Council Minutes – January 12, 2015

 1. CALL TO ORDER – 7:33 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, January 12, 2015 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Day, Councillor Calvin, Councillor Evans and Councillor Snodgrass were in attendance.

Deputy Mayor Likely was absent.

Councillor Day moved to pay Deputy Mayor Likely in his absence.

Seconded by Councillor Calvin.  Carried.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Snodgrass moved to approve the agenda of January 12, 2015 with the following addition:

23.a)    Authorization for a Work Order for Wash Bay Improvements at Fire Station #2.

Seconded by Councillor Evans.  Carried unanimously.

4. DISCLOSURE OF CONFLICT OF INTEREST

Councillor Calvin declared a conflict of interest with item #56 on Bills for Payment for Firemed Training Solutions for $880.00.

6. PUBLIC PRESENTATIONS

6.1 PRESENTATION OF RCMP REPORT FOR DECEMBER 2014 – RCMP REPRESENTATIVE ATTENDING

Sgt. Alain DesRosiers presented the December 2014 RCMP Report and responded to inquiries from members of Council.

Councillor Evans moved to receive and file the RCMP Report for December 2014.

Seconded by Councillor Day.  Carried.

7. MINUTES

7.1 MINUTES OF REGULAR COUNCIL MEETING OF DECEMBER 8, 2014

Councillor Snodgrass moved to adopt the Minutes of the Regular Council Meeting of December 8, 2014 as presented.

Seconded by Councillor Calvin.  Carried.

8. BILLS FOR PAYMENT

Councillor Calvin departed the meeting due to a stated conflict of interest with item #56 on Bills for Payment.

Councillor Day moved to pay item #56 on Bills for Payment in the amount of $880.00 to Firemed Training Solutions.

Seconded by Councillor Evans.  Carried.

Councillor Calvin rejoined the meeting.

Councillor Day moved to pay Bills for Payment for $228,493.40 and Bills for Ratification for $220,440.47 for a total of $448,933.87.

Seconded by Councillor Evans.  Carried.

It was noted that the 2014 Christmas lights in the Town and decorations in the Grand Bay Room were very well received by the community.

15.1    TOWN OF GRAND BAY-WESTFIELD SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT AS AT JANUARY 5, 2015

Councillor Snodgrass moved to receive and file the Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at January 5, 2015.

Seconded by Councillor Day.  Carried.

16. LETTER OF DECEMBER 3, 2014 FROM JONATHAN TAYLOR, COMMON CLERK, CITY OF SAINT JOHN RE:  CITY OF SAINT JOHN’S SUPPORT FOR THE TRANSCANADA ENERGY EAST PIPELINE PROJECT

Councillor Day moved to receive and file the Letter of December 3, 2014 from Jonathan Taylor, Common Clerk, City of Saint John Re:  City of Saint John’s Support for the TransCanada Energy East Pipeline Project.

Seconded by Councillor Calvin.  Carried.

It was noted that a copy of the Town’s previous Letter of Support regarding the Pipeline Project will be forwarded to Jonathan Taylor, Common Clerk, City of Saint John.

17. TOWN MANAGER’S REPORT OF JANUARY 6, 2015 RE:  ANNUAL BONDING – TOWN OF GRAND BAY-WESTFIELD

Councillor Day moved to receive and file the Town Manager’s Report of January 6, 2015 Re:  Annual Bonding – Town of Grand Bay-Westfield.

18. LETTER OF DECEMBER 8, 2014 FROM HON. BILL FRASER, MINISTER OF TOURISM, HERITAGE AND CULTURE RE:  HERITAGE WEEK, FEBRUARY 9-16, 2015

Councillor Day moved to receive and file the Letter of December 8, 2014 from Hon. Bill Fraser, Minister of Tourism, Heritage and Culture Re:  Heritage Week, February 9-16, 2015, and to forward a copy of the correspondence to the Town Tourism Committee.

It was noted that the community would be advised of the dates for Heritage Week in 2015.

19. LETTER OF DECEMBER 16, 2014 FROM DAVID DOBBELSTEYN, MANAGER, P.R.O. KIDS RE:  RE-APPOINTMENT OF KATIE LANGMAID, GRAND BAY-WESTFIELD REPRESENTATIVE

Councillor Day moved to re-appoint Katie Langmaid for a second term (January 1, 2015 – December 31, 2017) as the Grand Bay-Westfield Representative for P.R.O. Kids.

20. LETTER OF NOVEMBER 28, 2014 FROM HON. STEPHEN HORSMAN, MINISTER OF PUBLIC SAFETY AND SOLICITOR GENERAL RE:  BILLING RATE FOR 2015 PROVINCIAL RCMP POLICING SERVICE

Councillor Snodgrass moved to receive and file the Letter of November 28, 2014 from Hon. Stephen Horsman, Minister of Public Safety and Solicitor General Re:  Billing Rate for 2015 Provincial RCMP Policing Service.

21. LETTER OF DECEMBER 8, 2014 FROM BRAD WOODSIDE, MAYOR, CITY OF FREDERICTON, FCM PRESIDENT RE:  FCM MEMBERSHIP RENEWAL FOR 2015 -2016

Councillor Snodgrass moved to renew the FCM Membership for 2015 -2016 for the amount of $1,044.84.

22. TOWN MANAGER’S REPORT OF JANUARY 7, 2015 RE:  2015 GENERAL REVENUE FUND OPERATING BUDGET

Councillor Evans moved that the sum of $5,853,627 be the total budget of the Municipality, that the sum of $5,060,623 be the Warrant of the Municipality for the ensuing year, and that the tax rate for the Municipality be $1.37 and further that the Council orders and directs the levying by the Minister of Local Government of said amount on real property liable to taxation under the Assessment Act within the Municipality of Grand Bay-Westfield.

23. TOWN MANAGER’S REPORT OF JANUARY 6, 2015 RE:  PROCEDURES – CASH FLOW MANAGEMENT – 2015

Councillor Snodgrass moved that the Town Manager be authorized to establish a 2015 line of credit for the Town with respect to the Sewerage Utility Operating Fund as per section 189(13) of the Municipalities Act for an amount not to exceed $232,700 and further a 2015 line of credit with respect to the General Revenue Operating Fund as per section 89(2) of the Municipalities Act for an amount not to exceed $234,145 at a competitive rate.

23.a)  AUTHORIZATION TO APPROVE WORK ORDER FOR WASH BAY
    IMPROVEMENTS AT FIRE STATION NO. 2

Councillor Snodgrass moved authorization for a Work Order to be issued to RH Electrical (Total Electrical Solutions) for electrical upgrades to the Wash Bay at Fire Station No. 2 for the quoted price of $37,720.00 plus HST.

Seconded by Councillor Calvin.  Carried.

Councillor Calvin moved adjournment.
