Council Minutes – June 9, 2014

1. CALL TO ORDER – 7:29 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, June 9, 2014 with Mayor Losier presiding.

 2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Day, Councillor Calvin, Councillor Evans, and Councillor Snodgrass were in attendance.

 3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of June 9, 2014 as presented.

Seconded by Councillor Calvin. Carried.

Council observed a moment of silence to commemorate the fallen RCMP officers from the Moncton tragedy.

 4. DISCLOSURE OF CONFLICT OF INTEREST

Councillor Calvin declared a conflict of interest with item #17 on Bills for Payment: Firemed Training Solutions for $1,130.00.

 6.1 PRESENTATION RE: CANADA DAY RUN EVENT – ALEX COFFIN, EVENT DIRECTOR, PRESENTER

The presentation did not occur as the presenter was absent.

6.2 PRESENTATION/UPDATE RE: AQUATIC CENTER – ERIN LUKIE, TOWN REPRESENTATIVE PRESENTER

Councillor Snodgrass moved to receive and file the Presentation/Update Re: Aquatic Center – Erin Lukie, Town Representative Presenter.

 7. MINUTES

 7.1 MINUTES OF REGULAR COUNCIL MEETING OF MAY 26, 2014

Councillor Day moved to adopt the minutes of the Regular Council Meeting of May 26, 2014 as presented.

Seconded by Councillor Snodgrass. Carried.

 8. BILLS FOR PAYMENT

Councillor Calvin departed the meeting due to a stated conflict of interest with item #17 on Bills for Payment.

Councillor Day moved to pay item #17 on Bills for Payment in the amount of $1,130.00 to Firemed Training Solutions.

Seconded by Councillor Snodgrass. Carried.

Councillor Calvin rejoined the meeting.

Councillor Day moved to pay Bills for Payment for $3,144.36 and Bills for Ratification for $71,936.19 for a grand total of $75,080.55.

Seconded by Councillor Evans. Carried.

Councillor Snodgrass moved to receive and file the Fundy Regional Service Commission Annual Report for 2013.

Seconded by Councillor Evans. Carried.

15.2 FUNDY REGIONAL SERVICE COMMISSION FINANCIAL STATEMENTS AT DECEMBER 31, 2013

Deputy Mayor Likely moved to receive and file the Fundy Regional Service Commission Financial Statements at December 31, 2013.

Seconded by Councillor Day. Carried.

 15.3 PROVINCE OF NEW BRUNSWICK FLOOD RISK REDUCTION STRATEGY

Councillor Day moved to receive and file the Province of New Brunswick Flood Risk Reduction Strategy.

Seconded by Councillor Snodgrass. Carried.

It was noted a copy of the Flood Risk Reduction Strategy would be forwarded to EMO and PAC.

 16. EMAIL OF MAY 27, 2014 FROM ALBERTA STANTON AND KERI FLOOD, CO-CHAIRS FUNDY WELLNESS NETWORK RE: CONTRIBUTION REQUEST

Councillor Day moved to refer the Email of May 27, 2014 from Alberta Stanton and Keri Flood, Co-chairs Fundy Wellness Network Re: Contribution Request to the Town grants and donations process.

Seconded by Councillor Calvin. Carried.

 17. LETTER OF MAY 21, 2014 FROM ANDRÉ CHENARD, DIRECTOR, COMMUNITY FUNDING RE: VILLAGE GREEN BEAUTIFICATION PROJECT FUNDING APPLICATION

Deputy Mayor Likely moved to receive and file the Letter of May 21, 2014 from André Chenard, Director, Community Funding Re: Village Green Beautification Project Funding Application.

Seconded by Councillor Calvin. Carried.

It is noted the Town did not receive funding from the Environmental Trust Fund in 2014.

18. LETTER OF JANUARY 10, 2014 FROM HON. PAUL ROBICHAUD, MINISTER, REGIONAL DEVELOPMENT CORPORATION RE: COMMUNITY EVENTS PROGRAM

Councillor Snodgrass moved to receive and file the Letter of January 10, 2014 from Hon. Paul Robichaud, Minister, Regional Development Corporation Re: Community Events Program.

Seconded by Councillor Day. Carried.

It was noted the Town received $1,000.00 in funding towards its 2013 Volunteer Appreciation event.

 19. RECREATION DIRECTOR’S REPORT OF JUNE 2, 2014 RE: CANADA DAY RUN

Councillor Evans moved to approve the proposed Downhill Mile Event to be held on Sunday June 29, 2014 and the Canada Day Run to be held on Tuesday, July 1, 2014 and further move to sponsor a mile marker for the Canada Day Run for a cost of $100.

Seconded by Deputy Mayor Likely. Carried.

 20. DEVELOPMENT OFFICER’S REPORT OF JUNE 5, 2014 RE: COL. NASE BOULEVARD DEVELOPMENT – WSP CANADA INC. SERVICES FOR MUNN-ANDERSON PROPERTY, PID NO. 221176

Councillor Day moved to approve signing authority on a contract to engage WSP Canada Inc. to provide Professional Planning and Engineering Services to assist in preparing a Prospectus Package for landowners Munn-Anderson, PID No. 221176 on Col. Nase Boulevard, as per scope of work dated May 26, 2014 not to exceed $ 4,750 plus HST.
