 1. CALL TO ORDER – 7:33 P.M.

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, May 12, 2014 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Day, Councillor Calvin, Councillor Evans, and Councillor Snodgrass were in attendance.

 3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of May 12, 2014 as presented.

Seconded by Councillor Evans. Carried.

6.1 PRESENTATION OF RCMP MONTHLY REPORTS OF MARCH AND APRIL 2014

Councillor Calvin moved to receive and file the RCMP Monthly Reports of March and April 2014.

Seconded by Deputy Mayor Likely. Carried.

It was noted that impaired driving numbers increased in April 2014.

7.1 MINUTES OF REGULAR COUNCIL MEETING OF APRIL 28, 2014

Councillor Day moved to adopt the minutes of the Regular Council Meeting of April 28, 2014 as presented.

Seconded by Deputy Mayor Likely. Carried.

 7.2 EMAIL POLL OF APRIL 30, 2014 RE: ASH GLEN LANE POLE RELOCATIONS

Councillor Snodgrass moved to ratify the Email Poll of April 30, 2014 to authorize appropriate expenditures per email request of Dillon Consulting dated April 30, 2014 regarding pole relocations for Ash Glen Lane 2014 Capital Work Project and further move to authorize the relevant Work Order and Letter of Promise for NB Power.

 7.3 MINUTES OF RIVER VALLEY COMMUNITY CENTER BOARD OF DIRECTORS MEETINGS OF FEBRUARY 18, 2014 AND MARCH 18, 2014

Councillor Day moved to receive and file the Minutes of River Valley Community Center Board of Directors Meetings of February 18, 2014 and March 18, 2014.

7.4 MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETING OF JANUARY 21, 2014/EMO TRAINING MEETING OF JANUARY 21, 2014

Councillor Day moved to receive and file the Minutes of Emergency Measures Organization (EMO) Meeting of January 21, 2014/EMO Training Meeting of January 21, 2014.

7.5 TENDER NOTES OF MAY 7, 2014 RE: STORM SEWER AND STREET IMPROVEMENTS – PHASE 1, PROJECT NO. 14-9239A

Councillor Day moved to receive and file the Tender Notes of May 7, 2014 Re: Storm Sewer and Street Improvements – Phase 1, Project No. 14-9239A.

7.6 TENDER NOTES OF MAY 7, 2014 RE: STORM SEWER & STREET IMPROVEMENTS – PHASE 2, PROJECT NO. 14-9239B

Councillor Snodgrass moved to receive and file the Tender Notes of May 7, 2014 Re: Storm Sewer & Street Improvements – Phase 2, Project No. 14-9239B.

8. BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment in the amount of $24,042.45 and Bills for Ratification in the amount of $49,280.80; Grand Total of $73,323.25.

 16. LETTER OF APRIL 16, 2014 FROM J. KEVIN MACLEAN, DIRECTOR MAINTENANCE AND TRAFFIC BRANCH, DEPARTMENT OF TRANSPORTATION AND INFRASTRUCTURE RE: SIGNS FOR MUNICIPALITIES

Councillor Day moved to refer the Letter of April 16, 2014 from J. Kevin MacLean, Director Maintenance and Traffic Branch, Department of Transportation and Infrastructure Re: Signs for Municipalities, to the Regional Service Commission.

 17. TOWN OF GRAND BAY-WESTFIELD REQUESTS FOR FUNDING SUMMARY INFORMATION SHEET FOR APRIL 30, 2014 GRANTS DEADLINE/RELEVANT DATA

Councillor Day moved to provide the following grants from the Town: Westfield School for $250.00, River Valley Baseball Association for $100.00, Stephanie Craig – International Medical Volunteer for $200.00, Grand Bay Home & School Association (Inglewood) for $500.00, Grand Bay Home & School Association (Grand Bay Primary School) for $500.00, Friends of Blueberry Hill for $200.00, and Westfield Elementary School (Grade 5 Advancement Class) for $250.00.

18. LETTER OF MAY 7, 2014 FROM J. DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE: STORM SEWER AND STREET IMPROVEMENTS 2014, ASH GLEN LANE, ALLAN STREET, BAYSONG BLUFF, CRESTWOOD DRIVE, FREDERICK STREET, HALL ROAD, PARK AVENUE EXTENSION, COMEX PARKING LOT – PHASE 1, PROJECT NO. 14-9239(A)

Councillor Snodgrass moved to award the contract for Storm Sewer and Street Improvements 2014, Ash Glen Lane, Allan Street, Baysong Bluff, Crestwood Drive, Frederick Street, Hall Road, Park Avenue Extension, Comex Parking Lot- Phase 1, Project No. 14-9239(A) to the low tenderer, Keel Construction Ltd., for the Tender Price of $248,173.20 HST included.

19. LETTER OF MAY 7, 2014 FROM J. DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE: STORM SEWER AND STREET IMPROVEMENTS 2014, ASH GLEN LANE, ALLAN STREET, BAYSONG BLUFF, CRESTWOOD DRIVE, FREDERICK STREET, HALL ROAD, PARK AVENUE EXTENSION, COMEX PARKING LOT – PHASE 2, PROJECT NO. 14-9239(B)

Councillor Snodgrass moved to award the contract for Storm Sewer and Street Improvements 2014, Ash Glen Lane, Allan Street, Baysong Bluff, Crestwood Drive, Frederick Street, Hall Road, Park Avenue Extension, Comex Parking Lot – Phase 2 Project No. 14-9239(B) to the low tenderer, Classic Construction (2012) Ltd., for the Tender Price of $266,272.75 HST included.

Seconded by Councillor Day. Carried.

 20. DEVELOPMENT OFFICER’S REPORT OF MAY 9, 2014 RE: COL. NASE BOULEVARD – PROFESSIONAL SERVICES

Councillor Evans moved to table the Development Officer’s Report of May 9, 2014 Re: Col. Nase Boulevard – Professional Services to the next regular agenda.

 21. WORKS COMMISSIONER’S REPORT OF MAY 8, 2014 RE: FIRE STATIONS NO. 1 AND NO. 2 – VEHICLE WASH BAY UPGRADES

Councillor Day moved to authorize EXP to precede to tender for the Vehicle Wash Bay Upgrades for Fire Station No. 1 and Fire Station No. 2, excluding the Oil/Water Separators for Stations 1 and 2.

Seconded by Councillor Calvin. Carried.
