Council Minutes – June 24, 2013

1.….. CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, June 24, 2013 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of June 24, 2013 as presented and add the following items: No. 21.a – Collabplan – Skate Bike and Court Project and 21.b – Letter to MP Williamson Re:  Recent Release of Criminals.

Seconded by Councillor Snodgrass.  Carried unanimously.

6.1 PRESENTATION OF VARIOUS VOLUNTEER FIRE AND RESCUE DEPARTMENT AWARDS – MAYOR GRACE LOSIER, FIRE CHIEF TROY GAUTREAU, AND DEPUTY CHIEF DOUG MCLEAN PRESENTERS

Mayor Grace Losier, Fire Chief Troy Gautreau, and Deputy Fire Chief Doug McLean presented the following awards to members of the Grand Bay-Westfield Volunteer Fire and Rescue Department:

Councillor Day moved to adopt the minutes of the Regular Council Meeting of June 10, 2013 as presented.

7.2 MINUTES OF FUNDY REGIONAL SERVICE COMMISSION MEETINGS OF APRIL 18, 2013 AND MAY 22, 2013

Councillor Snodgrass moved to receive and file the minutes of Fundy Regional Service Commission Meetings of April 18, 2013 and May 22, 2013.

7.3 MINUTES OF SAINT JOHN AQUATIC CENTRE COMMISSION MEETING OF MARCH 26, 2013

Councillor Evans moved to receive and file minutes of the Saint John Aquatic Centre Commission Meeting of March 26, 2013.

Seconded by Councillor Calvin.  Carried.

Councillor Day moved to pay Bills for Payment in the amount of $4,802.34 and Bills for Ratification in the amount of $53,240.05; Grand Total of $58,042.39.

16. DEVELOPMENT OFFICER’S REPORT OF JUNE 19, 2013 RE:  2013 EXCAVATION PERMIT REVISION – KEEL CONSTRUCTION LTD., BALLENTINE PIT, PID NOS. 00093088, 00227546, 00227595, 30042899; APPLICATION FOR REVISION TO EXISTING PERMIT

Councillor Day moved to:

1.approve the Revised Compiled Plan of Existing Pit Area, Hobart Realty Ltd. dated May 15, 2006 prepared by Murdock Lingley Ltd. as it relates to the 2013 Excavation Permit for excavation of material from Ballentine Pit, lands identified by PID  Nos. 00093088, 00227546, 00227595, 30042899 and further,

2.moved to approve additional conditions for the 2013 Excavation Permit to include:

i)the requirement to provide the Town with a copy of the Certificate of Issuance by the Blasting Company and a copy of the Blaster’s License prior to the Town issuing the approval for the revised Excavation Permit;

ii)for any blasting to be undertaken 72 hours advance notice to the Town is required, with notice to be provided to surrounding property owners by the operator, complete with provision for all necessary Pre-Blast surveys and seismic recording to ensure no damage to surrounding property;

iii)the exposed rock faces will be left no higher than 6 m (20 ft) with a stabilized face of 1.5:1 with a maximum of two terraces in accordance with recommendations from Dillon Consulting on future land uses on the property.

17. LETTER OF JUNE 12, 2013 FROM CLAYTON ROGERS, P. ENG., DILLON CONSULTING RE:  QUOTATIONS FOR CRACK SEALING – VARIOUS TOWN STREETS

Councillor Snodgrass moved to approve Crack Sealing on various Town streets to NRB Construction Company Limited with the lowest tender price of $3.05 per lineal metre per letter of June 12, 2013 from Clayton P. Rogers, P. Eng., Dillon Consulting.

Seconded by Deputy Mayor Likely.  Carried.

18. TOWN MANAGER’S REPORT OF JUNE 13, 2013 RE:  SECOND COUNCIL SESSION FOR DECEMBER 2013

Councillor Snodgrass moved to cancel the second regular Council Meeting of December 23, 2013 with a special Council Meeting(s) to be called as required.

19. LETTER OF JUNE 11, 2013 FROM SHILO BOUCHER, CA, PRESIDENT AND CHIEF EXECUTIVE OFFICER OF THE YMCA RE:  THANK YOU FOR SUPPORT OF THE 2013 RED TRIANGLE AWARD DINNER

Councillor Snodgrass moved to receive and file letter of June 11, 2013 from Shilo Boucher, CA, President and Chief Executive Officer of the YMCA Re:  Thank You for Support of the 2013 Red Triangle Award Dinner.

20. TOWN MANAGER’S REPORT OF JUNE 19, 2013 RE:  APPOINTMENT OF TRADE AND CONVENTION CENTRE BOARD MEMBER

Councillor Snodgrass moved to table Town Manager’s Report of June 19, 2013 Re:  Appointment of Trade and Convention Centre Board Member to the July 8, 2013 agenda.

Seconded by Councillor Day.  Carried.

21. RECREATION DIRECTOR’S REPORT OF JUNE 18, 2013 RE:  TENNIS COURT SURVEY

Councillor Evans moved to receive and file Recreation Director’s Report of June 18, 2013 Re:  Tennis Court Survey.

Seconded by Councillor Calvin.  Carried.

It was noted the Town would retain the three Tennis Courts at the current location with the intention of pursuing instruction and in addition the River Valley Community Centre would be approached to accommodate ball hockey; also the Town will seek to provide space at the proposed Multi-Use Court for ball hockey, basketball, etc.

21a. COLLABPLAN – REPORT SKATE, BIKE & COURT PROJECT

Councillor Day moved to approve the proposal from Jim Scott of Collabplan to prepare a Visoneering & Costing for the proposed Skate, Bike and Court Project for the cost of $4,590.00 plus HST.

Seconded by Councillor Calvin.  Carried.

It was noted that having a Skate, Bike, and Multi-Use Court (whether for ball hockey or basketball) all in one area would be beneficial to the community as there would be a safe place for youth to congregate and keep active.

It was also noted that the proposed area for the Multi-Use Court is ideal as it is in the vicinity of the River Valley Community Center.

21b. LETTER TO MP WILLIAMSON – RE:  RECENT RELEASE OF CRIMINALS

Councillor Day moved a letter be forwarded on behalf of Council to MP Williamson stating the Town’s concerns over the latest release of criminals into communities without warning.

Seconded by Councillor Evans.  Carried.
