Council Minutes – May 23, 2017

 1.    CALL TO ORDER – 7:29 pm

The Town of Grand Bay-Westfield Council met in a Regular Session on Tuesday, May 23, 2017 with Mayor Losier presiding.

Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

Deputy Mayor Likely was absent.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF  ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of May 23, 2017 with the addition of Items 28.a & 28.b – Storm Sewer & Street Improvements Projects A & B as well as Item 28.c – Amendment to Small Communities Fund Agreement.

Seconded by Councillor Snodgrass.  Carried Unanimously.

Councillor Day moved to adopt the Minutes of Regular Council Meeting of May 8, 2017 as presented.

7.2    TENDER NOTES OF MAY 17, 2017 RE:  2017 PAVEMENT MARKINGS ONLY, PROJECT # T02-2017R

Councillor Snodgrass moved to receive and file the Tender Notes of May 17, 2017 Re:  2017 Pavement Markings Only, Project #T02-2017R.

Seconded by Councillor Day.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment as presented for $1,081.00 and Bills for Ratification for $202,404.81 for a total of $203,485.81.

 17.    LETTER OF MARCH 2017 FROM SUSAN HARLEY, CHAIR – FOUNDATION ADVANCEMENT COMMITTEE, NEW BRUNSWICK MEDICAL EDUCATION FOUNDATION INC.  RE:  CONTRIBUTION FOR PROGRAM TO RECRUIT PHYSICIANS TO OUR COMMUNITIES – BROUGHT FORWARD FROM APRIL 24, 2017

Councillor Evans moved to receive and file the letter of March 2017 from Susan Harley, Chair – Foundation Advancement Committee, New Brunswick Medical Education Foundation Inc.  Re:  Contribution for Program to Recruit Physicians to our Communities.

18.    REPORT OF MAY 8, 2017 FROM TOWN MANAGER RE:  2017 SUMMER MEETING SCHEDULE

Councillor Day moved to cancel the Regular Council Meetings of July 24, 2017 and August 28, 2017 with a Special Council Meeting to be called, if required.

19.    EMAIL OF MAY 9, 2017 FROM CLARK SOMERVILLE, PRESIDENT – FEDERATION OF CANADIAN MUNICIPALITIES RE:  SPRING FLOODING APPEAL

Councillor Evans moved to receive and file the Email of May 9, 2017 from Federation of Canadian Municipalities Re:  Spring Flooding Appeal.

20.    REPORT OF MAY 15, 2017 FROM DEVELOPMENT OFFICER RE:  RIVER VALLEY MIDDLE SCHOOL RAVE RUN, 5 KM ROAD RACE

Councillor Evans moved to approve the Proposed “River Valley Middle School Rave Run” to be held on Saturday June 10, 2017 starting at the school at 11:00 am and following a course along Epworth Park Road, onto Inglewood, River Valley Drive as per letter received from David Shiels dated May 3, 2017, subject to permission of the Team Leader of  the RCMP and the District Engineer of the New Brunswick Department of Transportation, and confirmation from NB Southern Railway that the rail schedule will not conflict with the event.

21.    LETTER FROM THE MEDICINE SHOPPE PHARMACY RE:  GRAND BAY-WESTFIELD RELAY FOR LIFE JUNE 3, 2017

Councillor Snodgrass moved to receive and file the Letter of Thanks from the Medicine Shoppe Pharmacy Re:  Grand Bay-Westfield Relay for Life – June 3, 2017.

22.    LETTER FROM UNION OF THE MUNICIPALITIES OF NEW BRUNSWICK RE:  UMNB – CCEI:  GRAND BAY-WESTFIELD – WORKSHOP #1

Councillor Evans moved to receive the Letter from Union of the Municipalities of New Brunswick Re:  UMNB – CCEI:  Grand Bay-Westfield – Workshop #1 and confirm the date of June 12, 2017 for Workshop #1 and approve the use of the Brundage Point River Centre for the session.

23.    EMAIL OF MAY 15, 2017 FROM TRAVIS CARR – ANGLOPHONE SOUTH SCHOOL DISTRICT RE:  PARTNERSHIP IN THE APEGNB SOAP BOX DERBY

Councillor Evans moved to receive and file Email of May 15, 2017 from Travis Carr – Anglophone South School District Re:  Partnership in the APEGNB Soap Box Derby – Thank You for Donation.

24.    REPORT OF MAY 15, 2017 FROM TOWN MANAGER RE:  PROPOSED TRANSFER FROM WHARF RESERVE ACCOUNT TO GENERAL CAPITAL RESERVE FUND

Councillor Day moved to transfer $15,686.64 from the Wharf Reserve Account to the Town General Capital Reserve Fund.

25.    LETTER OF MAY 11, 2017 FROM RENATA WOODWARD, EXECUTIVE DIRECTOR – NATURE TRUST OF NEW BRUNSWICK RE:  CONTRIBUTION TO ANNUAL FUNDRAISING EVENT

Councillor Evans moved to receive and file the thank you letter of May 11, 2017 from Renata Woodward, Executive Director – Nature Trust of New Brunswick Re:  Contribution to Annual Fundraising Event.

26.    REPORT OF MAY 17, 2017 FROM RECREATION DIRECTOR RE:  SENIOR’S LOUNGE UPDATE MAY 17, 2017

Councillor Snodgrass moved to receive and file the Report of May 17, 2017 from Recreation Director Re:  Seniors Lounge Update, May 17, 2017.

It was noted the Town will be advertising for individuals to serve on the Age-Friendly Steering Committee.

27.    REPORT OF MAY 17, 2017 FROM RECREATION DIRECTOR RE:  DUGOUT ROOF OPTIONS

Councillor Day moved to table the Report of May 17, 2017 from Recreation Director Re:  Dugout Roof Options to the next Agenda of June 12, 2017.

28.    REPORT OF MAY 18, 2017 FROM WORKS COMMISSIONER RE: 2017 PAVEMENT MARKINGS TENDER T02-2017R

Councillor Snodgrass moved that Four Season Sports be awarded Tender T02-2017R for Pavement Markings in 2017 for $25,601.85 plus HST.

Seconded by Councillor Balemans.  Carried.

28.a)    STORM SEWER & STREET IMPROVEMENTS – PROJECT 5700A

Councillor Day moved that Keel Construction Ltd. be awarded the Tender for Storm Sewer & Street Improvements – Project 5700A for their Tender Price of $535,296.35 including 15% HST.

Seconded by Councillor Snodgrass.  Carried.

28.b)    STORM SEWER & STREET IMPROVEMENTS – PROJECT 5700B

Councillor Day moved that Classic Construction (2012) Ltd. be awarded the Tender for Storm Sewer & Street Improvements – Project 5700B for their Tender Price of $484,610.75 including 15% HST.

Seconded by Councillor Snodgrass.  Carried.

28.c)    AMMENDMENT TO SMALL COMMUNITIES FUND AGREEMENT

Councillor Day moved to have Dillon Consulting Limited submit a letter to Department of Environment and Local Government requesting an amendment to the Town’s existing Build Canada-Small Communities Fund Agreement 6920-1082 to reallocate the surplus from the Small Communities Fund budget toward a Sludge Removal Program at the Wastewater Treatment Plant as described in Dillon Consulting Limited’s letter dated May 19, 2017.
