The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, October 27, 2014 with Mayor Losier presiding.

Deputy Mayor Likely, Councillor Day, Councillor Calvin, Councillor Evans, and Councillor Snodgrass were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of October 27, 2014 as presented.

Councillor Calvin moved to adopt the minutes of the Regular Council Meeting of October 14, 2014 as presented.

7.2 MINUTES OF EMERGENCY MEASURES ORGANIZATION (EMO) MEETING OF JUNE 17, 2014/EMO TRAINING MEETING OF JUNE 17, 2014

Councillor Day moved to receive and file the Minutes of Emergency Measures Organization (EMO) Meeting of June 17, 2014/EMO Training Meeting of June 17, 2014.

7.3 EMAIL POLL OF OCTOBER 15, 2014 RE: REQUEST FOR PROPOSALS FOR A VOLUNTARY OPERATIONAL REVIEW FOR THE RIVER VALLEY COMMUNITY CENTER/CLUSTER

Councillor Snodgrass moved to ratify the Email Poll of October 15, 2014 Re: Request for Proposals for a Voluntary Operational Review for the River Valley Community Center/Cluster as presented.

7.4 MINUTES OF TOURISM COMMITTEE MEETING OF SEPTEMBER 18, 2014

Councillor Snodgrass moved to receive and file the Minutes of Tourism Committee Meeting of September 18, 2014.

8. BILLS FOR PAYMENT

Councillor Day moved to pay Bills for Payment for $23,101.00 and Bills for Ratification for $92,648.81 for a total of $115,749.81.

Seconded by Deputy Mayor Likely. Carried.

Councillor Calvin moved to receive and file the Works Commissioner’s Report for September 2014.

 15.1 TOWN OF GRAND BAY-WESTFIELD GENERAL REVENUE FUND OPERATING BUDGET FINANCIAL REPORT AS AT SEPTEMBER 30, 2014

Deputy Mayor Likely moved to receive and file the Town of Grand Bay-Westfield General Revenue Fund Operating Budget Financial Report as at September 30, 2014.

Seconded by Councillor Evans. Carried.

16. TOWN MANAGER’S REPORT OF OCTOBER 16, 2014 RE: DOG CONTROL SERVICES

Councillor Day moved to renew the contract for Dog Control Services with Ann Savoy for a one year period from January 1, 2015 to December 31, 2015 subject to all terms and conditions of Bid No. 012D-006 for an annual contract rate of $15,000.00 plus HST plus cost for contractor’s insurance.

17. THANK YOU CARD FROM STEPHANIE CRAIG RE: DONATION FOR MEDICAL CARE TRIP TO LIMA, PERU

Councillor Snodgrass moved to receive and file the Thank You Card from Stephanie Craig Re: Donation for Medical Care Trip to Lima, Peru.

 18. LETTER OF OCTOBER 15, 2014 FROM CATHY GRAHAM, CGA, COMPTROLLER, CITY OF SAINT JOHN RE: 2015 BUDGET APPROVALS – REGIONAL FACILITIES

Councillor Snodgrass moved to accept and refer the Letter of October 15, 2014 from Cathy Graham, CGA, Comptroller, City of Saint John Re: 2015 Budget Approvals – Regional Facilities to 2015 Town budget deliberations.

 19. LETTER OF OCTOBER 20, 2014 FROM DAVID DOBBELSTEYN, MANAGER, POSITIVE RECREATION OPPORTUNITIES FOR KIDS (P.R.O. KIDS) RE: 2014 CONTRIBUTION

Councillor Day moved to accept the Letter of October 20, 2014 from David Dobbelsteyn, Manager, Positive Recreation Opportunities for Kids (P.R.O. Kids) Re: 2014 Contribution as an invoice and pay $2,200.00 for the 2014 contribution of Grand Bay-Westfield and further moved to refer the 2015 contribution request to the 2015 Town budget deliberations.

20. LETTER OF OCTOBER 20, 2014 FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE: STORM SEWER & STREET IMPROVEMENTS 2014, PHASE 2, PROJECT NO. 149239B, CERTIFICATE NO. 2

Councillor Snodgrass moved to pay $108,427.73 to Classic Construction for Storm Sewer & Street Improvements 2014, Phase 2, Project No. 149239B, Certificate No. 2.

Seconded by Councillor Calvin. Carried.

21. TOWN MANAGER’S REPORT OF OCTOBER 23, 2014 RE: REPAIR AND MAINTENANCE OF MUNICIPAL VEHICLES

Councillor Day moved to approve a one year renewal to December 31, 2015 of the Repair and Maintenance of Municipal Vehicles Agreement subject to the same terms and conditions of the original agreement per Quotation No. 001RM-11.

Seconded by Deputy Mayor Likely. Carried.

22. LETTER OF OCTOBER 23, 2014 FROM P. GREG HATCHARD, P. ENG., ELECTRICAL ENGINEER, EXP SERVICES INC. RE: TENDER BIDS – WASH BAYS

Councillor Evans moved to reject the Tender Bids – Wash Bays, Fire Stations 1 and 2.

Seconded by Councillor Snodgrass. Carried.
