Council Minutes – June 12, 2017

 

1.    CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, June 12, 2017 with Mayor Losier presiding.

2.    RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Evans, and Councillor Snodgrass were in attendance.

Councillor Day was absent.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Snodgrass moved to approve the agenda of June 12, 2017 with the addition of Item 20.a – Litter Clean-up Program.

Seconded by Councillor Evans.  Carried unanimously.

4.    DISCLOSURE OF CONFLICT OF INTEREST

6.    PUBLIC PRESENTATIONS

6.1    TOWN OF GRAND BAY-WESTFIELD BURSARY FUND DRAWS

Sgt. DesRosiers drew the names for the 2017 Town of Grand Bay-Westfield Bursary Fund.  The winners were announced by Mayor Losier as follows:

Saint John Campus – NB Community College – Meagan Galbraith

UNBSJ – Connor Clancy.

It was noted the winners would be invited to the June 26th Council meeting.

6.2    RCMP REPORT FOR MAY 2017 – RCMP REPRESENTATIVE ATTENDING

Sgt. DesRosiers presented the RCMP Report for May 2017 and responded to questions from Council.  Council requested a follow up with additional information on the two incidents of child luring and noted concerns of speeding on Inglewood Drive.

Councillor Evans moved to receive and file the RCMP Report for May 2017.

Seconded by Deputy Mayor Likely.  Carried.

7.1    TENDER NOTES OF MAY 23, 2017 RE:  STORM SEWER & STREET IMPROVEMENTS 2017, PROJECT # T0GW17-5700A

Councillor Snodgrass moved to receive and file the Tender Notes of May 23, 2017 Re:  Storm Sewer & Street Improvements 2017, Project # T0GW17-5700A.

Seconded by Councillor Evans.  Carried.

7.2    TENDER NOTES OF MAY 23, 2017 RE:  STORM SEWER & STREET IMPROVEMENTS 2017, PROJECT # TOGW17-5700B

Councillor Snodgrass moved to receive and file the Tender Notes of May 23, 2017 Re:  Storm Sewer & Street Improvements 2017, Project # TOGW17-5700B.

Seconded by Councillor Evans.  Carried.

7.3    MINUTES OF REGULAR COUNCIL MEETING OF MAY 23, 2017

Councillor Snodgrass moved to adopt the Minutes of Regular Council Meeting of May 23, 2017 as presented.

Seconded by Councillor Evans.  Carried.

7.4    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF APRIL 3, 2017

Councillor Evans moved to receive and file the Minutes of Planning Advisory Committee Meeting of April 3, 2017.

Seconded by Deputy Mayor Likely.  Carried.

8.    BILLS FOR PAYMENT

Councillor Snodgrass moved to pay Bills for Payment as presented for $1,320.88 and Bills for Ratification for $62,712.59 for a total of $64,033.47.

Seconded by Councillor Evans.  Carried.

16.    REPORT OF MAY 17, 2017 FROM RECREATION DIRECTOR RE:  DUGOUT ROOF OPTIONS – BROUGHT FORWARD FROM MAY 23, 2017

Deputy Mayor Likely moved to create an ad hoc committee staffed by Councillor Evans and Councillor Snodgrass to report a solution to dugout roof options.

Seconded by Councillor Snodgrass.  Carried.

17.    EMAILS OF JUNE 4, 2017 FROM JOHN KELLOCK RE:  TOWN RECREATION AND WATERFRONT, FLOOD ZONE MAPPING/DEVELOPMENT OFFICER’S REPORT OF JUNE 5, 2017  

Councillor Snodgrass moved to receive and file the Emails of June 4, 2017 from John Kellock Re:  Town Recreation and Waterfront, Flood Zone Mapping/Development Officer’s Report of June 5, 2017 and further to direct Mr. Kellock to contact the Province concerning any Flood Zone Mapping issues and property assessment issues.

Seconded by Deputy Mayor Likely.  Carried.

18.    LETTER OF MAY 31, 2017 FROM ROXANNE FAIRWEATHER, CO-CHAIR – WOMEN FOR 50% INITIATIVE RE:  DONATION

Councillor Snodgrass moved to donate $500.00 as per the Letter of May 31, 2017 from Roxanne Fairweather, Co-Chair – Women for 50% Initiative Re:  Donation.

Seconded by Councillor Evans.  Carried.

19.    REPORT OF JUNE 7, 2017 FROM RECREATION DIRECTOR RE:  CANADA DAY RUN 2017

Councillor Evans moved to approve the Canada Day Run to be held on Saturday, July 1, 2017 and further move to sponsor a mile marker for the Canada Day Run for a cost of $100.

Seconded by Councillor Snodgrass.  Carried.

20.    REPORT OF JUNE 9, 2017 FROM RECREATION DIRECTOR RE:  AGE FRIENDLY COMMUNITY STEERING COMMITTEE

Councillor Snodgrass moved to appoint the following candidates to the Age Friendly Community Steering Committee:

Bev Day, Jennifer Ryan, Lorraine Wills, Leah Warren-Hatfield, Mary Reeves, Karen Walsh and Ann Daigle.

It was noted a letter of thanks would be sent to each member of the committee.

20.a)      LITTER CLEAN-UP PROGRAM

Councillor Snodgrass moved to adopt the Litter Clean-up Program as described in the Community Litter Clean-up Program Draft Policy per Town Manager’s Memorandum of May 31, 2017.

Seconded by Councillor Evans.  Carried.
