The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, April 7, 2008 at 8:07 p.m. with Chairman, Ralph Stevens presiding.

APPLICATION FOR VARIANCE & RECOMMENDATION TO COUNCIL RE:  TENTATIVE SUBDIVISION PLAN AMENDMENT, ANGLICAN PARISH OF THE NEREPIS & ST. JOHN – 327 RIVER VALLEY DRIVE
(A) REPORT FROM DEVELOPMENT OFFICER DATED APRIL 4/08   Andrew Logan and Associates were present representing the Anglican Parish.  Mr. Logan informed the Committee that they had nothing further to add to the Application, but were present to answer any questions.
There was no one else present speaking in favor of or against this Application.
1. “…moved by Linda Estabrooks that the Planning Advisory Committee grant the following variance to the Town’s Subdivision By-law, Town of Grand Bay-Westfield By-law No. 102, for the creation of a new Public Street, to be created out of PID No. 00222976 as shown on the Tentative Subdivision Plan, Donna & Ian Silliker and Am-Can Enterprises Ltd. Subdivision, as prepared by Hughes Surveys & Consultants Inc. dated May 17, 2007; under Section 9.2.2.2(b)(i), grant a variance of 29.88 m to reduce the required frontage from 50 m to 20.12 m, permitting Tentative Subdivision Approval to be granted subject to:
a) review of the Preliminary Street design including the connections to existing town sanitary and storm sewers and street intersection design at River Valley Drive for recommendation to Council from the Town Engineer for the design;
b) and also subject to the following general conditions:
i) recording of NB Power/Aliant Utility Easements on the Final Subdivision Plan;
ii) approval of Subdivision Developer’s Agreement prior to final approval of the Plan;
iii) issuance of a Building Permit to be subject to the completion of a Subdivision Developers Agreement with the Town….”
2. “…moved that the Planning Advisory Committee approve of the name of the proposed street name as Macdonald Avenue as reserved by NB 911 and recommend to Council to assent to the name on the Final Subdivision Plan….”

8. APPLICATION FOR VARIANCE RE:  AARON & JULIANN BREEN – 15 COUNTRY CLUB DRIVE
(A) REPORT FROM DEVELOPMENT OFFICER DATED APRIL 3/08
Applicant, Aaron Breen was present and advised that he had nothing further to add to his Application.
There was no one else present speaking in favor of or against this Application.
“…moved by Jim Burke that the Planning Advisory Committee approve the following variances to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 101, for the construction of a single family dwelling, to be located at 15 Country Club Drive, PID No. 30100762:   a) under Section 8.1.7, grant a variance of 1.05 m to reduce the minimum height of top of foundation in relation to the centre line grade of the street from 0.75 m above the street to 0.305 m below the street….”
Seconded by Ron Daigle.  Carried.
9. APPLICATION FOR VARIANCE RE: CHRIS MCBRIDE – 34 WOOLASTOOK DRIVE
(A) REPORT FROM DEVELOPMENT OFFICER DATED APRIL 3/08
Applicant Chris McBride was present and advised the Committee that he wishes to construct a storage shed 12 ft x 16 ft at the front of his property to store a motorcycle and car, stating that this was his only option for placement.
The Committee informed Mr. McBride that his Application did not provide sufficient information, as the drawing he submitted did not depict exactly what he is planning to build and where, therefore a decision could not be made.
Mr. McBride stated that new survey has been done and that his lawyer was to have forwarded a copy to the Town a week ago.
The Development Officer advised that he was not in receipt of this information.
There was no one else present speaking in favor of this Application.
The following residents were present speaking against this Application:
Stacey Brown and mother, Heather Brown – 33 Woolastook Drive
* they reside directly across the street from the Applicant;
* had concerns as what type of structure was being proposed;
* do not want their view obstructed.
“…moved that the Planning Advisory Committee Table this Application until the next meeting to be held Monday, April 21, 2008, and that the Applicant submit a detailed site plan of the property with  dimensions locating the proposed building, along with scaled drawings of the building you are proposing to build …”
Seconded by James Evans.  Carried.
