1.CALL TO ORDER – 7:30 P.M.

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, June 13, 2016 with Mayor Losier presiding.

1. a    OATH OF OFFICE – MICHAEL LIKELY

Sandra Gautreau, Town Manager/Clerk administered the Oath of Office to Michael Likely elected to the Town of Grand Bay-Westfield Council.

2.RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

Councillor Balemans was absent.

Councillor Day moved to pay Councillor Balemans in his absence.

Seconded by Deputy Mayor Likely.  Carried.

3.APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of June 13, 2016 as presented.

Seconded by Councillor Evans.  Carried.

6.1PRESENTATION OF RCMP REPORT FOR APRIL 2016 – BROUGHT FORWARD FROM MAY 24, 2016 AGENDA/RCMP REPORT FOR MAY 2016 – RCMP REPRESENTATIVE ATTENDING

Constable James MacKinnon was in attendance to present the RCMP reports for April and May 2016.

Councillor Evans moved to receive and file the RCMP Reports for April 2016 and May 2016.

Seconded by Councillor Snodgrass.  Carried.

6.2TOWN OF GRAND BAY-WESTFIELD BURSARY FUND DRAWS

Constable MacKinnon drew the names for the 2016 Town of Grand Bay-Westfield Bursary Fund.  The winners were announced by Mayor Losier as follows:

Saint John Campus – NB Community College – Alexander Michael Curran

UNBSJ – Abigail Morgan.

6.3PRESENTATION TO DAVID CALVIN IN RECOGNITION OF YEARS OF SERVICE

Mayor and Council thanked David Calvin for his dedication to the Town and for his years of service.  Mayor Losier presented Mr. Calvin with a plaque and gift on behalf of the Municipality.  Mr. Calvin offered comments of appreciation to Council, Staff, and Volunteers with the Town.

6.4PRESENTATION OF VOLUNTEER FIRE DEPARTMENT AWARDS FOR THE 2015 YEAR

Mayor Grace Losier, Fire Chief Troy Gautreau, and Deputy Fire Chief Doug McLean presented the following awards to members of the Grand Bay-Westfield Volunteer Fire and Rescue Department:

Mayor Losier, Deputy Chief Doug McLean, District Chiefs Brad Calhoun and Norm Skjonsberg and MLA Bill Oliver presented Fire Chief Troy Gautreau with a 25 Years of Service Medal and gift in recognition of his service.  District Chief Calhoun offered comments of appreciation on behalf of the Department followed by comments from Mayor Losier expressing thanks to the Fire Chief for his service as well as to all Members of the Department.

Councillor Evans moved a fifteen minute recess at 8:33 pm.

Seconded by Councillor Day.  Carried.

The meeting reconvened at 8:48 pm.

Councillor Day moved to adopt the Minutes of Regular Council Meeting of May 24, 2016 as presented.

7.3EMAIL POLL OF JUNE 1, 2016 RE:  APPLICATION & ACCOUNT MANAGEMENT FOR VISA DESJARDINS CARD

Councillor Snodgrass moved to ratify the Email Poll of June 1, 2016 Re:  Authorization for Application & Account Management for Visa Desjardins Card.

Councillor Day moved to pay Bills for Payment for $6,663.47 and Bills for Ratification for $254,822.57 for a total of $261,486.04.

Councillor Day moved to receive and file the Email of May 19, 2016 from Bernard Beukeveld Re:  Railway Safety 2016.

It was noted that the Email of May 19, 2016 from Bernard Beukeveld     Re:  Railway Safety 2016 would be forwarded to EMO to determine if     the matter should be forwarded to Hon. Judy Sgro, MP, Chair of the     TRAN Committee.

17.TOWN MANAGER’S REPORT OF MAY 6, 2016 RE:  2016 SUMMER MEETING SCHEDULE

Deputy Mayor Likely moved to cancel the Regular Council Meetings of July 25, 2016 and August 22, 2016 with a Special Council Meeting to be called if required.

18.DRAFT POLICY OF MAY 19, 2016 TITLED DESIGNATION OF MEMORIAL TREES ON MUNICIPAL LANDS/APPLICATION FORM

Councillor Day moved to adopt the Draft Policy of May 19, 2016 titled Designation of Memorial Trees on Municipal Lands/Application Form.

19.EMAIL OF MAY 30, 2016 FROM MARY AND PHILLIP REEVES RE:  REVIEW OF USE OF SPACE IN GRAND BAY CENTRUM FOR SENIORS

Councillor Evans moved to receive and refer the Email of May 30, 2016 from Mary and Phillip Reeves Re:  Review of Use of Space in the Grand Bay Centrum by Seniors to the Recreation Director to have a meeting with Mr. & Mrs. Reeves and the River Valley Seniors to address concerns.

20.2016 RESTORE HABITAT FOR HUMANITY COLLECTION – GRAND BAY-WESTFIELD

Councillor Snodgrass moved to receive and file the public notice Re:  2016 ReStore Habitat for Humanity Collection – Grand Bay-Westfield scheduled for June 18, 2016.

21.LETTER OF JUNE 6, 2016 FROM FEDERATION OF CANADIAN MUNICIPALITIES RE:  PARTNERS FOR CLIMATE PROTECTION PROGRAM

Councillor Day moved to receive and file the Letter of June 6, 2016 from the 0Federation of Canadian Municipalities Re:  Partners for Climate Protection Program.

22.CLEAN WATER AND WASTEWATER GRANT APPLICATION, PRELIMINARY ESTIMATES, AND SITE MAP FOR COUNCIL MOTION

Councillor Day moved to authorize appropriate signatures and submit an application to the Clean Water and Wastewater Fund as outlined in Item 22 on the Council agenda of June 13, 2016.

23.MEMORANDUM OF JUNE 8, 2016 FROM THE PLANNING ADVISORY COMMITTEE RE:  SUMMER MEETING SCHEDULE

Councillor Day moved to receive and file the Planning Advisory Committee Memorandum of June 8, 2016 Re:  Summer Meeting Schedule.
