1.   CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, January 9, 2017 with Mayor Losier presiding.

2.   RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, and Councillor Snodgrass were in attendance.

Councillor Evans was absent.

3.   APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of January 9, 2017 as presented.

Seconded by Councillor Snodgrass.  Carried.

6.1    RCMP REPORT FOR DECEMBER 2016 – RCMP REPRESENTATIVE     ATTENDING

Cst. Chantal McIntosh presented the RCMP Report for December 2016.
It was noted Cst. McIntosh is the newest member with the RCMP Detachment.
Deputy Mayor Likely moved to receive and file the RCMP Report for December 2016.

7.  MINUTES

7.1   EMAIL POLL OF DECEMBER 15, 2016 RE:  AUTHORIZATION TO PURCHASE ONE NEW TRUCK TO REPLACE CURRENT WORKS DEPARTMENT TRUCK

Councillor Day moved to authorize the purchase of one new 2016 F150 4×2 Supercrew for $31,872.50 + $4,780.88 HST to replace the 2009 F150 Works Department vehicle which will be placed for auction.

Seconded by Councillor Snodgrass.  Carried.

7.2   MINUTES OF REGULAR COUNCIL MEETING OF DECEMBER 12, 2016

Councillor Day moved to adopt the Minutes of Regular Council Meeting of December 12, 2016 as presented.

Seconded by Deputy Mayor Likely.  Carried.

Councillor Day moved to pay Bills for Payment as presented for $5,890.88 and Bills for Ratification for $531,976.41 for a total of $537,867.29.

16.   LETTER OF DECEMBER 19, 2016 FROM CYNTHIA WALLACE-CASEY, PHD, HERITAGE BRANCH RE:  HERITAGE WEEK 2017

Councillor Day moved to receive and file the Letter of December 19, 2016 from Cynthia Wallace-Casey, PhD, Heritage Branch Re:  Heritage Week 2017.

Councillor Day moved to receive and file the Memorandum of December 22, 2016 from Margaret Mabey, Secretary, Harbour Skating Club Re:  Thank You for Donation Toward Ice Time.

18.   TOWN MANAGER’S REPORT OF JANUARY 3, 2017 RE:  ANNUAL BONDING – TOWN OF GRAND BAY-WESTFIELD

Councillor Day moved to receive and file the Town Manager’s Report of January 3, 2017 Re:  Annual Bonding – Town of Grand Bay-Westfield.

19.   LETTER OF DECEMBER 16, 2016 FROM CLARK SOMERVILLE, FCM PRESIDENT RE:  MEMBERSHIP RENEWAL FOR 2017-2018

Councillor Day moved to approve FCM Membership Renewal for 2017-2018 for $1,258.11 per the Letter of December 16, 2016 from Clark Somerville, FCM President.

20.   TOWN MANAGER’S REPORT OF JANUARY 3, 2017 RE:  PROCEDURES – CASH FLOW MANAGEMENT – 2017

Councillor Snodgrass moved that the Town Manager be authorized to establish a 2017 line of credit for the Town with respect to the Sewerage Utility Operating Fund as per section 189(13) of the Municipalities Act for an amount not to exceed $236,522 and further a 2017 line of credit with respect to the General Revenue Operating Fund as per section 89(2) of the Municipalities Act for an amount not to exceed $238,161 at a competitive rate.

21.   PLANNING ADVISORY COMMITTEE TELEPHONE POLL OF DECEMBER 15, 2016 RE:  TENTATIVE SUBDIVISION PLAN, NORMAN W. FRANCIS AND S&A HOLDINGS LTD., AMENDING SUBDIVISION PLAN/DEVELOPMENT OFFICER’S REPORT OF DECEMBER 16, 2016

Councillor Day moved to accept $2,857.68 Money in Lieu of Land for Public Purposes (cash, money order, certified cheque or debit) for the purposes of creating one new building lot out of PID No. 30204234 on Inglewood Drive, as shown on the Tentative Amending Subdivision Plan, Norman W. Francis and S & A Holdings Ltd. Subdivision, Lot 16-01, as prepared by DeSaulniers Surveys Inc., dated November 30, 2016, with approval of Final Subdivision Plan to be subject to:

i)payment of $ 2,857.68 (cash, money order, certified cheque or debit);

ii)recording of Civic Number on the Final Subdivision Plan, showing Lot 16-01 as Civic No. 210;
iii)confirmation of Approval of a Private Septic System can be provided prior to Final Subdivision Plan Approval;
iv)recording any utility easements as required by NB Power;

and that future Development of the new lot will be subject to Driveway access approval by the Works Commissioner; confirmation that the Top of Foundation elevation meets the minimum required 750mm above the centreline grade of the street; Department of Environment & Local Government approvals with regard to the Provincially Significant Wetland Buffer zone, a copy of the Provincial Plumbing Permit based on a private septic system, and location of buildings above the predicted 4 m water level rise on the lot.

22.    MEMORANDUM OF JANUARY 4, 2017 FROM FIRE CHIEF RE:  EMERGENCY MEASURES ORGANIZATION – APPOINTMENT OF EMO MEMBERS

Councillor Day moved to appoint the following EMO Members as voting members of the Grand Bay-Westfield Emergency Measures Organization as per EMO Action Committee motion on October 18, 2016:
