1.   CALL TO ORDER – 7:31 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, September 12, 2016 with Deputy Mayor Likely presiding.

2.  RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Balemans, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

Mayor Losier was absent.

3.  APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of September 12, 2016 as presented.

6.1  PRESENTATION RE:  GREATER SAINT JOHN FIELD HOUSE PROJECT – BILL MACMACKIN PRESENTER

Councillor Snodgrass moved to forward the Presentation Re:  Greater     Saint John Field House Project to the 2017 budget deliberations.

6.2  RCMP REPORT FOR AUGUST 2016 – RCMP REPRESENTATIVE ATTENDING

Sgt. Desrosiers presented the August RCMP report and responded to inquiries from Elected Officials.

Councillor Day moved to receive and file the RCMP Report for August 2016.

6.3  PRESENTATION BY KIRK SIMMS RE:  ROADSIDE AREA – BAYVIEW ROAD

Kirk Simms of 34 Bayview Road provided his presentation to Council regarding the roadside area on Bayview Road.
Councillor Day moved to refer the Presentation by Kirk Simms Re:  Roadside Area – Bayview Road to Town Staff.

7.1  MINUTES OF REGULAR COUNCIL MEETING OF AUGUST 8, 2016

Councillor Snodgrass moved to adopt the Minutes of Regular     Council Meeting of August 8, 2016 as presented.

7.2  EMAIL POLL OF AUGUST 4, 2016 RE:  REVISED LOCATION FOR 2016 SCULPTURE TO BRUNDAGE POINT RIVER CENTRE

Councillor Day moved to ratify the Email Poll of August 4, 2016 and to advise Sculpture Saint John that the revised sculpture location for the Town of Grand Bay-Westfield is the Brundage Point River Centre, 4 Ferry Road.

7.3  EMAIL POLL OF AUGUST 12, 2016 RE:  TOWN SIGNATURES ON AN AGREEMENT FOR TEMPORARY BANNER ATTACHMENTS ON NB POWER POLES/DRAFT RESOLUTION

Councillor Day moved to ratify Email Poll of August 12, 2016 to authorize Town signatures on an Agreement for Temporary Banner Attachments on NB Power Poles regarding the Veteran Banners Project per Cory Ryan, Royal Canadian Legion Bayview Branch No. 22 and further move to advise the Royal Canadian Legion, Bayview Branch No. 22, as the Coordinator of the Veteran Banners Project, of a requirement that the related banners and brackets are to be installed each year by a Town approved qualified contractor as engaged by the Legion.

7.4  EMAIL POLL OF AUGUST 9, 2016 RE:  PURCHASE OF TICKET FOR MP LUDWIG’S EVENT ON AUGUST 13, 2016

Councillor Day moved to ratify the Email Poll of August 9, 2016 to authorize the purchase of one ticket ($100) for Mayor Losier for MP Ludwig’s event in St. Andrews on August 13, 2016.

7.5  EMAIL POLL OF AUGUST 29, 2016 RE:  DONATION TO ST. JOSEPH’S FOUNDATION IN LIEU OF MAYOR’S DRAGON BOAT RACE

Councillor Day moved to ratify the Email Poll of August 29, 2016 to make a $1,000.00 donation to the St. Joe’s Foundation, in lieu of our participation in the Mayor’s Dragon Boat Race.

7.6  EMAIL POLL OF AUGUST 29, 2016 RE:  APPROVAL FOR SIGNATURES FOR CLAIM #1 FOR SMALL COMMUNITIES FUND – PROJECT NO. 6920-1082 WASTEWATER SYSTEM IMPROVEMENTS

Councillor Snodgrass moved to ratify the Email Poll of August 29, 2016 to authorize approval of signature for Claim #1 for Small Communities Fund – Project No. 6920-1082 Wastewater System Improvements, total of Expenditures $424,803.20 (Doug Hartford – Dillon Consulting processing claim).

