1.    CALL TO ORDER – 7:42 P.M.

The Town of Grand Bay-Westfield Council met in a Regular Session on Tuesday, November 14, 2017 with Mayor Losier presiding.

2.    RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the Agenda of November 14, 2017 as presented.

Seconded by Deputy Mayor Likely.  Carried.

4.    DISCLOSURE OF CONFLICT OF INTEREST

Mayor Losier declared a conflict of interest in Item #43 on Bills for Payment.

5.    PUBLIC HEARINGS

6.    PUBLIC PRESENTATIONS

6.1    RCMP REPORT FOR OCTOBER 2017 – RCMP REPRESENTATIVE ATTENDING

Sgt. DesRosiers presented the RCMP report for October 2017 and responded to inquiries from Council.

Councillor Evans moved to receive and file the RCMP Report for October 2017.
Seconded by Councillor Day.  Carried.

7.    MINUTES

7.1    MINUTES OF REGULAR COUNCIL MEETING OF OCTOBER 23, 2017

Councillor Snodgrass moved to adopt the Minutes of Regular Council Meeting of October 23, 2017 as presented.

Seconded by Councillor Day.  Carried.

7.2    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF OCTOBER 2, 2017

Councillor Day moved to receive and file the minutes of the Planning Advisory Committee Meeting of October 2, 2017.

Seconded by Deputy Mayor Likely.  Carried.

7.3    EMAIL POLL OF NOVEMBER 6, 2017 RE:  AUTHORIZATION OF TOWN SIGNATURES ON THE ATTACHED OFFERS OF SERVICES FOR VARIOUS PROJECTS AS PER EMAIL FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING LTD.

Councillor Day moved to ratify the Email Poll of November 6, 2017 to authorize signatures on the offers of services for various projects as per email from Douglas Hartford, P. Eng., Dillon Consulting Ltd.

Seconded by Councillor Snodgrass.  Carried.

8.    BILLS FOR PAYMENT

Mayor Losier departed the meeting due to a stated conflict of interest.

Deputy Mayor Likely assumed the Chair.

Councillor Day moved to pay item #43 on Bills for Payment to Mayor Grace Losier for $100.00.

Seconded by Councillor Snodgrass.  Carried.
Mayor Losier rejoined the meeting and resumed the Chair.

Councillor Day moved to pay the remaining Bills for Payment for $32,526.55 and Bills for Ratification for $96,995.39 for a total of $129,521.94.

Seconded by Deputy Mayor Likely.  Carried.

Councillor Day moved the First Reading, by Title, of By-law No. 119, Town of Grand Bay-Westfield By-law Respecting the Licensing and Control of Dogs in the Town of Grand Bay-Westfield.

Seconded by Councillor Snodgrass.  Carried.

By-law No. 119, Town of Grand Bay-Westfield By-law Respecting the Licensing and Control of Dogs in the Town of Grand Bay-Westfield was read by title.

13.2    SECOND READING, BY TITLE, OF BY-LAW NO. 119, TOWN OF GRAND BAY-WESTFIELD BY-LAW RESPECTING THE LICENSING AND CONTROL OF DOGS IN THE TOWN OF GRAND BAY-WESTFIELD

Councillor Day moved the Second Reading, by Title, of By-law No. 119, Town of Grand Bay-Westfield By-law Respecting the Licensing and Control of Dogs in the Town of Grand Bay-Westfield.

Seconded by Councillor Snodgrass.  Carried.

Councillor Evans moved to receive and file the letter of October 23, 2017 from Barb Keir, Church of the Resurrection Re:  Thank You for Support of Play Park Project.

17.    REPORT OF NOVEMBER 8, 2017 FROM TOWN MANAGER RE: SECOND COUNCIL MEETING FOR DECEMBER 2017

Councillor Evans moved to cancel the second Council meeting of Wednesday, December 27, 2017 with a special meeting(s) to be called as required.

18.    LETTER OF OCTOBER 27, 2017 FROM DOUG HARTFORD, P. ENG., DILLON CONSULTING RE: STORM SEWER & STREET IMP. 2017, PROJECT NO. 175700B, CERTIFICATE NO. 2

Councillor Snodgrass moved to pay $132,550.15 to Classic Construction (2012) Ltd. as per letter of October 27, 2017 from Doug Hartford, P. Eng. Dillon Consulting Re:  Storm Sewer & Street Improvements 2017, Project No. 175700B, Certificate No. 2.

Seconded by Deputy Mayor Likely.  Carried.

19.    EMAIL OF NOVEMBER 7, 2017 FROM THERESA BLACKBURN-CHISHOLM OF AGELESS NB RE: PROPOSAL TO SHARE IN THE COST OF TOURISM PUBLICATION AND TO BE CONSIDERED IN 2018 BUDGETING PROCESS

Councillor Evans moved to refer the Email of November 7, 2017 from Theresa Blackburn-Chisholm of Ageless NB Re:  Proposal to Share in the Cost of Tourism Publication and to be Considered in 2018 Budgeting Process to the 2018 Town Budget Process for consideration.

20.    LETTER OF OCTOBER 23, 2017 FROM ROB  BENN-FRENETTE, CO-EXECUTIVE DIRECTOR, BULLYING CANADA RE: FINANCIAL SUPPORT

Deputy Mayor Likely moved to receive and file the Letter of October 23, 2017 from Rob Benn-Frenette, Co-Executive Director, Bullying Canada Re:  Financial Support.

21.    REPORT OF NOVEMBER 3, 2017 FROM THE TOWN MANAGER RE: DOG CONTROL SERVICES

Councillor Day moved to renew the contract for Dog Control Services with Ann Savoy for a one year period from January 1, 2018 to December 31, 2018 subject to all terms and conditions of Bid No. 012D-006 for an annual contract rate of $15,000.00 plus HST plus cost for contractor’s insurance.

Seconded by Councillor Balemans.  Carried.

22.    REPORT OF NOVEMBER 3, 2017 FROM THE TOWN MANAGER RE: REPAIRS AND MAINTENANCE OF MUNICIPAL VEHICLES – 2018

Councillor Snodgrass moved to renew the contract for the Repair and Maintenance of Municipal Vehicles at the labour rate of $60.00 an hour with Star-Key Enterprises Ltd. for one year to December 31, 2018.

Seconded by Councillor Evans.  Carried.

23.    EMAIL OF NOVEMBER 3, 2017 FROM DOUG HARTFORD, P. ENG., DILLON CONSULTING RE: VILLAGE GREEN PROJECT – PROJECT EXTENSION

Councillor Snodgrass moved to submit a request for an extension on the Village Green Project as per the Email of November 3, 2017 from Doug Hartford, P. Eng., Dillon Consulting with authorization for related signatures.

Seconded by Councillor Evans.  Carried.

24.    LETTER OF OCTOBER 12, 2017 FROM DOUG HARTFORD, P. ENG., DILLON CONSULTING RE:  OFFER OF SERVICES – SPLASH PAD

Councillor Snodgrass moved to authorize appropriate signatures as per the Letter of October 12, 2017 from Doug Hartford, P. Eng., Dillon Consulting Re:  Offer of Services – Splash Pad.

Seconded by Councillor Evans.  Carried.

25.    CARD FROM SAINT JOHN SOAP BOX DERBY COMMITTEE – THANK YOU FOR SUPPORT OF 2017 PALS IN THE PARK

Councillor Evans moved to receive and file the Card from Saint John Soap Box Derby Committee – Thank you for Support of 2017 Pals in the Park.

Seconded by Councillor Day.  Carried.
