Council Minutes – July 10,  2017

 

1.    CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, July 10, 2017 with Mayor Losier presiding.

2.    RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of July 10, 2017 with the additions of Item 18.a – Splash Pad Tender and 18.b – Cooper Lane.

Seconded by Councillor Snodgrass.  Carried unanimously.

6.1     RCMP REPORT FOR JUNE 2017 – RCMP REPRESENTATIVE     ATTENDING

Councillor Evans moved to table the RCMP Report for June 2017 to the Regular Council Meeting on August 12, 2017.

Seconded by Councillor Day.  Carried.

7.     MINUTES

7.1      MINUTES OF REGULAR COUNCIL MEETING OF JUNE 26, 2017

Councillor Snodgrass moved to adopt the Minutes of Regular Council Meeting of June 26, 2017 as presented.

Seconded by Councillor Day.  Carried.

7.2    EMAIL POLL OF JUNE 30, 2017 RE:  PROGRAM FOR MUNICIPAL DEVELOPMENT FUNDING TO COMMEMORATE CANADA 150 – DOWNTOWN PROJECT

Councillor Snodgrass moved to ratify the Email Poll of June 30, 2017 to authorize signatures for Project No. 9896 Re: Funding for $150,000 (Downtown Project) under the Program for Municipal Development to Commemorate Canada 150 with authorization for additional net costs of $1,027.20 which is available under our budget account:  Grants – Excess Costs.

Seconded by Councillor Evans.  Carried.

7.3    TENDER NOTES OF JULY 6, 2017 RE:  WATER PLAY PARK, PROJECT NO. 17-5899

Councillor Snodgrass moved to receive and file the Tender Notes of July 6, 2017 Re:  Water Play Park, Project No. 17-5899.

Seconded by Councillor Evans.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment as presented for $1,533.78 and Bills for Ratification for $68,432.07 for a total of $69,965.85.

Seconded by Deputy Mayor Likely.  Carried.

Councillor Snodgrass moved to receive and file the Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at July 5, 2017.

Seconded by Councillor Evans.  Carried.

16.     PICTURES OF INGLEWOOD SCHOOL AND WESTFIELD SCHOOL PARTICIPATION IN THE ANNUAL APEGNB SOAP BOX DERBY

Councillor Snodgrass moved to receive and file the Pictures of Inglewood School and Westfield School Participation in the Annual APEGNB Soap Box Derby.

Seconded by Councillor Day.  Carried.

It was noted efforts would be made to add the soap box derby photos to the Town website.

17.     LETTER OF JUNE 28, 2017 FROM BILL LEVESQUE, PRESIDENT – REGIONAL DEVELOPMENT CORPORATION RE:  PROJECT NO: 10086, TOWN OF GRAND BAY-WESTFIELD – COMMUNITY DEVELOPMENT – WATER PLAY PARK (SPLASH PAD)

Councillor Snodgrass moved to authorize appropriate signatures as per the Letter of June 28, 2017 from Bill Levesque, President – Regional Development Corporation Re:  Project No: 10086, Town of Grand Bay-Westfield – Community Development – Water Play Park (Splash Pad).

Seconded by Councillor Day.  Carried.

18.     LETTER OF JULY 4, 2017 FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE:  STORM SEWER & STREET IMP. 2017, PROJECT 175700A, CERTIFICATE NO. 1.

Deputy Mayor Likely moved to pay Keel Construction Ltd. the amount of $100,036.59 as per the Letter of July 4, 2017 from Douglas Hartford,  P. Eng., Dillon Consulting Re:  Storm Sewer & Street Imp. 2017, Project 175700A, Certificate No. 1.

Seconded by Councillor Snodgrass.  Carried.

18.a     EMAIL POLL OF JULY 7, 2017 RE: SPLASH PAD TENDER

Councillor Day moved to ratify Email Poll of July 7, 2017 to award the contract for the Water Play Park (Splash Pad), Town of Grand Bay-Westfield Project No. 17-5899 to TerraEx Inc. for the low bid of $374,350.00 including HST.

Seconded by Councillor Evans.  Carried.

18.b      EMAIL POLL OF JULY 10, 2017 RE: COOPER LANE  

Councillor Snodgrass moved to ratify the Email Poll of July 10, 2017 to authorize appropriate signatures to the Plan of Survey showing Cooper Lane per DeSaulniers Survey Inc. as per Letter of July 7, 2017 from Solicitor Ralph Poley.

Seconded by Councillor Evans.  Carried.
