1.CALL TO ORDER – 7:27 P.M.

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, June 27, 2016 with Mayor Losier presiding.

2.RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Day, Councillor Balemans, Councillor Evans, and Councillor Snodgrass were in attendance.

 2.a    CLERK’S STATEMENT RE:  OATHS OF OFFICE

Councillor Day moved to have the Clerk’s Statement Re: Oaths of Office read.

Seconded by Councillor Evans.  Carried.

The Town Manager/Clerk read the following statement Re: Oaths of     Office:

I, Sandra Gautreau, Town Manager/Clerk for the Town of Grand Bay-Westfield, hereby state, for the record, that the Oath of Office as required per Provincial Statue was administered to the following duly elected official on June 13, 2016 at the Council Chambers, 609 River Valley Drive:

Michael Likely for the Office of Councillor.

 3.APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Snodgrass moved to approve the agenda of June 27, 2016 as presented.

Seconded by Deputy Mayor Likely.  Carried.

6.1PRESENTATION OF TOWN BURSARIES TO RECIPIENTS ABIGAIL MORGAN AND ALEXANDER CURRAN

Mayor Losier presented a Town Bursary for UNBSJ for $500.00 to Abigail Morgan.

Alexander Curran was not available to attend – his presentation will be brought forward to a future meeting.

6.2PRESENTATION RE: TRADE & CONVENTION CENTRE OPERATIONS – JOHN KELLOCK, TOWN REPRESENTATIVE PRESENTER

John Kellock provided information on Trade & Convention Centre operations and responded to inquiries from Council.

Councillor Evans moved to receive and file the Presentation Re:  Trade & Convention Centre Operations.

7.1MINUTES OF REGULAR COUNCIL MEETING OF JUNE 13, 2016

Councillor Day moved to adopt the Minutes of Regular Council Meeting of June 13, 2016 as presented.

Seconded by Deputy Mayor Likely.  Carried.

 7.2MINUTES OF RIVER VALLEY COMMUNITY CENTER MEETING OF APRIL 19, 2016

Councillor Snodgrass moved to receive and file the Minutes of River Valley Community Center Meeting of April 19, 2016.

Seconded by Councillor Evans.  Carried

Councillor Snodgrass advised of the following new executive for the River Valley Community Center:

Dave Black – President
Tanya Oliver – Vice President
John Webber – Treasurer
Ryan Snodgrass – Secretary.

7.3EMAIL POLL OF JUNE 21, 2016 RE:  2016 SCULPTURE SAINT JOHN – LOCATION

Councillor Day moved to ratify the Email Poll of June 21, 2016 in that Saint John Sculpture is to be advised the 2016 Sculpture location for the Town of Grand Bay-Westfield is James Ready Park on Col. Nase Boulevard.

7.4TENDER NOTES OF JUNE 23, 2016 RE:  DESIGNATED HIGHWAY 2016, PROJECT NO. 16-3985

Councillor Snodgrass moved to receive and file the Tender Notes of June 23, 2016 Re:  Designated Highway 2016, Project No. 16-3985.

Seconded by Deputy Mayor Likely.  Carried.

8.BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $9,044.35 and Bills for Ratification for $126,804.62 for a total of $135,848.97.

Councillor Snodgrass moved to authorize payment to TerraEx Inc. of $100,484.87 as per Letter of June 7, 2016 from Dillon Consulting Re:  Storm Sewer & Street Imp. 2016 MacLean, William, Hillandale, Mersereau 16-3595A, Certificate No. 1.

17.LETTER OF JUNE 7, 2016 FROM DILLON CONSULTING RE:  FLOATING DOCK IMPROVEMENTS 092797F, CERTIFICATE NO. 1

Councillor Day moved to authorize payment to TerraEx Inc. of $10,800.00 as per Letter of June 7, 2016 from Dillon Consulting Re:  Floating Dock Improvements 092797F, Certificate No. 1.

18.LETTER OF JUNE 6, 2016 FROM JIM IRVING – J.D. IRVING, LIMITED RE: COMPLETION OF PHASE 2 MODERNIZATION AT IRVING PULP AND PAPER

Deputy Mayor Likely moved to receive and file the Letter of June 6, 2016 from Jim Irving – J.D. Irving, Limited Re:  Completion of Phase 2 Modernization at Irving Pulp and Paper.

19.LETTER OF MAY 24, 2016 FROM DILLON CONSULTING RE:  OFFER OF SERVICES – DESIGNATED HIGHWAY 2016 – ROUTE 177 GARDEN TO ALLINGHAM & ONONETTE TO JORDON/AGREEMENT FOR PROFESSIONAL SERVICES

Councillor Evans moved to accept the Offer of Services and authorize appropriate signatures as per the Letter of May 24, 2016 from Dillon Consulting Re:  Offer of Services – Designated Highway 2016 – Route 177 Garden to Allingham & Ononette to Jordon/Agreement for Professional Services.

20.LETTER OF MAY 24, 2016 FROM DILLON CONSULTING RE:  OFFER OF SERVICES – STORM SEWER AND STREET IMPROVEMENTS 2016/AGREEMENT FOR PROFESSIONAL SERVICES

Councillor Day moved to accept the Offer of Services and authorize appropriate signatures per the Letter of May 24, 2016 from Dillon Consulting Re:  Offer of Services – Storm Sewer and Street Improvements 2016/Agreement for Professional Services.

22.DEVELOPMENT OFFICER’S REPORT OF JUNE 21, 2016 RE:  GARY COURT PROPERTY, PID NO. 00458976

Councillor Day moved to proceed with the proposed Tentative Subdivision Plan based on Sunnyside Subdivision Parcel “A” as prepared by DeSaulniers Surveys Inc. dated May 6, 2016, including a 152 m2 parcel to be added to PID No. 00458497, with the remainder to be added to  PID No. 0021468, utilizing Deposits received from the two adjacent property owners.

23.LETTER OF JUNE 15, 2016 FROM DAVID DOBBELSTEYN OF P.R.O. KIDS RE:  SUPPORT FOR 2016 ANNUAL DINNER

Councillor Snodgrass moved to receive and file the Letter of June 15, 2016 from David Dobbelsteyn of P.R.O. Kids Re:  Support for 2016 Annual Dinner.

24.LETTER OF JUNE 16, 2016 FROM DR. NANCY GRANT, MAYOR, TOWN OF ROTHESAY RE:  CHALLENGE TO PARTICIPATE WITH ROTHESAY IN “MAYORS CHALLENGE”

Councillor Snodgrass moved to accept participation in the “Mayors Challenge” and receive and file the Letter of June 16, 2016 from Dr. Nancy Grant, Mayor, Town of Rothesay Re:  Challenge to Participate with Rothesay in “Mayors Challenge”.

25.LETTER OF JUNE 24, 2016 FROM DOUGLAS HARTFORD, P. ENG. OF DILLON CONSULTING RE: TENDER RESULTS FOR DESIGNATED HIGHWAY 2016, ROUTE 177, PROJECT NO: 16-3985

Councillor Day moved to award the tender for Designated Highway 2016, Route 177, Project No: 16-3985 to Galbraith Construction Ltd. for the tender price of $397,448.50 as per the Letter of June 24, 2016 from Douglas Hartford, P. Eng. of Dillon Consulting Re:  Tender Results for Designated Highway 2016, Route 177, Project No: 16-3985.
