1.    CALL TO ORDER – 7:30 P.M.

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, November 27, 2017 with Mayor Losier presiding.

2.    RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of November 27, 2017 as presented.

Seconded by Deputy Mayor Likely.  Carried.

4.    DISCLOSURE OF CONFLICT OF INTEREST

Councillor Snodgrass declared a conflict of interest with items #63 on Bills for Payment.

6.1    YMCA OF GREATER SAINT JOHN PRESENTATION RE:  FUNDING SUPPORT FOR CAMP GLENBURN REVITALIZATION PROJECT – PIP NIGHTINGALE, PRESENTER

Councillor Evans moved to refer the YMCA of Greater Saint John Presentation Re:  Funding Support for Camp Glenburn Revitalization Project to the 2018 budget deliberations for consideration.

Seconded by Councillor Day.  Carried.

6.2     THE SAINT JOHN THEATRE COMPANY INC. PRESENTATION RE:  ANNUAL REQUEST FOR SUPPORT, PRESENTER – STEPHEN TOBIAS, EXECUTIVE DIRECTOR – THE SAINT JOHN THEATRE COMPANY INC. PRESENTER

Councillor Day moved to refer The Saint John Theatre Company Inc.     Presentation Re:  Annual Request for Support to the 2018 budget     deliberations.

Seconded by Councillor Evans.  Carried.

7.1     MINUTES OF REGULAR COUNCIL MEETING OF NOVEMBER 14, 2017

Councillor Snodgrass moved to adopt the Minutes of the Regular Council Meeting of November 14, 2017 as presented.

Seconded by Councillor Day.  Carried.

7.2    EMAIL POLL OF NOVEMBER 16, 2017 RE: APPOINTMENT OF BRUCE GAULT AS ACTING DEVELOPMENT OFFICER, BUILDING INSPECTOR, AND BY-LAW ENFORCEMENT OFFICER EFFECTIVE NOVEMBER 16, 2017

Deputy Mayor Likely moved to ratify the Email Poll of November 16, 2017 Re:  Appointment of Bruce Gault as Acting Development Officer, Building Inspector, and By-law Enforcement Officer Effective November 16, 2017.

7.3    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF NOVEMBER 6, 2017

Councillor Snodgrass moved to receive and file the Minutes of Planning Advisory Committee Meeting of November 6, 2017.

Seconded by Councillor Evans.  Carried.

7.4    MINUTES OF EMO MEETING OF SEPTEMBER 19, 2017 AND MINUTES OF EMO TRAINING MEETING OF SEPTEMBER 19, 2017

Deputy Mayor Likely moved to receive and file the Minutes of EMO Meeting of September 19, 2017 and Minutes of EMO Training Meeting of September 19, 2017.

Seconded by Councillor Day.  Carried.

8.    BILLS FOR PAYMENT

Councillor Snodgrass departed the meeting due to a stated conflict of interest.
Councillor Day moved to pay Item #63 to Harold Snodgrass for $936.90.
Seconded by Deputy Mayor Likely.  Carried.
Councillor Snodgrass rejoined the meeting.

Councillor Day moved to pay Bills for Payment for $72,142.00 and Bills for Ratification for $60,962.52 for a total of $133,104.52.

Seconded by Councillor Evans.  Carried.

Councillor Evans moved to receive and file the Email of November 22, 2017 from Randy Titus Re: Appreciation for Volunteer Fire Department Honor Guard for Buddy Titus with the email to be read at the annual Volunteer Fire Department awards event.

22.    REPORT OF NOVEMBER 23, 2017 FROM WORKS COMMISSIONER RE:  2016 – 2017 WINTER HOLDBACK RELEASE

Councillor Evans moved that the holdback for damages during the 2016-2017 winter season be released in full to AVL per Works Commissioner’s Report of November 23, 2017.

Councillor Day moved to pay $120,191.02 to TerraEx Inc. as per the Letter of November 22, 2017 from Doug Hartford, P. Eng., Dillon Consulting Re:  Designated Highway 2017, Route 177 Culvert Replacements Project No. 17-5695, Certificate No. 1.
