Council Minutes – JUNE 22, 2015

1. CALL TO ORDER – 7:37 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, June 22, 2015 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Evans, Councillor Day, Councillor Snodgrass, and Deputy Mayor Likely were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of June 22, 2015 as presented.

Seconded by Councillor Evans.  Carried.

4. DISCLOSURE OF CONFLICT OF INTEREST

Councillor Snodgrass declared a conflict of interest with item #53 on Bills for Payment for Hometown Woodworking for $158.20.

Mayor Losier thanked all the Volunteer Firefighters for their many years of service to the community.

The Roddy Shannon family offered thanks to the Town, the Volunteer Fire Department, and the community for their support during their son’s recent three year medical treatments.  In addition, they presented a $1,000.00 cheque to the Volunteer Firefighters Association.

Councillor Evans moved a fifteen minute recess at 8:14 pm.

The meeting reconvened at 8:30 pm.

Councillor Snodgrass moved to receive and file the Minutes of Emergency Measures Organization (EMO) Meetings of February 17, 2015, March 17, 2015, April 21, 2015, and May 19, 2015/EMO Training Meetings of February 17, 2015, March 17, 2015, April 21, 2015, and May 19, 2015.

Seconded by Councillor Evans.  Carried.

8.    BILLS FOR PAYMENT

Councillor Snodgrass departed the meeting due to a stated conflict of interest with item #53 on Bills for Payment.

Councillor Day moved to pay item #53 on Bills for Payment in the amount of $158.20 to Hometown Woodworking.

Seconded by Councillor Evans.  Carried.

Councillor Snodgrass rejoined the meeting.

Councillor Day moved to pay Bills for Payment for $206,471.25 and Bills for Ratification for $123,192.47 for a total of $329,663.72.

Seconded by Councillor Evans.  Carried.

16.    WORKS COMMISSIONER’S REPORT OF JUNE 11, 2015 RE:  MUNICIPAL KILOMETRAGE MAINTENANCE RESPONSIBILITY 2015

Councillor Evans moved to authorize signatures on the Municipal Kilometrage Maintenance Responsibility Agreement dated May 26, 2015.

Seconded by Councillor Day.  Carried.

17.    DEVELOPMENT OFFICER’S REPORT OF JUNE 17, 2015 RE:  BEAUTIFYING NEIGHBOURHOODS, CONCERNS RAISED BY JOLANTA KLIWER/RELEVANT FILE DATA

Councillor Day moved to receive and file correspondence from Ms. Jolanta Kliwer concerning beautification issues in the Pamdenec and River Street area, and to forward to her a copy of the 2007 Traffic Study conducted by the Town for this area and to advise her of the following actions taken by the Town:

i) the Town has consulted with the Province concerning invasive species plants and does not consider this particular matter as a noxious plant under the Provincial Residential Properties Maintenance and Occupancy Code, to keep consistency through multiple jurisdictions throughout the Province however, the Town does maintain its own control program of roadside weed control by cutting (twice annually) to reduce the spread of this type of invasive species plant;

ii) Notices have been sent by registered mail to properties identified as violations to the Town’s Dangerous and Unsightly Premises By-law and;

iii) The Works Department has initiated Work Orders for repairs to pot holes and an extension to a culvert for widening of the asphalt at the intersection of River Street and Pamdenec Road.

And further move…

iv) to provide Ms. Kliwer with a copy of the June 8, 2015 Council Minutes as adopted, and copies of the Development Officer’s Reports dated June 3, 2015 and June 17, 2015;

v) to encourage the suggestion by Ms. Kliwer that local property owners within this neighbourhood jointly organize a neighbourhood clean-up day, and encourage property owners to take advantage of the Town’s partnership with the Kidney Car Program to remove older model vehicles which includes a tax receipt and a cash incentive of $50.00 per vehicle;

vi) to advise Ms. Kliwer that the Town relies on the Provincial Assessment Services to ensure accurate and dependable assessment bases for taxing authorities that reflects a fair and equitable tax for all property owners within the Town.

Councillor Evans moved to receive and file the Email of June 14, 2015 from Martha Vowles and Bill Toner Re:  Excellent Police Work.

19.    MEMORANDUM OF JUNE 17, 2015 FROM PLANNING ADVISORY COMMITTEE RE:  SUMMER MEETING SCHEDULE

Councillor Snodgrass moved to receive and file the Memorandum of June 17, 2015 from Planning Advisory Committee Re:  Summer Meeting Schedule.

20.    WORKS COMMISSIONER’S REPORT OF JUNE 17, 2015 RE:  TENDER AWARD 005T-2015 – SINGLE AXLE DUMP TRUCK

Councillor Day moved to award Tender 005T-2015 to Universal Truck & Trailer for a 2016 New single axle dump truck with plow and wing per tender submission for $211,830 including HST with the following two additions, change the transmission from an 8-speed to automatic for an additional $4,105 plus HST and purchase the Extended 5 year Wiring Warranty for $1,211 plus HST for a total of $199,386.11 including HST and applying HST recoverable.
