PAC Minutes – December 2, 2002

The regular meeting of the Grand Bay-Westfield Planning Advisory Committee was held Monday, December 2, 2002 in Room “A”, 609 River Valley Drive.   Chairman, Larry Chapman conducted the meeting and called the meeting to order at 7:04 p.m.
1. RECORD OF ATTENDANCE
All Members were present with the exception of Andrew Shaw.
2. PLANNING ADVISORY COMMITTEE MINUTES OF NOVEMBER 18, 2002
“…moved by Ralph Stevens to accept as amended the November 18, 2002 Planning Advisory Committee Minutes….”
Motion seconded by Mel Steffens.  Carried.
3.  REGULAR COUNCIL MINUTES OF NOVEMBER 12, 2002
“…moved by Cllr. Little to receive and file the Regular Council Minutes of November 12, 2002….”
Motion seconded by James Evans.  Carried.
4.  CHAIRMAN’S REMARKS
Honorarium cheques were given out to the Committee Members for meetings attended in 2002.  The Chairman advised that they have been paid up to and including the next meeting.
5. DECLARATION OF CONFLICT OF INTEREST
No conflict declared.
6. LETTER FROM MICHAEL HARE DATED NOVEMBER 25, 2002   RE:  RESIGNATION
“…moved by Ralph Stevens that the Planning Advisory Committee with regret, accepts Michael Hare’s letter of resignation and that Council be informed of the vacancy….”
Motion seconded by Mel Steffens.  Carried.
7. LETTER FROM DIANNE & WAYNE CHAPMAN/CLIFFFORD & MARY SHAW/STEVEN CHAPMAN DATED NOVEMBER 18, 2002  RE:  PANORAMIC ESTATES PHASE 2 & 3 – TENTATIVE SUBDIVISON PLANS
Following a brief discussion, the following motion was made:
“…moved by Ralph Stevens that the Planning Advisory Committee receive and file letter from Dianne & Wayne Chapman/Clifford & Mary Shaw/Steven Chapman dated November 18, 2002 Re:  Panoramic Estates Phase 2 & 3 – Tentative Subdivision Plans….”
Motion seconded by Mel Steffens.  Carried with one Nay Vote.
8. DEVELOPMENT OFFICER’S REPORT DATED NOVEMBER 27, 2002  RE: APPLICATION FOR TEMPORARY USE PERMIT NEIGHBOURHOOD THEATRE CO., C/O MARILYN PATSTONE – 147 NEREPIS ROAD
A discussion was held in Closed Session regarding Application for Temporary Use Permit for temporary signage for fund raisers/special events.
Following the discussion, the following motion was made:
“…moved by Ralph Stevens that the Planning Advisory Committee grant a Temporary Use Permit for the Westfield School and Neighbourhood Theatre Company to place T-1 temporary low level signs on property located at 147 Nerepis Road, PID No. 00229161 subject to:
a) conditions set out under section 70 of the Town’s Zoning By-law, Division I and approval by the Development Officer for each application for such signage;
b) the termination of the development (temporary signage) is required after a maximum of 14 days for each signage permit that is issued, to a maximum of 6 times during the one-year period.
Pursuant to Section 4(2), Division II of the Town’s By-law No. 16, Town of Grand Bay-Westfield Zoning By-law, authorization for the development described above (temporary use) is hereby granted for the period of one year beginning December 2, 2002.  At the end of each authorized period (temporary signage), you (the Westfield School and or Neighbourhood Theatre Co.) are hereby required to terminate or remove the development (temporary signage) hereby authorized….”
Motion seconded by James Evans.  Carried.
9. ADJOURNMENT
Ralph Stevens moved to adjourn at 7:24 p.m.
Seconded by Cllr. Little.  Carried.
