1. CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, July 13, 2015 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Evans, Councillor Day, Councillor Snodgrass, and Deputy Mayor Likely were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of July 13, 2015 as presented with the following addition:

Councillor Day moved to adopt the Minutes of Regular Council     Meeting of June 22, 2015 as presented.

Seconded by Councillor Evans.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $5,164.10 and Bills for Ratification for $163,497.33 for a total of $168,661.43.

Councillor Snodgrass moved to receive and file the General Revenue Fund Operating Budget Financial Report as at May 31, 2015.

15.2    SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT AS AT JULY 7, 2015

Councillor Day moved to receive and file the Sewerage Utility Accounts     Receivable Report as at July 7, 2015.

Seconded by Councillor Snodgrass.  Carried.

16.    LETTER OF JUNE 12, 2015 FROM MICHAEL CANTWELL, EXECUTIVE DIRECTOR, MOUNT ALLISON UNIVERSITY RE:  THANK YOU FOR GENEROUS DONATION

Councillor Snodgrass moved to receive and file the Letter of June 12, 2015 from Michael Cantwell, Executive Director, Mount Allison University Re:  Thank You for Generous Donation.

17.    LETTER OF JUNE 18, 2015 FROM ANDRE CHENARD, DIRECTOR, COMMUNITY FUNDING RE:  CONGRATULATIONS ON RECEIVING AN ETF AWARD FOR 2015/2016 FISCAL YEAR

Councillor Day moved to authorize appropriate signatures approving the Letter of June 18, 2015 from Andre Chenard, Director, Community Funding Re:  Congratulations on Receiving an ETF Award for 2015/2016 Fiscal Year.

18.    LETTER OF JUNE 19, 2015 FROM HON. BRIAN KENNY, MINISTER OF ENVIRONMENT AND LOCAL GOVERNMENT RE:  FEDERAL GAS TAX FUND (GTF) – 2015 ALLOCATION

Councillor Day moved to receive and file the Letter of June 19, 2015 from Hon. Brian Kenny, Minister of Environment and Local Government Re:  Federal Gas Tax Fund (GTF) – 2015 Allocation.

19.    INFORMATION PACKAGE FROM FEDERATION OF CANADIAN MUNICIPALITIES (FCM) RE:  HELP US MAKE LOCAL ISSUES ELECTION ISSUES FOR 2015

Councillor Day moved to send a support letter as per the Information Package from Federation of Canadian Municipalities (FCM) Re:  Help us Make Local Issues Election Issues for 2015.

20.    RECREATION DIRECTOR’S REPORT OF JULY 8, 2015 RE:  P.R.O. KIDS REPORT/INVOICE

Councillor Evans moved to receive and file the Recreation Director’s Report of July 8, 2015 Re:  P.R.O. Kids Report/Invoice and to approve the P.R.O. Kids annual contribution for the amount of $2,200.00 for 2015.

Seconded by Deputy Mayor Likely.  Carried.

21.    DEVELOPMENT OFFICER’S REPORT OF JULY 8, 2015 RE:  CANADA 150 GRANT APPLICATIONS, THE CANADA 150 COMMUNITY INFRASTRUCTURE PROGRAM (CIP 150)

Councillor Day moved to     authorize staff to prepare and submit applications under Atlantic Canada Opportunities Agency’s (ACOA) Canada 150 Community Infrastructure Programs as follows:

a) Village Green Beautification Project-New LED Lighting and Automatic Watering System;

b) Community Centrum Building Exterior Siding Upgrades – New Metal Panel Veneer on Building;

c) River Centre Exterior Shelter-New Outdoor Room and Deck.

22.    LETTER OF JUNE 29, 2015 FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE:  STORM SEWER & STREET IMPROVEMENTS 2014, PHASE 2, PROJECT NO. 149239B, CERTIFICATE NO. 5 FINAL COMPLETION

Councillor Snodgrass moved to pay Classic Construction (2012) Ltd. the sum of $60,184.49 as per the Letter of June 29, 2015 from Douglas Hartford, P. Eng., Dillon Consulting Re:  Storm Sewer & Street Improvements 2014, Phase 2, Project No. 149239B, Certificate No. 5 Final Completion.

Seconded by Councillor Evans.  Carried.

22.a)     SCULPTURE

Councillor Day moved to support funding for a third sculpture for the Town in 2016.

Seconded by Councillor Evans.  Carried.
