The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Tuesday, August 3, 2004 at 8:06 p.m. with Chairman, Larry Chapman presiding.

PLANNING ADVISORY COMMITTEE MINUTES OF JULY 19, 2004
“…moved by Mel Steffens to accept as presented the July 19, 2004 Planning Advisory Committee Minutes….”
Seconded by Jim Burke.  Carried.
4. CHAIRMAN’S REMARKS
The Chairman advised that due to the fact the Development Officer will be away on vacation for the next meeting, PAC consider canceling the regular scheduled PAC meeting of August 16, 2004,

DEVELOPOMENT OFFICER’S MEMO DATED JULY 27, 2004 RE: TENTATIVE SUBDIVISION APPROVAL PANARAMIC ESTATES SUBDIVISIN, PHASE 3
There was no one present with regard to this Application.
“…moved by Andrew Shaw to grant approvals as previously granted by the  Committee and recommend to Council to reconsider the previous recommendations provided from the Planning Advisory Committee concerning street design and Land for Public Purposes for Tentative Subdivision Plan, Panoramic Estates Subdivision Phase 3, as prepared by Kierstead Quigley& Roberts Ltd., plan dated August 15, 2003….”
Seconded by Ralph Stevens.  Carried.
7. TENTATIVE SUBDIVISION PLAN RE:  JAMES HALL, HOMESTEAD SUBDIVISION, LOT 3, BLOCK G
(A) DEVELOPMENT OFFICER’S REPORT DATED JULY 29, 2004
There was no one present with regard to this Application.
“…moved by Ralph Stevens that the Planning Advisory Committee recommend to Council the acceptance of $64.03 (cash, money order or certified cheque) as money in lieu of Land for Public Purposes, for the approval of 1 new residential building lot to be created on Murray Street as shown on Tentative Subdivision Plan, Homestead Subdivision, Lot 3, as prepared by Kierstead Quigley & Roberts, dated July 29, 2004, subject to:
a) final Subdivision Plan recording any Utility easements required by the NB Power; b) final Subdivision Plan is provided a Key Plan; c) meeting  the Department of Health and Department of Environment&   Local government guidelines for     the provision of adequate water quality and quantity, meeting the Canadian Drinking Water Guidelines for     the development of this lot, prior to Tentative Approval being granted by the Development Officer….”
Seconded by Mel Steffens.  Carried.
8. APPLICATION FOR DISCRETIONARY USE RE: GARY & JAN SEELY – 35 MURAY STREET
(A) DEVELOPMENT OFFICER’S REPORT DATED JULY 28, 2004
Applicant, Jan Seely and employee Mary Guimond were present.
Mrs. Seely advised the Committee of the following:

  • this Application is to open a new Special Care Home;
  • she and her husband currently own and have operated Seely Lodge     Special Care Home for the past 8 years;
  • her current home is licensed by the Province of N. B. and is assessed each year;
  • she has a waiting list of 17 and this newly proposed home will house 12 new residents;
  • she has a well trained staff on duty 24 hours a day and this new facility  will provide employment to 12 new people in the area;
  • the proposed new residence will be approximately 2200 sq. ft., built on one level and will have sprinkler and alarm systems installed;
  • there will be a utility building attached to the main building to house water pumps, etc.
  • she has spoken with and was well received by the operators of the neighboring Kiwanis Lodge Senior Home;
  • she has received three letters of support from community members.

Copies were made of the three letters of support and given to each Committee Member, as follows:
1) Charlotte Fowler – 11 Brookdale Avenue, Grand Bay-Westfield 2) Barb & Sterling Huskins – 76 Stevens Road, Saint John 3) Rev. David McElhinney – River Valley Wesleyan Church
“…moved by Ralph Stevens that the Planning Advisory Committee approve the proposed Group Home Use as proposed for new 10 bedroom unit, permanently staffed Senior Care Home to be operated by Seely Lodge Inc., and located at 35 Murray Street, PID No. 00466672 subject to: a) Department of Health and Community Services approvals; b) completion of Subdivision Application for new lot; c)  with a  minimum of 9 parking spaces (including Handicap accessible spaces)….”
Seconded by Jim Burke.  Carried.