7.7  TENDER NOTES OF AUGUST 30, 2016 RE:  TENDER NO. FD-201601, ONE 6000 PSI HIGH PRESSURE BREATHING AIR SYSTEM

Councillor Day moved to receive and file the Tender Notes of August 30, 2016 Re:  Tender No. FD-201601, One 6000 psi High Pressure Breathing Air System.

7.8    Email Poll of September 1, 2016 Re:  Approval for Signatures for Payment to Debly Enterprises Ltd. for Project 163595B – Storm Sewer & Street Improvements, Certificate No. 1

Councillor Snodgrass moved to ratify the Email Poll of September 1, 2016 to approve signatures for payment of $153,987.82 to Debly Enterprises Ltd. as per Letter of August 16, 2016 from Doug Hartford, P. Eng., Dillon Consulting Re:  Storm Sewer & Street Improvements 2016, Project No. 163595B, Certificate No. 1.

Councillor Day moved to pay Bills for Payment for $7,239.40 and Bills for Ratification for $259,353.11 for a total of $266,592.51.

17.    NEWS RELEASE FROM OFFICE OF PREMIER OF AUGUST 18, 2016 RE:  PROVINCIAL AND FEDERAL GOVERNMENTS REACH AGREEMENT UNDER NEW FEDERAL INFRASTRUCTURE FUNDING PROGRAMS – APPROVAL OF FUNDING FOR THE TOWN OF GRAND BAY-WESTFIELD

Councillor Snodgrass moved to receive and file the News Release from Office of Premier of August 18, 2016 Re:  Provincial and Federal Governments reach Agreement under New Federal Infrastructure Funding Programs – Approval of Funding for the Town of Grand Bay-Westfield.

18.    EMAIL OF AUGUST 19, 2016 FROM EDWARD & BEVERLY POWELL RE:  RECOGNITION OF GOOD WORK IN MAINTAINING TOWN PROPERTIES

Councillor Day moved to receive and file and have read the Email of   August 19, 2016 from Edward and Beverly Powell Re:  Recognition of Good Work in Maintaining Town Properties.

19.    EMAIL OF AUGUST 22, 2016 FROM STEPHANIE MCINTOSH LAWRENCE RE:  CLAYTON CLARK MEMORIAL 5K RUN/WALK/DEVELOPMENT OFFICER’S REPORT OF SEPTEMBER 7, 2016

Councillor Day moved to receive and file the Email of August 22, 2016 from Stephanie McIntosh Lawrence Re:  Clayton Clark Memorial 5K Run/Walk/Development Officer’s Report of September 7, 2016.

20.    RECREATION DIRECTOR’S REPORT OF SEPTEMBER 7, 2016 RE:  SIGN QUOTES

Councillor Day moved to approve the low quote from Design Art Signs for $33,539.75, HST included for the New Centrum Electronic Message Sign and the refurbished existing sign for the River Centre and approve Staff to proceed to installation.

21.    FIRE CHIEF’S REPORT OF SEPTEMBER 8, 2016 RE:  WATER SUPPLY

Councillor Snodgrass moved to purchase two high volume portable     pumps and accessories as per quote No. 28778 from MICMAC Fire &     Safety Source for a purchase price of $18,760.00 plus shipping and     applicable taxes.

22.    FIRE CHIEF’S REPORT OF SEPTEMBER 8, 2016 RE:  BREATHING     AIR SYSTEM

Councillor Day moved to award Tender No. FD-201601 for the supply     of one 6000 psi High Pressure Breathing Air System at a cost of     $49,490.00 plus applicable taxes and to accept trade in offer of     $4,500.00 for the existing system.

23.    LETTER OF AUGUST 8, 2016 FROM DOUG HARTFORD, P. ENG., DILLON CONSULTING RE:  DESIGNATED HIGHWAY 2016, PROJECT 16-3985, CERTIFICATE NO. 1, COMPLETION CERTIFICATE

Councillor Snodgrass moved to pay sum of $335,624.17 to Galbraith     Construction Ltd. as per the Letter of August 8, 2016 from Doug     Hartford, P. Eng., Dillon Consulting Re:  Designated Highway 2016,     Project 16-3985, Certificate No. 1, Completion Certificate.
