Council Minutes – OCTOBER 26, 2015

1. CALL TO ORDER – 7:33 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on     Monday, October 26, 2015 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Councillor Calvin, Councillor Evans, Councillor Day, Councillor Snodgrass, and Deputy Mayor Likely were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of October 26, 2015 as presented.
Seconded by Councillor Evans.  Carried.

6. PUBLIC PRESENTATIONS

6.1 PRESENTATION OF QUILTS FOR FIRST RESPONDERS BY THE RIVER VALLEY QUILTERS

The River Valley Quilters presented Fire Chief Troy Gautreau with quilts made for the Volunteer Fire Department’s use to bring comfort to victims during emergencies.

6.2    PRESENTATION RE:  RIVER VALLEY COMMUNITY CENTER FINANCIAL OPERATIONS – JOHN WEBBER, TREASURER PRESENTER

Councillor Day moved to receive and file the Presentation Re:  River Valley Community Center Financial Operations as provided by John Webber, Treasurer.

Seconded by Deputy Mayor Likely.  Carried.

6.3    PRESENTATION RE:  SAINT JOHN THEATRE COMPANY – STEPHEN TOBIAS, EXECUTIVE DIRECTOR PRESENTER

Executive Director Stephen Tobias provided a slide presentation to Council and noted the Theatre Company is seeking a $1,500 donation from Grand Bay-Westfield and similar donations from Rothesay and Quispamsis.

Councillor Evans moved to refer the Presentation Re:  Saint John     Theatre Company provided by Stephen Tobias, Executive Director     to 2016 budget deliberations.

Seconded by Councillor Calvin.  Carried.

7.1 MINUTES OF REGULAR COUNCIL MEETING OF TUESDAY OCTOBER 13, 2015

Councillor Day moved to adopt the Minutes of Regular Council Meeting of Tuesday October 13, 2015 as presented.

Seconded by Councillor Snodgrass.  Carried.

7.2    MINUTES OF PLANNING ADVISORY COMMITTEE OF OCTOBER 5, 2015

Councillor Day moved to receive and file the Minutes of Planning Advisory Committee of October 5, 2015.
Seconded by Deputy Mayor Likely.  Carried.

7.3    MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETING OF SEPTEMBER 15, 2015/EMO TRAINING MEETING OF SEPTEMBER 15, 2015

Councillor Day moved to receive and file the Minutes of Emergency Measures Organization (EMO) Meeting of September 15, 2015/EMO Training Meeting of September 15, 2015.

Seconded by Councillor Snodgrass.  Carried.

8. BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $31,414.50 and Bills for Ratification for $78,110.57 for a total of $109,525.07.

Seconded by Councillor Snodgrass.  Carried.

15.1    GENERAL REVENUE FUND OPERATING BUDGET FINANCIAL REPORT AS AT SEPTEMBER 30, 2015

Councillor Snodgrass moved to receive and file the General Revenue     Fund Operating Budget Financial Report as at September 30, 2015.

Seconded by Councillor Evans.  Carried.

16.    DRAFT REVISED POLICY A012, TOWN OF GRAND BAY-WESTFIELD BURSARY FUND

Councillor Day moved to adopt the Draft Revised Policy A012, Town of Grand Bay-Westfield Bursary Fund, with an addition to the “To Qualify” section stating the particular institutes must either be the University of New Brunswick Saint John or the New Brunswick Community College.

Seconded by Councillor Evans.  Carried.

17.    MEMORANDUM OF OCTOBER 7, 2015 FROM PLANNING ADVISORY COMMITTEE (PAC) RE:  2016 PAC OPERATING BUDGET

Councillor Day moved to refer the Memorandum of October 7, 2015 from Planning Advisory Committee (PAC) Re:  2016 PAC Operating Budget to Town budget deliberations.

Seconded by Councillor Evans.  Carried.

18.    2015-2016 Agreement Town of Grand Bay-Westfield and Saint John Shelter Ltd. – Authorization for Signatures

Councillor Day moved to authorize appropriate signatures on the 2015-2016 Agreement between the Town of Grand Bay-Westfield and the Saint John Shelter Ltd.

Seconded by Councillor Calvin.  Carried.

19.    WORKS COMMISSIONER’S REPORT OF OCTOBER 20, 2015 RE:  STREET SWEEPING TENDER RENEWAL 2016

Councillor Evans moved to renew the Street Sweeping Tender T01-2015 for 2016 with AVL Construction Group Inc. per option to renew for 2016 under the same terms, conditions, and price.

Seconded by Deputy Mayor Likely.  Carried.

20.    DEVELOPMENT OFFICER’S REPORT OF OCTOBER 20, 2015 RE:  SUBDIVISION PLAN, ALICE GUIMOND SUBDIVISION, PARCEL “A”, THOMPSON ROAD, ASSENT OF PUBLIC STREETS

Councillor Day moved under section 56(1) of the Community Planning Act, assent to the Plan for vesting Public Streets as shown on Subdivision Plan, Alice Guimond Subdivision, Parcel “A” situate 49 Thompson Road, as prepared by DeSaulniers Surveys Inc., dated October 20, 2015, out of property identified by PID No. 00217497.

Seconded by Councillor Evans.  Carried.

21.    TOWN MANAGER’S REPORT OF OCTOBER 15, 2015 RE:  VARIOUS FEES – 2016

Deputy Mayor Likely moved to adopt Various Town Fees dated October 13, 2015, copy attached, effective January 1, 2016.

Seconded by Councillor Evans.  Carried.

22.    WORKS COMMISSIONER’S REPORT OF OCTOBER 21, 2015 RE:  2011 GMC SIERRA OPTION TO PURCHASE

Councillor Day moved to authorize Staff to exercise the 2011 GMC Sierra option to purchase per related lease agreement.

Seconded by Councillor Snodgrass.  Carried.

23.    DEVELOPMENT OFFICER’S REPORT OF OCTOBER 21, 2015 RE:  THE NATURE TRUST OF NEW BRUNSWICK, BLUEBERRY HILL NATURE PRESERVE AGREEMENTS

Councillor Snodgrass moved to authorize signatures on License Agreements and Easement Document between The Nature Trust of New Brunswick Inc. and the Town of Grand Bay-Westfield Re: Blueberry Hill Nature Preserve for shared use of municipal property providing for a parking area, a walking path, and vehicle access across PID No. 30161905.

Seconded by Deputy Mayor Likely.  Carried.

24.    MEMORANDUM OF OCTOBER 21, 2015 FROM PLANNING ADVISORY COMMITTEE (PAC) RE:  PAC TERM EXPIRATIONS

Councillor Day moved to reappoint Ralph Stevens and Alex Calvin to the Planning Advisory Committee for a new 3-year term from January 2, 2016 to January 1, 2019.

Seconded by Councillor Evans.  Carried.
