Council Minutes – March 10, 2014

1. CALL TO ORDER – 7:32 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, March 10, 2014 with Deputy Mayor Likely presiding.

2. RECORD OF ATTENDANCE

Councillor Day, Councillor Calvin, Councillor Evans and Councillor Snodgrass were in attendance.

Mayor Losier was absent.

Councillor Day moved to pay Mayor Losier in her absence.

Seconded by Councillor Snodgrass. Carried.*

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of March 10, 2014 as presented.

Seconded by Councillor Calvin. Carried.*

 4. DISCLOSURE OF CONFLICT OF INTEREST

The Assistant Clerk declared a conflict of interest with item #11 on Bills for Payment.

6.1 PRESENTATION BY KATIE LANGMAID – TOWN REPRESENTATIVE FOR HARBOUR STATION RE: UPDATE ON OPERATIONS

Katie Langmaid, Town Representative for Harbour Station, provided Council with information regarding the 2013 year operations noting a projected budget deficit of $67,000.

Councillor Calvin moved to receive the presentation by Katie Langmaid, Town Representative for Harbour Station Re: Update on Operations.

 7.1 MINUTES OF REGULAR COUNCIL MEETING OF FEBRUARY 24, 2014

Councillor Calvin moved to adopt the minutes of the Regular Council Meeting of February 24, 2014 as presented.

Seconded by Councillor Evans. Carried.*

8. BILLS FOR PAYMENT

The Assistant Clerk departed the meeting due to a stated conflict of interest with item #11 on Bills for Payment.

Councillor Day moved to pay item #11 on Bills for Payment in the amount of $780.55.

Seconded by Councillor Snodgrass. Carried.*

The Assistant Clerk rejoined the meeting.

Councillor Day moved to pay Bills for Payment in the amount of $472,149.03 and Bills for Ratification in the amount of $106,394.48; Grand Total of $578,543.51.

Seconded by Councillor Evans. Carried.*

Councillor Snodgrass moved to receive and file memorandum of February 25, 2014 from Development Officer Re: Canada Mortgage & Housing Corporation (CMHC) Housing Outlook for 2014.

 17. LETTER RECEIVED FEBRUARY 21, 2014 FROM JILL RUSSELL, MANAGER SOUTHERN DISTRICT, GRAND BAY-WESTFIELD RELAY FOR LIFE RE: GRAND BAY-WESTFIELD RELAY FOR LIFE JUNE 6, 2014

Councillor Day moved to support Grand Bay-Westfield Relay for Life on June 6, 2014 per letter received February 21, 2014 from Jill Russell, Manager Southern District, Grand Bay-Westfield Relay for Life with a donation of $250.00.

 18. LETTER OF FEBRUARY 20, 2014 FROM STEPHANIE MUNRO, ADMINISTRATIVE ASSISTANT, SAINT JOHN THEATRE COMPANY RE: THANK YOU FOR DONATION

Councillor Calvin moved to receive and file the letter of February 20, 2014 from Stephanie Munro, Administrative Assistant, Saint John Theatre Company Re: Thank You for Donation.

 19. TOWN MANAGER’S REPORT OF FEBRUARY 27, 2014 RE: SIGNING OFFICER

Councillor Evans moved to appoint Lynn Campbell to sign cheques on behalf of the Town and to appoint Lynn Campbell as a signing authority for all banking and other documents on behalf of the Town, effective February 10, 2014.

 20. LETTER FROM RAYLENE WALLACE, PRESIDENT MADD SAINT JOHN & AREA RE: GRANITE BENCH FOR GRAND BAY-WESTFIELD AREA

Councillor Snodgrass moved to accept the donation of a Granite Bench, per letter from Raylene Wallace, President MADD Saint John & Area and refer the item to Town Staff for a recommendation back to Council on possible locations for placement of the bench.

It was noted that a letter of thanks would be forwarded to Raylene Wallace, President MADD Saint John & Area.

21. TOWN MANAGER’S REPORT OF MARCH 6, 2014 RE: DEMAND LOAN – MINISTERIAL APPROVAL NO. 13-0022

Councillor Day moved to grant authorization for a Demand Loan at the

Bank of Nova Scotia regarding Ministerial Approval No. 13-0022 concerning 2013 General Capital Borrowing Re: Protective Services with the Loan not to exceed $415,000 for a term of one year.

Seconded by Councillor Snodgrass. Carried.*
