PAC Minutes – April 17, 2001

The regular meeting of the Grand Bay-Westfield Planning Advisory Committee was held Tuesday, April 17, 2001 in Room “A”, 609 River Valley Drive.   Chairman, Larry Chapman conducted the meeting and called the meeting to order at 7:03 p.m.
1. RECORD OF ATTENDANCE
All Members were present with the exception of Bill McCann, who informed the Committee the previous meeting that he would be away.
2. PLANNING ADVISORY COMMITTEE MINUTES OF APRIL 2, 2001
“…Ralph Stevens moved to accept as presented the April 2, 2001 Planning Advisory Committee Minutes….”
Motion seconded by Michael Hare.  Carried.
3. REGULAR COUNCIL MINUTES OF MARCH 26, 2001
“…Mel Steffens moved to receive and file the March 26, 2001 Regular Council Minutes….”
Motion seconded by Deputy Mayor Black.  Carried.
4. CHAIRMAN’S REMARKS

  • The Development Officer reported with regard to an appeal pending      through the New Brunswick Planning Appeal Board made by Donald Hutchinson as the result of Council’s decision regarding his Application made to P.A.C. in September 2000, in which P.A.C. granted a Variance and recommendation to Council.
  • The Chairman recommended an amendment be made to No. 12 of  P.A.C. Duties of the Secretary, to include appropriate wording for  deadline for the preparation of the order of business with regard to holidays, and requested that the Development Officer do up the  appropriate wording.

5. DECLARATION OF CONFLICT OF INTEREST
No conflict of interest declared.
6. DEVELOPMENT OFFICER’S MEMO DATED APRIL 9, 2001 RE:  PAC RULES OF PROCEDURE – NOTIFICATION TO RESIDENTS
The Development Officer handed out a copy of Section 36 of the Community Planning Act pertaining to notification to land owners with regard to a  request to permit a proposed use or variance to P.A.C.
Following the discussion, it was the consensus of the Committee that a sign would not be appropriate and that P.A.C. continue on with the present notification by letter to surrounding property owners, as the means of identifying a property owner under consideration for a variance.

7. DEVELOPMENT OFFICER’S  MEMO DATED APRIL 9, 2001 RE:   DEVELOPMENT STATISTICS

Motion seconded by Michael Hare.  Carried.
8. DEVELOPMENT OFFICER’S MEMO DATED APRIL 10, 2001 RE:   MUNICIPAL PLAN BY-LAW & ZONING BY-LAW REVIEW
The Development Officer informed the Committee that the contract for the Planning Consultant with regard to the Municipal Plan By-law and Zoning By-law Review has been awarded to SGE Group Inc..  He advised that a copy of their submission in response to the Request for Proposals will be made available next meeting.
