PAC Minutes – February 15, 1999

The regular meeting of the Town of Grand Bay-Westfield Planning Advisory Committee was held Monday, February 15, 1999 at 7:00 p.m. in Room “A”.  Chairman, Larry Chapman conducted the meeting and called the meeting to order at 7:03 p.m.
1.RECORD OF ATTENDANCE
All Members were present.
2. P.A.C. MINUTES OF FEBRUARY 15, 1999
It was moved by Mel Steffens and seconded by Ralph Stevens to accept as presented the February 1, 1999 P.A.C. Minutes.
Motion carried.
3. COUNCIL MINUTES OF JANUARY 25, 1999
It was moved by Ralph Stevens and seconded by Bill McCann to receive and file the January 25, 1999 Council Meeting Minutes.
Motion carried.
4. CHAIRMAN’S REMARKS
The Chairman requested that a Proposal from Deputy Mayor Black Re:  Excavation of    Residential lots be added to the Agenda.
It was moved by Philip Kelly and seconded Mel Steffens that Deputy Mayor Black’s Proposal be added to the Agenda as Item No. 7(c).  Motion carried.
5. DECLARATION OF CONFLICT OF INTEREST
No conflict of interest declared.
6.  MEMO FROM TOWN-MANAGER DATED JANUARY 19, 1999 RE: 1999 GENERAL OPERATING BUDGET
It was moved by Ralph Stevens and seconded by Bill McCann to receive and file the above  memo.
Motion carried.
7. FOR INFORMATION ONLY: RESOURCE CENTRE NEWSLETTER RE: CHARGES FOR AT-HOME BUSINESS
It was moved by Ralph Stevens and seconded by Deputy Mayor Black to receive and file the above information.
Motion carried.
8. (A) FURTHER REVIEW OF DRAFT ZONING BY-LAW NO. 215
(B) REPORT FROM IRVIN T. BRUHIER DATED JANUARY 13, 1999 RE: ZONING BY-LAW PROVISIONS – BUILDING COMPLETION
(C) DEPUTY MAYOR BLACK’S  PROPOSAL RE: EXCAVATION OF LAND
(A) FURTHER REVIEW OF DRAFT ZONING BY-LAW NO. 215
(C) DEPUTY MAYOR BLACK’S PROPOSAL  RE:  EXCAVATION OF LAND
Deputy Mayor Black’s recommendations regarding Section 14 and 16 – Landfill of Sand and Gravel were reviewed.    It was moved by Bill McCann and seconded by Ralph Stevens that the Development Officer contact other municipalities to assist us regarding Section 14.1.2 – Excavation of Material, and that Section 16 of By-law No. 215 be tabled until the requested information is received.  Motion carried.
(B) ZONING BY-LAW PROVISIONS – BUILDING COMPLETION
Mr. Bruhier’s Draft was reviewed with amendments made.  It was moved by Philip Kelly and seconded by Bill McCann that Draft Section 4.12 – Completion of Buildings be incorporated into Zoning By-law No. 215, as per Mr. Bruhier’s amended Draft..  Motion carried.
9. REVIEW OF FOLLOWING DRAFTS
(A) CONDITIONAL USE
(B) SECTION 39 AMENDMENTS
(C) GUIDE TO HOME OCCUPATIONS
(A) CONDITIONAL USE
Upon review of the Draft Information Package for Conditional Use, the Development Officer recommended that this information be scraped as it is never used.   It was moved by Ralph Steven’s and seconded by Philip Kelly that Conditional Use be deleted from the list of information packages to be done up and given out to the residents.
Motion carried.
(B) SECTION 39 AMENDMENTS
The Development Officer also recommended that this Draft Information Package regarding Section 39  Amendments also be scraped in favor of the present rezoning process.  It was moved by Ralph Stevens and seconded by Bill McCann that this information also be deleted from the list of information packages to be done up.
Motion carried.
9.(C) GUIDE TO HOME OCCUPATIONS
The above Draft was reviewed and amendments made.  It was moved by Ralph Stevens and seconded by Philip Kelly to adopt the Draft – Guide to Home Occupations as amended.
Motion carried.
10. ADJOURNMENT
Ralph Stevens moved adjournment at 8:40 p.m.
