1.….. CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, January 28, 2013 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Calvin, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of Monday, January 28, 2013 as presented.

Seconded by Councillor Calvin.  Carried.

6.1 PRESENTATION BY THE RIVER VALLEY SENIOR CITIZENS CLUB TO THE TOWN OF GRAND BAY-WESTFIELD

Councillor Calvin as Liaison to the River Valley Senior Citizens Club presented Council, on behalf of the Club, a cheque in the amount of $500 for use of the Senior’s Lounge.

It was noted a letter of thanks would be forwarded to the River Valley Senior Citizens Club.

7.1 MINUTES OF REGULAR COUNCIL MEETING OF JANUARY 14, 2013

Councillor Snodgrass moved to adopt the minutes of the Regular Council Meeting of January 14, 2013 as presented.

7.2 MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF DECEMBER 3, 2012

Councillor Day moved to receive and file minutes of the Planning Advisory Committee Meeting of December 3, 2012.

Seconded by Councillor Snodgrass.  Carried.

8. BILLS FOR PAYMENT

Councillor Day moved to pay the Bills for Payment in the amount of $179,082.54 and Bills for Ratification in the amount of $290,369.75; Grand Total of $469,452.29.

Seconded by Councillor Evans.  Carried.

Councillor Day moved to receive and file letter of December 17, 2012 from Cynthia Wallace-Casey, Culture, Tourism and Healthy Living Re:  Heritage Week – February 11-18, 2013/Relevant Data.

17. LETTER OF JANUARY 2, 2013 FROM DAN CONNOLLY, CHIEF EXECUTIVE OFFICER, HEART & STROKE FOUNDATION OF NEW BRUNSWICK RE:  FEBRUARY IS HEART MONTH

Councillor Snodgrass moved to receive and file letter of January 2, 2013 from Dan Connolly, Chief Executive Officer, Heart & Stroke Foundation of New Brunswick Re:  February is Heart Month.

18. WORKS COMMISSIONER’S REPORT OF JANUARY 21, 2013 RE:  RECOMMENDATION ON VACUUM STREET SWEEPING SERVICES RENEWAL

Councillor Evans moved to renew Tender 01-2012 with Phillips Brothers Excavating Ltd. per option to renew for 2013 under the same terms, conditions, and price as the original tender.

Seconded by Councillor Snodgrass.  Carried.

19. MEMORANDUM OF JANUARY 22, 2013 FROM PLANNING ADVISORY COMMITTEE RE:  ELECTION OF OFFICERS FOR 2013

Councillor Snodgrass moved to receive and file memorandum of January 22, 2013 from the Planning Advisory Committee Re:  Election of Officers for 2013.

Seconded by Councillor Evans.  Carried.

It was noted a letter of thanks was forwarded to Chair – Ralph Stevens and Vice-Chair – Linda Estabrooks.

20. MEMORANDUM OF JANUARY 22, 2013 FROM PLANNING ADVISORY COMMITTEE (PAC) RE:  PAC INDEX LIST OF ITEMS FOR 2012

Councillor Calvin moved to receive and file memorandum of January 22, 2013 from Planning Advisory Committee (PAC) Re:  PAC Index List of Items for 2012.

Seconded by Councillor Evans.  Carried.

21. MEMORANDUM OF JANUARY 24, 2013 FROM DEVELOPMENT OFFICER RE:  RECOMMENDATION ON GARY DAVID AND SUSAN ELIZABETH FRY EASEMENT, 959 RIVER VALLEY DRIVE, PID NO. 225987

Councillor Day moved to approve authorization of easement documents as prepared by the Town Solicitor for an area of 36 m² as identified on Easement Plan MS-1, dated September 26, 2012, for the purpose of maintaining a 900 mm diameter concrete storm sewer on PID No. 225987.

Seconded by Councillor Snodgrass.  Carried.
