Council Minutes – March 24, 2014

1. CALL TO ORDER – 7:32 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, March 24, 2014 with Mayor Losier presiding.

Deputy Mayor Likely, Councillor Day, Councillor Calvin, Councillor Evans and Councillor Snodgrass were in attendance.

 3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Snodgrass moved to add item 22.a Salt Purchasing and item 22.b Committee Appointments to the agenda and to approve the agenda of March 24, 2014 with the noted additions.

Seconded by Councillor Evans. Carried unanimously.

4. DISCLOSURE OF CONFLICT OF INTEREST

Councillor Calvin declared a conflict of interest with item No. 28 on Bills for Payment for $678.00, payable to Firemed Training Solutions.

 7.1 MINUTES OF REGULAR COUNCIL MEETING OF MARCH 10, 2014

Councillor Evans moved to adopt the minutes of the Regular Council Meeting of March 10, 2014 as presented.

Seconded by Councillor Calvin. Carried.

 7.2 MINUTES OF TOURISM COMMITTEE MEETING OF NOVEMBER 21, 2013

Deputy Mayor Likely moved to receive and file the minutes of Tourism Committee Meeting of November 21, 2013.

Seconded by Councillor Snodgrass. Carried.

 8. BILLS FOR PAYMENT

Councillor Calvin departed the meeting due to a stated conflict of interest with item No. 28 on Bills for Payment.

Councillor Day moved to pay item No. 28 on Bills for Payment in the amount of $678.00 to Firemed Training Solutions.

Seconded by Councillor Snodgrass. Carried.

Councillor Calvin rejoined the meeting.

Councillor Day moved to pay Bills for Payment in the amount of $2,148.18 and Bills for Ratification in the amount of $110,657.63; Grand Total of $112,805.81.

Seconded by Councillor Evans. Carried.

 15.1 TOWN OF GRAND BAY-WESTFIELD REPORT AND CONSOLIDATED FINANCIAL STATEMENTS AS AT DECEMBER 31, 2013

Councillor Snodgrass moved to accept the Town of Grand Bay-Westfield Report and Consolidated Financial Statements as at December 31, 2013.

Seconded by Councillor Evans. Carried.

The Town Manager noted the audit reflected a surplus of $28,744 in the General Revenue Operating Fund and a surplus of approximately $15,000 in the Sewerage Revenue Operating Fund.

 16. LETTER OF MARCH 10, 2014 FROM HARBOUR SKATING CLUB RE: CERTIFICATE OF APPRECIATION

Councillor Day moved to receive and file the letter of March 10, 2014 from Harbour Skating Club Re: Certificate of Appreciation.

17. EMAIL OF MARCH 11, 2014 FROM CATHY GOGUEN, CITY CLERK, MUNICIPALITY OF MIRAMICHI; EMAIL OF MARCH 11, 2014 FROM MONIQUE CORMIER, CITY CLERK, CITY OF CAMPBELLTON RE: RESOLUTION – CANADA POST DOOR TO DOOR DELIVERY IN CANADA

Councillor Snodgrass moved to receive and file the email of March 11, 2014 from Cathy Goguen, City Clerk, Municipality of Miramichi and email of March 11, 2014 from Monique Cormier, City Clerk, City of Campbellton Re: Resolution – Canada Post Door to Door Delivery in Canada.

Seconded by Councillor Evans. Carried.

 18. DEVELOPMENT OFFICER’S MEMORANDUM OF MARCH 12, 2014 RE: RECOGNITION OF POWERSHIFT ATLANTIC PARTNERSHIP

Mayor Losier acknowledged receipt of a plaque of appreciation from NB Power regarding the Town’s partnership with NB Power on the Power Shift Program.

Councillor Snodgrass moved to receive and file the Development Officer’s Memorandum of March 12, 2014 Re: Recognition of PowerShift Atlantic Partnership.

 19. LETTER FROM ERIN GALLAGHER, SAINT JOHN COMMUNITY LOAN FUND AND RHONDA WELSHMAN RE: THANK YOU FOR SPONSORING PATHWAYS 2014

Councillor Day moved to receive and file letter from Erin Gallagher, Saint John Community Loan Fund and Rhonda Welshman Re: Thank You for Sponsoring Pathways 2014.

Seconded by Deputy Mayor Likely. Carried.

20. WORKS COMMISSIONER’S REPORT OF MARCH 11, 2014 RE: MUNICIPAL KILOMETRAGE MAINTENANCE RESPONSIBILITY 2014

Councillor Snodgrass moved to authorize signatures on the Municipal Kilometrage Maintenance Responsibility Agreement dated December 30, 2013.

Seconded by Deputy Mayor Likely. Carried.

 21. EMAIL DATED MARCH 17, 2014 FROM JILL RUSSELL, MANAGER, SOUTHERN DISTRICT RE: THANK YOU FOR DONATION FOR THE 2014 GRAND BAY-WESTFIELD RELAY FOR LIFE

Councillor Calvin moved to receive and file the email dated March 17, 2014 from Jill Russell, Manager, Southern District Re: Thank You for Donation for the 2014 Grand Bay-Westfield Relay for Life.

 22. Development Officer’s Report of March 19, 2014 Re: MADD Saint John & Area Chapter Re: Granite Bench

Councillor Day moved to locate the placement of a new granite bench along River Valley Drive, just north of the intersection with Macdonald Avenue with the Town providing preparation of the site in advance of placement of a concrete pad and the bench by Brenan’s staff, on behalf of MADD Saint John & Area Chapter.

Seconded by Councillor Snodgrass. Carried.

22.a SALT PURCHASING

Councillor Calvin moved to compensate the snow control contractor by giving a credit for 400 tons of the 1600 tons of salt used this season given the above average requirements.

Seconded by Councillor Evans. Carried.

22.b COMMITTEE APPOINTMENTS

Councillor Evans moved to appoint Theresa Gordon to the Town Planning Advisory Committee (PAC) and Emma Andrews to the Town Tourism Committee, effective immediately.

Seconded by Councillor Snodgrass. Carried.

 23. ADJOURNMENT
