1. CALL TO ORDER – 7:32 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on     Monday, November 9, 2015 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Evans, Councillor Day, Councillor Snodgrass, and Deputy Mayor Likely were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of November 9, 2015 as presented.

6.1 PRESENTATION OF RCMP REPORT FOR OCTOBER 2015 – RCMP REPRESENTATIVE ATTENDING

Sgt. DesRosiers presented the October 2015 RCMP Report and     responded to inquiries from members of Council.

Councillor Day moved to receive and file the RCMP Report for     October 2015.

7.1    MINUTES OF REGULAR COUNCIL MEETING OF OCTOBER 26,     2015

Councillor Day moved to adopt the Minutes of Regular Council Meeting of Monday October 26, 2015 as presented.

7.2    MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETING OF JUNE 16, 2015

Councilor Day moved to receive and file the Minutes of Emergency Measures Organization (EMO) Meeting of June 16, 2015.

Seconded by Deputy Mayor Likely.  Carried.

7.3    Tender Notes of October 30, 2015 Re:  Quotation – Regular Unleaded Gasoline, Bid No. 02U-15

Councillor Snodgrass moved to receive and file the Tender Notes of October 30, 2015 Re:  Quotation – Regular Unleaded Gasoline, Bid No. 02U-15.

7.4    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF     OCTOBER 19, 2015

Councillor Day moved to receive and file the Minutes of Planning     Advisory Committee Meeting of October 19, 2015.

Seconded by Councillor Evans.  Carried.

7.5    EMAIL POLL OF NOVEMBER 4, 2015 RE:  CANADA INFRASTRUCTURE PROGRAM, APPLICATION FOR FUNDING FOR $150,000 – CONSTRUCTION OF EXTERIOR SHELTER AT BRUNDAGE POINT RIVER CENTRE

Councillor Day moved to support the Canada Infrastructure Program application for funding for $150,000 for construction of an Exterior Shelter at the Brundage Point River Centre, 4 Ferry Road.

Seconded by Councillor Snodgrass.  Carried.

8.    BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $43,065.48 and Bills for Ratification for $62,479.90 for a total of $105,545.38.

Councillor Snodgrass moved to pay Galbraith Construction Ltd. the amount of $47,797.00 as per Letter of September 27, 2015 from Douglas Hartford, P. Eng., Dillon Consulting Re:  Storm Sewer & Street Imp. 2015, Various Locations, Project No. 15-1954A, Certificate No. 2.

18.    BANK OF NOVA SCOTIA COMMITMENT LETTER – AUTHORIZATION FOR SIGNATURES

Councillor Snodgrass moved to authorize the appropriate signatures for the Bank of Nova Scotia Commitment Letter.

19.    TOWN MANAGER’S REPORT OF OCTOBER 15, 2015 RE:  DOG CONTROL SERVICES

Councillor Day moved to renew the contract for Dog Control Services with Ann Savoy for a one year period from January 1, 2016 to December 31, 2016 subject to all terms and conditions of Bid No. 012D-006 for an annual contract rate of $15,000.00 plus HST plus cost for contractor’s insurance.

20.    LETTER OF OCTOBER 24, 2015 FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE:  DESIGNATED HIGHWAY 2015, RIVER VALLEY DRIVE (ROUTE 177), PROJECT NO. 15-2168, CERTIFICATE NO. 1

Councillor Snodgrass moved to pay Galbraith Construction Ltd. the amount of $199,359.19 as per Letter of October 24, 2015 from Douglas Hartford, P. Eng., Dillon Consulting Re:  Designated Highway 2015, River Valley Drive (Route 177), Project No. 15-2168, Certificate No. 1.

21.    NAME THE DOG PARK SUBMISSIONS

Councillor Day moved to place the five most popular names submitted on the website to be voted upon by town residents.

Seconded by Councillor Calvin.  Carried.

22.    TOWN MANAGER’S REPORT OF NOVEMBER 2, 2015 RE:  QUOTATIONS FOR REGULAR UNLEADED GASOLINE

Councillor Evans moved that regular unleaded fuel for municipal vehicles and equipment for the period of January 1, 2016 to December 31, 2018 be purchased from Scholten’s with a discount of 4.865 cents per litre off the posted retail price per Quotation No. 02U-15 with an option to renew for one year.

Seconded by Councillor Snodgrass.  Carried.

23.    FIRE CHIEF’S REPORT OF NOVEMBER 4, 2015 RE:  STATION #2 ROOF

Councillor Day moved to authorize staff to proceed with the installation of heated lines to prevent ice build-up on the roof of Fire Station # 2 at a cost of $6,520.00 plus applicable taxes.

24.    TOWN MANAGER’S REPORT OF NOVEMBER 5, 2015 RE:  SECOND COUNCIL MEETING FOR DECEMBER

Deputy Mayor Likely moved to cancel the second regular Council meeting of December 28, 2015 with a Special Council Meeting(s) to be called as required.

25.    MEMORANDUM OF NOVEMBER 4, 2015 FROM PLANNING ADVISORY COMMITTEE/DEVELOPMENT OFFICER’S REPORT OF NOVEMBER 5, 2015 RE:  RECOMMENDATION TO COUNCIL – TENTATIVE SUBDIVISION PLAN, LAURIE & CARMELLA MELANSON, BRANDY POINT ROAD

Councillor Day moved to accept $ 4,537.82 Money in Lieu of Land for Public Purposes (cash, money order, certified cheque or debit) for the purposes of creating ONE new building lot out of PID No. 30180681 on Brandy Point Road, as shown on the Tentative Subdivision Plan, Laurie J. Melanson Subdivision, as prepared by Hughes Surveys & Consultants Inc. dated November 5, 2015, with approval and vesting of Public Street portions on the Final Subdivision Plan to be subject to:
a)  payment of $ 4,537.82 (cash, money order, certified cheque or debit), and
b) signatures of the property owner and Public Utility on the Final Subdivision Plan.

26.    DEVELOPMENT OFFICER’S & WORKS COMMISSIONER’S REPORT OF NOVEMBER 3, 2015 RE:  SUNNYSIDE DRIVE PROPERTY PID NO. 00461764

Councillor Day moved to advise the Province that the Town is interested in pursuing the acquisition of property identified as PID No. 00461764 once the valuation has been completed.

Seconded by Councillor Evans.  Carried.
