Council Minutes – January 14, 2013

1.….. CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, January 14, 2013 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Day, Councillor Evans and Councillor Snodgrass were in attendance.  Deputy Mayor Likely was absent.

Councillor Calvin moved to pay Deputy Mayor Likely in his absence.

Seconded by Councillor Evans.  Carried.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of Monday, January 14, 2013 as presented.

Seconded by Councillor Snodgrass.  Carried.

6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR DECEMBER 2012 – RCMP REPRESENTATIVE ATTENDING

Sgt. Bernard provided information to Council regarding the RCMP Statistical Report for December 2012.

Councillor Snodgrass moved to receive and file the RCMP Statistical Report for December 2012.

Seconded by Councillor Day.  Carried.

6.2 PRESENTATION BY JOHN WEBBER, TOWN REPRESENTATIVE – RIVER VALLEY COMMUNITY CENTER FOUNDATION INC.

John Webber, Town Representative – River Valley Community Center Foundation  Inc. provided information to Council  regarding the  financial status of the River Valley Community Center.

Councillor Day moved to receive and file the presentation by John Webber, Town Representative – River Valley Community Center Foundation Inc.

6.3 PRESENTATION BY HEATHER BRANDER, MANAGER, PUBLIC SAFETY AND SOLICITOR GENERAL, POLICING CONTRACTS AND SUPPORT UNIT TO CORPORATE SERVICES AND PLANNING (SECTION) RE:  RCMP SERVICES/FINANCIAL

Heather Brander, Manager, Public Safety and Solicitor General, Policing Contracts and Support Unit to Corporate Services and Planning of the RCMP Services provided information to Council regarding the new model for RCMP services effective January 1, 2013 as well as information on the related financial aspects of the new model.

Councillor Evans moved to receive and file presentation by Heather Brander, Manager, Public Safety and Solicitor General, Policing Contracts.

Councillor Snodgrass moved to adopt the minutes of the Regular Council Meeting of December 10, 2012 as presented.

Councillor Day moved to pay the Bills for Payment in the amount of $176,447.60 and Bills for Ratification in the amount of $238,968.48; Grand Total of $415,416.08.

15.1 TOWN OF GRAND BAY-WESTFIELD SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT AS AT DECEMBER 31, 2012

Councillor Snodgrass moved to receive and file the Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at December 31, 2012.

Seconded by Councillor Evans.  Carried.

15.2 TOWN MANAGER’S REPORT OF JANUARY 9, 2013 RE:  2013 GENERAL REVENUE FUND OPERATING BUDGET

Councillor Day moved that the sum of $5,557,728 be the total budget of the Municipality, that the sum of $4,840,189 be the Warrant of the Municipality for the ensuing year, and that the tax rate for the Municipality be $1.37 and further that the Council orders and directs the levying by the Minister of Local Government of said amount on real property liable to taxation under the Assessment Act within the Municipality of Grand Bay-Westfield.

16. TOWN MANAGER’S REPORT OF JANUARY 3, 2013 RE:  ANNUAL BONDING – TOWN OF GRAND BAY-WESTFIELD

Councillor Snodgrass moved to receive and file the Town Manager’s Report of January 3, 2013 Re:  Annual Bonding – Town of Grand Bay-Westfield.

17. TOWN MANAGER’S REPORT OF JANUARY 9, 2013 RE:  PROCEDURES – CASH FLOW MANAGEMENT – 2013

Councillor Calvin moved the Town be authorized to establish a 2013 line of credit for the Town with respect to the Sewerage Utility Operating Fund as per section 189(13) of the Municipalities Act for an amount not to exceed $230,670 and further a 2013 line of credit with respect to the General Revenue Operating Fund as per section 89(2) of the Municipalities Act for an amount not to exceed $222,309 at a competitive rate.

18. DEVELOPMENT OFFICER’S REPORT OF JANUARY 9, 2013 RE:  APPLICATION TO ACQUIRE TITLE TO LAND CONTAINED IN A PORTION OF A PUBLIC STREET (SECOND STREET)

Councillor Day moved to accept the application from Mr. & Mrs. Gosselin of 8 Harris Road and Mr. Webb/Ms. Chen of 1 Horseshoe Lane, for closing a certain portion of Second Street located between PID Nos. 30247332 and 30229777 from Harris Road to PID No. 00218289, subject to the Town’s Policy on street closures #E005 and following procedures as set out in section 187 of the Municipalities Act and subject to receipt of a cash deposit in the amount of $3,000 from Webb/Chen and $2,000 from the Gosselins, to cover the Town’s cost of legal and registration fees and survey costs (including HST) for the

closure and transfer of portions of Second Street to the two parties; should it become necessary, an additional deposit will be requested to be paid to the Town to cover any remaining costs prior to completing the By-law or approving the registration of the documents; and any remaining deposit not utilized will be returned to the applicants based on their proportionate 60%-40% contributed share of the cost.

19. LETTER OF DECEMBER 21, 2012 FROM DEBORAH CARPENTER, CGA, DIRECTOR OF FINANCIAL AND ADMINISTRATIVE SERVICES, PROVINCE OF NEW BRUNSWICK RE:  RCMP POLICING AGREEMENT

Councillor Snodgrass moved to approve appropriate signatures for the new RCMP Policing Agreement effective January 1, 2013 subject to corrections as appropriate in the document.

Seconded by Councillor Day.  Carried.
