1.….. CALL TO ORDER – 7:30 PM

The Town of Grand Bay-Westfield Council met in a Regular Session on Monday, September 9, 2013 with Mayor Losier presiding.

2. RECORD OF ATTENDANCE

Deputy Mayor Likely, Councillor Calvin, Councillor Day, Councillor Evans, and Councillor Snodgrass were in attendance.

3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS

Councillor Day moved to approve the agenda of September 9, 2013 as presented.

Seconded by Councillor Calvin.  Carried.

6. PUBLIC PRESENTATIONS
6.1 PRESENTATION OF RCMP STATISTICAL REPORT FOR AUGUST 2013 – RCMP REPRESENTATIVE ATTENDING

Sgt. Bernard provided information to Council regarding the RCMP Statistical Report for August 2013.

Councillor Snodgrass moved to receive and file the RCMP Statistical Report for August 2013.

Seconded by Deputy Mayor Likely.  Carried.

6.2 VISUAL PRESENTATION RE:  TOWN OF GRAND BAY-WESTFIELD WEBSITE REDESIGN PROJECT – CINDY PRICE AND MARK PRIDHAM, CONSULTANTS PRESENTERS

Councillor Evans moved to continue with Town of Grand Bay-Westfield Website Redesign Project per presentation by Consultants, Cindy Price and Mark Pridham via Town Staff.

Seconded by Councillor Day.  Carried.

It was noted that Town Committees will be advised they can submit ongoing content to the Town Office for their sections of the website.

6.3 PRESENTATION RE:  TRANS CANADA TRAIL – POUL JORGENSEN, EXECUTIVE DIRECTOR, SENTIER NB TRAILS PRESENTER

Poul Jorgensen, Executive Director, Sentier, NB Trails advised NB Trails has no intentions and does not support the use of motorized vehicles along the Trans Canada Trail.  He noted that the Town has authority over the Trans Canada Trail within the Town and can make a motion that no motorized vehicles be allowed on the Town of Grand Bay-Westfield Trail.

Councillor Day moved to instruct the Recreation Director to arrange for installation of the Trans Canada Trail signage within our community subject to our municipal preferences.

Councillor Snodgrass moved to adopt the minutes of the Regular Council Meeting of August 12, 2013 as presented.

7.2 MINUTES OF FUNDY REGIONAL SERVICE COMMISSION MEETING OF JULY 9, 2013

Councillor Evans moved to receive and file minutes of the Fundy Regional Service Commission Meeting of July 9, 2013.

Seconded by Councillor Snodgrass.  Carried.

Councillor Day moved to pay Bills for Payment in the amount of $36,914.11 and Bills for Ratification in the amount of $203,584.54; Grand Total of $240,498.65.

16. DEVELOPMENT OFFICER’S MEMORANDUM OF SEPTEMBER 4, 2013 RE:  FUTURE STREETS/DEVELOPMENT OFFICER’S REPORT OF JULY 31, 2013 RE:  FUTURE STREET OFF RIDGE WAY, PID NO. 30134936, REQUEST FOR ACQUISITION BY ANDREW MURRAY – REPORT OF JULY 31, 2013 BROUGHT FORWARD FROM AUGUST 12, 2013 AGENDA

Councillor Calvin moved whereas the Town makes the distinction between street closings where it can be demonstrated that no further public use of a right-of-way may be determined, and the nature of a Future Street as defined under the Community Planning Act, where Developers are required to set aside land which otherwise could have been sold to their gain, to enable the construction of Public Streets; Future Streets are set out in the Town’s Subdivision By-law, and the Town does not intend to change the nature of Future Streets other than by conveyance as a Public Street in the eventual development of properties that would otherwise be land locked; thereby the request by Mr. Andrew Murray to acquire title to land contained in a road, street, lane alley or way as set out under Policy E005 for Future Street, PID No. 30134936 (off Ridge Way) is denied and further moved that Mr. Andrew Murray contact the Development Officer for additional information/options and explanation regarding Policy No. E005.

17. TOWN OF GRAND BAY-WESTFIELD MULTI-USE PLAY PARK COVER LETTER OF SEPTEMBER 6, 2013 WITH REVISED BUDGET AND LAYOUT PER TRACE PLANNING AND DESIGN

Councillor Snodgrass moved to proceed to tender for Phase 1 of Town of Grand Bay-Westfield Multi-Use Play Park per cover letter of September 6, 2013 and per revised budget as provided by Trace Planning and Design.

Seconded by Councillor Day.  Carried.

It was noted that Council is considering a “Name the Park” contest to identify an appropriate name for the Multi-Use Park.

18. TOWN MANAGER’S REPORT OF SEPTEMBER 3, 2013 RE:  DOG CONTROL SERVICES

Councillor Day moved to renew the Contract for Dog Control Services with Ann Savoy for a one year period from January 1, 2014 to December 31, 2014 subject to all terms and conditions of Bid No. 012D-006 for an annual contract rate of $15,000.00 plus HST plus cost of contractor’s insurance.

19. LETTER FROM RALPH THOMAS, CO-CHAIR OF THE PLANNING COMMITTEE FOR THE MANNY MCINTYRE MEMORIAL DINNER RE:  ADVERTISING AND DINNER TICKETS

Deputy Mayor Likely moved to purchase one ticket for the Manny McIntyre Memorial Dinner per letter from Ralph Thomas, Co-Chair of the Planning Committee.

20. LETTER OF AUGUST 29, 2013 FROM PRESIDENT OF THE RIVER VALLEY CHAMBER OF COMMERCE, PRESIDENT OF THE KV CHAMBER OF COMMERCE, CHAIR OF THE SAINT JOHN BOARD OF TRADE, AND PRESIDENT OF THE SAINT JOHN WEST BUSINESS ASSOCIATION RE:  SPEAK UP FOR YOUR BUSINESS COMMUNITY

Councillor Calvin moved to receive and file letter of August 29, 2013 from President of the River Valley Chamber of Commerce, President of the KV Chamber of Commerce, Chair of the Saint John Board of Trade, and President of the Saint John West Business Association Re:  Speak up for your Business Community.

21. FIRE CHIEF’S REPORT OF SEPTEMBER 3, 2013 RE:  RADIO EQUIPMENT SHED PROJECT

Councillor Evans moved to authorize the Fire Chief proceed with the replacement of the radio equipment shed and repeater by Chandler Sales and Power-Built Construction as per the lowest quotes submitted for a total cost not to exceed $16,000.00.

22. WORKS COMMISSIONER’S REPORT OF SEPTEMBER 3, 2013 RE:  DESIGNATED HIGHWAY 5 YEAR PLAN 2014 – 2018

Councillor Day moved to adopt the Town Designated Highway 5 Year Plan 2014-2018 per Works Commissioner’s report of September 9, 2013 and forward the Plan to the Department of Transportation with a copy to be provided to the River Valley Chamber of Commerce for information.

23. LETTER OF JULY 31, 2013 FROM DOUGLAS HARTFORD, P. ENG., DILLON CONSULTING RE:  STREET RESURFACING 2013 VARIOUS STREETS, 13-7676, CERTIFICATE NO. 1

Councillor Calvin moved to approve payment of Certificate No. 1 to NRB Construction in the amount of $313,078.12 per letter of July 31, 2013 from Douglas Hartford, P. Eng., Dillon Consulting Re:  Street Resurfacing 2013 Various Streets, 13-7676.

Seconded by Councillor Evans.  Carried.
