Council Minutes – OCTOBER 13, 2015

1. CALL TO ORDER – 7:34 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on     Tuesday, October 13, 2015 with Mayor Losier presiding.

Mayor Losier was presented with a certificate of recognition awarded to her by the Union of Municipalities of New Brunswick in recognition of 23 years of service in municipal government.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Evans, Councillor Day, Councillor Snodgrass, and Deputy Mayor Likely were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Snodgrass moved to approve the agenda of October 13, 2015 as presented.
Seconded by Councillor Evans.  Carried.

4. DISCLOSURE OF CONFLICT OF INTEREST

Councillor Calvin declared a conflict of interest with item number 30     on Bills for Payment.

Lynn Campbell, Assistant Clerk declared a conflict of interest with item number 14 on Bills for Payment.

6. PUBLIC PRESENTATIONS

6.1 PRESENTATION OF RCMP REPORT FOR SEPTEMBER – RCMP REPRESENTATIVE ATTENDING

Cpl. Robert Landry presented the September 2015 RCMP Report and     responded to inquiries from members of Council.

Councillor Snodgrass moved to receive and file the RCMP Report for September 2015.

Seconded by Councillor Evans.  Carried.

7.    MINUTES

7.1    MINUTES OF REGULAR COUNCIL MEETING OF SEPTEMBER 28,    2015

Councillor Day moved to adopt the Minutes of Regular Council Meeting of September 28, 2015 as presented.

Seconded by Deputy Mayor Likely.  Carried.

7.2    MINUTES OF PLANNING ADVISORY COMMITTEE MEETING OF     AUGUST 11, 2015

Councillor Day moved to receive and file the Minutes of Planning     Advisory Committee Meeting of August 11, 2015.

Seconded by Councillor Calvin.  Carried.

7.3    MINUTES OF TOURISM COMMITTEE MEETING OF MAY 21, 2015

Councillor Snodgrass moved to receive and file the Minutes of     Tourism Committee Meeting of May 21, 2015.

Seconded by Councillor Day.  Carried.

8.    BILLS FOR PAYMENT

Councillor Calvin and Lynn Campbell departed the meeting due to     stated conflicts of interest.

Councillor Day moved to pay $1,017.00 to Firemed Training Solutions     and $1,718.15 to Lynn Campbell.

Seconded by Councillor Evans.  Carried.

Councillor Calvin and Lynn Campbell rejoined the meeting.

Councillor Day moved to pay Bills for Payment for $7,433.14 and Bills for Ratification for $347,086.69 for a total of $354,519.83.

Seconded by Councillor Evans.  Carried.

15.1    TOWN OF GRAND BAY-WESTFIELD SEWERAGE UTILITY ACCOUNTS RECEIVABLE REPORT AS AT SEPTEMBER 30, 2015

Councillor Snodgrass moved to receive and file the Town of Grand Bay-    Westfield Sewerage Utility Accounts Receivable Report as at     September 30, 2015.

Seconded by Deputy Mayor Likely.  Carried.

16.    LETTER OF SEPTEMBER 29, 2015 FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE:  STORM SEWER & STREET IMPROVEMENTS 2015, VARIOUS LOCATIONS, PROJECT NO. 15-1954A, CERTIFICATE NO. 3

Councillor Snodgrass moved to pay Galbraith Construction Limited in the amount of $24,016.36 as per Letter of September 29, 2015 from Douglas Hartford, P. Eng., Dillon Consulting Re:  Storm Sewer & Street Improvements 2015, Various Locations, Project No. 15-1954A, Certificate No. 3.

Seconded by Councillor Evans.  Carried.

17.    RECREATION DIRECTOR’S REPORT OF OCTOBER 6, 2015 RE:  LAWN MOWING SERVICES – CONTRACT RENEWAL

Councillor Evans moved to approve the renewal with Squeaky Kleen for Lawn Mowing Services for the amount of $15,836.64 + $2,058.78 HST for a total of $17,895.42 for the period of May 1, 2016 to October 31, 2016.

Seconded by Councillor Calvin.  Carried.

18.    TOWN OF GRAND BAY-WESTFIELD REQUESTS FOR FUNDING SUMMARY INFORMATION SHEET FOR SEPTEMBER 30, 2015 GRANTS DEADLINE/RELEVANT DATA

Councillor Day moved to support the following funding requests:

Provincial Basketball NB – Alicia MacDonald – $100.00 (Subject to residency)
Global Vision – Victoria Lyn Gillan – $100.00
Westfield Elementary School – Steve Lavoie – $250.00
Fundy Soccer U14 Boys – Jack Fury-Miller – $100.00

19.    TOWN MANAGER’S REPORT OF OCTOBER 5, 2015 RE:  PROPOSED 2015 TRANSFER FROM GENERAL CAPITAL RESERVE FUND

Councillor Day moved to transfer $38,366.41 from the General Capital Reserve Fund to the General Revenue Operating Fund regarding the purchase of a 2015 Dodge Ram 2500 for use as a Volunteer Fire Department Vehicle.

Seconded by Councillor Calvin.  Carried.

20.    WORKS COMMISSIONER’S REPORT OF OCTOBER 6, 2015 RE:  DRAFT SNOW AND ICE CONTROL AND OTHER WINTER MAINTENANCE TENDER

Councillor Day moved that Staff proceed to tender for Snow & Ice Control and Other Winter Maintenance Services.

Seconded by Deputy Mayor Likely.  Carried.
