Council Minutes – MAY 11, 2015

1. CALL TO ORDER – 7:35 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, May 11, 2015 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Evans and Councillor Snodgrass were in attendance.
Deputy Mayor Likely and Councillor Day were absent.
Councillor Calvin moved to pay Deputy Mayor Likely and Councillor Day in their absence.
Seconded by Councillor Snodgrass.  Carried.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
Councillor Calvin moved to approve the agenda of May 11, 2015 as presented.
Seconded by Councillor Snodgrass.  Carried.

4. DISCLOSURE OF CONFLICT OF INTEREST

Councillor Calvin declared a conflict of interest with item #38 on Bills for Payment for Firemed Training Solutions for $898.35.

6.1 PRESENTATION OF RCMP REPORT FOR APRIL 2015 – RCMP REPRESENTATIVE ATTENDING

Sgt. Alain DesRosiers presented the April 2015 RCMP Report and responded to inquiries from members of Council.
Councillor Snodgrass moved to receive and file the RCMP Report for April 2015.
Seconded by Councillor Evans.  Carried.

7.1    MINUTES OF REGULAR COUNCIL MEETING OF APRIL 27, 2015

Councillor Calvin moved to adopt the Minutes of the Regular Council Meeting of April 27, 2015 as presented.
Seconded by Councillor Snodgrass.  Carried.

7.2    MINUTES OF RIVER VALLEY COMMUNITY CENTER FOUNDATION BOARD OF DIRECTORS MEETING OF FEBRUARY 17, 2015

Councillor Snodgrass moved to receive and file the Minutes of River Valley Community Center Foundation Board of Directors Meeting of February 17, 2015.

Seconded by Councillor Evans.  Carried.

8.    BILLS FOR PAYMENT

Councillor Calvin departed the meeting due to a stated conflict of interest with item #38 on Bills for Payment.
Councillor Snodgrass moved to pay item #38 on Bills for Payment in the amount of $898.35 to Firemed Training Solutions.

Seconded by Councillor Evans.  Carried.
All members present including Mayor Losier voted in favour of the motion.

Councillor Calvin rejoined the meeting.

Councillor Snodgrass moved to pay Bills for Payment for $1,973.21 and Bills for Ratification for $157,249.43 for a total of $159,222.64.

Seconded by Councillor Evans.  Carried.

16.    EMAIL OF APRIL 26, 2015 FROM ANDREW RICKETTS – RE: REPRESENTATION ON TRADE AND CONVENTION CENTRE OVERSIGHT COMMITTEE

Councillor Snodgrass moved to receive and file the Email of April 26, 2015 from Andrew Ricketts – Re: Representation on Trade and Convention Centre Oversight Committee.

Seconded by Councillor Calvin.  Carried.

It was also noted that a thank-you letter would be sent to Andrew Ricketts for his time served on the Committee and an advertisement would be done for a replacement.

17.    TOWN MANAGER’S REPORT OF APRIL 15, 2015 RE:  AMENDMENT OF LEASE – INSHORE RESCUE STATION – TOWN OF GRAND BAY-WESTFIELD AND FISHERIES AND OCEANS CANADA

Councillor Evans moved to amend the existing lease with Fisheries and Oceans Canada for use of Town land at 293 Nerepis Road and Town docking facilities at 4 Ferry Road as outlined in the attached

draft lease and as depicted in Schedules “A” and “B” attached to this report to extend the lease for the period October 1, 2015 – September 30, 2018 with annual rental fees set at $100 per month for the months of September – April and $950 per month for the months May – August with authorization for appropriate Town signatures.

18.    TOWN OF GRAND BAY-WESTFIELD REQUESTS FOR FUNDING SUMMARY INFORMATION SHEET FOR APRIL 30, 2015 GRANTS DEADLINE/RELEVANT DATA

Councillor Snodgrass moved to approve the following grants;

$200.00—-Brynn Aucoin (Mount Allison University)
$250.00—-Westfield School (Annual Ball Hockey)
$500.00—-Westfield Elementary School (Grade 5 Advan.)
$200.00—-1st Westfield Scouts Group Committee
$200.00—-River Valley Old Timers Softball League
$100.00—-River Valley Baseball Association

19.    WORKS COMMISSIONER’S REPORT OF MAY 1, 2015 RE:  PRICING FOR VARIOUS ASPHALT SERVICES

Councillor Evans moved to award various asphalt services to NRB Construction Ltd. at $132 per tonne for the Works Department during 2015 with an option to renew in 2016 upon mutual consent and under the same terms, conditions and pricing.

20.    LETTER OF APRIL 14, 2015 FROM DAVID SHIELS, RACE DIRECTOR, PE TEACHER, RVMS RE:  RAVE RUN, SUNDAY JUNE 7, 2015 AT 11:00 AM/DEVELOPMENT OFFICER’S REPORT OF MAY 4, 2015

Councillor Snodgrass moved to approve the proposed “River Valley Middle School Rave Run” to be held on Sunday June 7, 2015, beginning at the school at 11:00 am and following a course along Epworth Park Road, Inglewood Drive, and River Valley Drive, as per letter received

from David Shiels dated April 14, 2015, subject to permission of the Team Leader of the RCMP and the District Engineer of the New Brunswick Department of Transportation, and confirmation from NB Southern Railway that the rail schedule will not conflict with the event; and further move to provide financial support for the event as a Kilmometre Sponsor in the form of a $100.00 donation in support of the fundraising efforts to promote physical fitness in and around the community.

21.    TOWN MANAGER’S REPORT OF MAY 6, 2015 RE:  2015 SUMMER MEETING SCHEDULE

Councillor Evans moved to cancel the Regular Council Meetings of July 27, 2015 and August 24, 2015 with a Special Meeting to be called, if required.
