Council Minutes – October 10, 2017

1.    CALL TO ORDER – 7:30 P.M.

The Town of Grand Bay-Westfield Council met in a Regular Session on Tuesday, October 10, 2017 with Mayor Losier presiding.

2.    RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Evans, and Councillor Snodgrass were in attendance.

Councillor Day was absent.

3.    APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Snodgrass moved to approve the agenda of October 10, 2017 as presented.

Seconded by Deputy Mayor Likely.  Carried.

4.    DISCLOSURE OF CONFLICT OF INTEREST

6.    PUBLIC PRESENTATIONS

6.1    RCMP REPORT FOR SEPTEMBER 2017 – RCMP REPRESENTATIVE ATTENDING

Cpl. Bigger presented the RCMP Report for September 2017 and responded to questions from Council.

Deputy Mayor Likely moved to receive and file the RCMP Report for September 2017.
Seconded by Councillor Snodgrass.  Carried.

6.2    AQUATIC CENTRE PRESENTATION – ERIN TOOLE, TOWN REPRESENTATIVE PRESENTER

Erin Tool presented the Aquatic Centre Presentation and responded to questions from Council.

Councillor Evans moved to receive and file the Aquatic Centre Presentation.

Seconded by Councillor Snodgrass.  Carried.

It was noted that a flyer would be provided to the Town from the Aquatic Centre and would be sent to residents promoting the updated facility and that the Town would sponsor a free swim event for the Town residents as it has done in the past at the Aquatic Centre.

7.    MINUTES

7.1    MINUTES OF REGULAR COUNCIL MEETING OF SEPTEMBER 25, 2017

Councillor Evans moved to adopt the Minutes of Regular Council Meeting of September 25, 2017 as presented.

Seconded by Councillor Snodgrass.  Carried.

7.2    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF SEPTEMBER 5, 2017

Councillor Snodgrass moved to receive and file the Minutes of Planning Advisory Committee Meeting of September 5, 2017.

Seconded by Councillor Evans.  Carried.

8.    BILLS FOR PAYMENT

Councillor Snodgrass moved to pay Bills for Payment as presented for $7,076.81 and Bills for Ratification for $227,317.42 for a total of $234,394.23.

Seconded by Councillor Evans.  Carried.

Deputy Mayor Likely moved to receive and file the Town of Grand Bay-Westfield Sewerage Utility Accounts Receivable Report as at October 3, 2017.

Seconded by Councillor Evans.  Carried.

16.   REPORT OF OCTOBER 3, 2017 FROM RECREATION DIRECTOR RE:  WESTFIELD SCHOOL BLUE FOX 5KM RUN/WALK

Councillor Snodgrass moved to approve the Westfield School Blue Fox 5km Run/Walk to be held on Saturday, October 14, 2017.

Seconded by Deputy Mayor Likely.  Carried.

17.    TOWN OF GRAND BAY-WESTFIELD REQUESTS FOR GRANT FUNDING – SUMMARY INFORMATION SHEET FOR SEPTEMBER 30, 2017 GRANTS DEADLINE/RELEVANT DATA

Councillor Snodgrass moved to award the following funding requests:

Tiny Treasures Learning Centre – Play Zone – $200.00;

Church of the Resurrection – Trunk or Treat Fund – $200.00 (contingent     upon proof that residents of Grand Bay-Westfield will be attending the youth conference);

Westfield Elementary School (Ball Hockey Tournament) – $250.00;

Westfield Elementary School (Art Program) – $250.00;

Grand Bay Home and School (Running Program – Tee Shirts) – $500.00.

Seconded by Deputy Mayor Likely.  Carried.

18.    CONGRATULATIONS TO MAYOR LOSIER ON 25 YEARS OF SERVICE

Mayor Losier was congratulated for her 25 Years of Service in municipal government and commended for the great work she has done.
