Council Minutes – May 26, 2014

 

1. CALL TO ORDER – 7:35 P.M.

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, May 26, 2014 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Day, Councillor Calvin, Councillor Evans, and Councillor Snodgrass were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of May 26, 2014 as presented.

Seconded by Councillor Calvin. Carried.

 4. DISCLOSURE OF CONFLICT OF INTEREST

Councillor Calvin declared a conflict of interest with item #32 on Bills for Payment.

The Assistant Clerk declared a conflict of interest with item #22 on Bills for Payment.

 7.1 MINUTES OF REGULAR COUNCIL MEETING OF MAY 12, 2014

Councillor Calvin moved to adopt the minutes of the Regular Council Meeting of May 12, 2014 as presented.

Seconded by Councillor Snodgrass. Carried.

7.2 TENDER NOTES OF MAY 22, 2014 RE: PHASE TWO LANDSCAPE SITE IMPROVEMENTS FOR MULTI-USE PLAY SITE

Councillor Snodgrass moved to receive and file the Tender Notes of May 22, 2014 Re: Phase Two Landscape Site Improvements for Multi-Use Play Site.

Seconded by Councillor Evans. Carried.

8. BILLS FOR PAYMENT

The Assistant Clerk departed the meeting due to a stated conflict of interest with item #22 on Bills for Payment.

Councillor Day moved to pay item #22 on Bills for Payment in the amount of $676.40.

Seconded by Councillor Evans. Carried.

The Assistant Clerk rejoined the meeting.

Councillor Calvin departed the meeting due to a stated conflict of interest with item #32 on Bills for Payment.

Councillor Day moved to pay item #32 on Bills for Payment in the amount of $1,356.00.

Seconded by Councillor Snodgrass. Carried.

Councillor Calvin rejoined the meeting.

Councillor Day moved to pay Bills for Payment and Bills for Ratification as presented.

Seconded by Councillor Evans. Carried.

 15.1 LETTER OF MAY 16, 2014 RE: ANNUAL REPORT FROM THE REGIONAL OVERSIGHT COMMITTEE TO THE MUNICIPAL AND STRATEGIC PARTNERS OF ENTERPRISE SAINT JOHN

Councillor Day moved to receive and file the Letter of May 16, 2014 Re: Annual Report from the Regional Oversight Committee to the Municipal and Strategic Partners of Enterprise Saint John.

Seconded by Deputy Mayor Likely. Carried.

Councillor Evans departed the meeting at 7:39 pm and returned at 7:40 pm.

16. LETTER OF APRIL 16, 2014 FROM FLORENCE O’LEARY, PRESIDENT AND PAT BOONE, SECRETARY TREASURER OF THE GRAND BAY WOMEN’S INSTITUTE RE: SAFETY OF TOWN CITIZENS

Councillor Snodgrass moved to receive and file the Letter of April 16, 2014 from Florence O’Leary, President and Pat Boone, Secretary Treasurer of the Grand Bay Women’s Institute Re: Safety of Town Citizens and to forward the correspondence to EMO.

17. DEVELOPMENT OFFICER’S REPORT OF MAY 9, 2014 RE: COL. NASE BOULEVARD DEVELOPMENT – PROFESSIONAL SERVICES – TABLED ON MAY 12, 2014

Councillor Calvin moved to engage WSP Group to provide Consulting Services to work directly with individual Property Owners along Col. Nase Boulevard who are willing to actively market their property utilizing a Commercial Realtor; approving an initial budget of up to $10,000 plus HST for consulting services including a marketing Property Prospectus for best use of the individual properties, to be used by the Commercial Realtor and the Town to market the properties, and to be made available on the Town’s website (Development Opportunities section), to promote the individual properties for sale.

 18. LETTER OF APRIL 17, 2014 FROM MARGARET-ANN BLANEY, PRESIDENT AND CEO EFFICIENCY NB RE: 2014 PREMIER’S AWARDS FOR ENERGY EFFICIENCY/PRESS RELEASE

Councillor Snodgrass moved to receive and file the Letter of April 17, 2014 from Margaret-Ann Blaney, President and CEO efficiency NB Re: 2014 Premier’s Awards for Energy Efficiency/Press Release.

