK COMPONENTS AT TAILWHIP PARK

Councillor Evans moved to award RFP15-200 for Supply and Installation of Phase II Skate and Bike Park Components at Tailwhip Park to the Canadian Ramp Company for $26,944.31 plus HST per recommendation of Trace Planning and Design for Option 2 to include:

A) Grind Rail (round)
B) Hubba Ledge (Replica Series)
C) Wedge, Flat, Stair
D) Skate Bench
E) Grind Rail (square)
F) Bank Ramp x 2.

Seconded by Councillor Day.  Carried.

19.    RECREATION DIRECTOR’S REPORT OF FEBRUARY 4, 2015 RE:  FIRE ALARM SERVICES RENEWAL

Councillor Evans moved to approve the renewal with Quality Sound Alarm for the Annual Inspection and Testing of the Fire Alarm systems at the Centrum/Fire Station #1 and Fire Station #2 for the amount of $450.00 plus applicable taxes for the optional fourth year.

Seconded by Councillor Calvin.  Carried.