Seconded by Councillor Calvin. Carried.

Information was provided on the projects submitted by the Town for the Energy Efficiency award with photos taken of the award certificate.

 19. DEVELOPMENT OFFICER’S REPORT OF MAY 16, 2014 RE: SUBDIVISION PLANS, ASH GLEN LANE, ASSENT OF PUBLIC STREETS

Councillor Evans moved as follows:

1. under section 56(1) of the Community Planning Act, assent to the Plan for vesting Public Streets as shown on Subdivision Plan, Hatt & Kelly Subdivision, Ash Glen Lane (Public Street), as prepared by DeSaulniers Surveys Inc., dated May 28, 2013, out of property identified by PID No. 00217901;

2. under section 56(1) of the Community Planning Act, assent to the Plan for vesting Public Streets as shown on Subdivision Plan, Jones Subdivision, Beach Road (Public), as prepared by DeSaulniers Surveys Inc., dated February 20, 2014, out of property identified by PID No. 00217869;

3. under section 56(1) of the Community Planning Act, assent to the Plan for vesting Public Streets as shown on Subdivision Plan, Ash Glen Subdivision, Parcel “B” (Public Street), as prepared by DeSaulniers Surveys Inc., dated April 03, 2014, out of property identified by PID No. 30181754,

and further moved that road construction will stop at PID number 30181754, Civic Number 15 unless executed easements for the remaining properties are secured.

 20. LETTER DATED MAY 13, 2014 FROM THE HONOURABLE SHELLY GLOVER, P.C., M.P., MINISTER OF CANADIAN HERITAGE AND OFFICIAL LANGUAGES RE: APPROVAL OF CELEBRATE CANADA PROGRAM GRANT

Councillor Day moved to receive and file the Letter dated May 13, 2014 from The Honourable Shelly Glover, P.C., M.P., Minister of Canadian Heritage and Official Languages Re: Approval of Celebrate Canada Program Grant.

Seconded by Deputy Mayor Likely. Carried.

21. EMAIL OF MAY 21, 2014 FROM MAUREEN BOONE, TOURISM COMMITTEE RE: SCULPTURE BUDGET 2014

Councillor Day moved to adopt the budget of $2,500 per Email of May 21, 2014 from Maureen Boone, Tourism Committee Re: Sculpture Project 2014.

22. MEMORANDUM OF MAY 20, 2014 FROM ANDRE CHENARD, DIRECTOR, COMMUNITY FUNDING BRANCH, DEPARTMENT OF ENVIRONMENT AND LOCAL GOVERNMENT RE: NEW GAS TAX FUND (2014-2019) AND NEW BUILDING CANADA FUND

Deputy Mayor Likely moved to receive and file the Memorandum of May 20, 2014 from Andre Chenard, Director, Community Funding Branch, Department of Environment and Local Government Re: New Gas Tax Fund (2014-2019) and New Building Canada Fund.

Seconded by Councillor Snodgrass. Carried.

It was noted that staff will be attending an information session in June on the new Gas Tax Program.

23. LETTER OF MAY 23, 2014 FROM JIM W. SCOTT, CSLA TRACE PLANNING & DESIGN RE: COUNCIL RECOMMENDATION – MULTI-USE PLAY SITE PHASE TWO, TENDER NO. 14-02MUP

Councillor Snodgrass moved to award Tender No. 14-02MUP for item #5 (Acrylic Colour Surface Coating for basketball surface) to Playteck Enterprises Inc. at a cost of $10,950.00 plus applicable taxes and further moved to award Tender No. 14-02MUP for items #7 (Park Rules Signage – $2,700.00), #8 (Steel Hockey Goals – $600.00), #9 (Shade Structure – $9,815.00) to Classic Construction Ltd. at a cost of $13,115.00 plus applicable taxes and further to contribute a matching $10,000.00 towards the purchase of equipment by the local Play Park Group.
