PAC Minutes – February 18, 2002

The regular meeting of the Grand Bay-Westfield Planning Advisory Committee was held Monday, February 18, 2002 in Room “A”, 609 River Valley Drive.   Chairman, Larry Chapman conducted the meeting and called the meeting to order at 7:05 p.m.

2. PLANNING ADVISORY COMMITTEE MINUTES OF JANUARY 21, 2002

Motion seconded by Michael Hare.  Carried.
3. (A) REGULAR COUNCIL MINUTES OF JANUARY 14, 2002

Motion seconded by Tony Ratchford.  Carried.

6. DEVELOPMENT OFFICERS REPORT OF FEBRUARY 14, 2002 RE:   TEMPORARY USE PERMIT WESTFIELD UNITED CHURCH – 133 NEREPIS ROAD
6. (A) ONE WRITTEN REPLY RECEIVED
A discussion was held in Closed Session regarding a Temporary Use Permit Application from the Westfield United Church for temporary signage.
The Development Officer reported this is application is similar to previous years. He further advised that one reply was received from a surrounding property owner stating no objection to the above application.
It was also noted that no one was expected to attend the meeting this evening regarding this item.
The following motion was then made:
“…moved by Michael Hare that the Planning Advisory Committee grant a Temporary Use Permit for the Westfield United Church to place T-1 temporary low level signs on property located at 133 Nerepis Road, PID No. 00229187 subject to:
a)  conditions set out under section 70 of the Town’s Zoning By-law, Division I and approval by the Development Officer for each application for such signage;
b)  the termination of the development (temporary signage) is required after a maximum of 14 days for each signage permit that is issued, to a maximum of 6 times during the year 2002; and
pursuant to Section 4(2), Division II of the Town’s By-law No. 16, Town of Grand Bay-Westfield Zoning By-law, authorization for the development described above (temporary use) is hereby granted for the period beginning February 20, 2002 and expiring on December 31, 2002.  At the end of each authorized period (temporary signage), you (the Westfield United Church) are hereby required to terminate or remove the development (temporary signage) hereby authorized … .”
Motion seconded by Ralph Stevens.  Carried.
7. DEVELOPMENT OFFICER’S REPORT OF FEBRUARY 14, 2002, RE:  TEMPORARY USE PERMIT GRAND BAY HOME HARDWARE – 277/279 RIVER VALLEY DR.
7. (A) ONE WRITTEN REPLY RECEIVED
A Closed Session discussion was held regarding an application made by Grand Bay Home Hardware for a Temporary Use Permit to erect a temporary structure.
One letter was received from a surrounding property owner stating no objection to this Application.
The Secretary advised that the Applicants are away and would not be attending but had indicated that their son, John Jarvis might be present.
The Committee agreed to have the Secretary telephone Mr. Jarvis and request if he wished to provide any further information to the application. Mr. Jarvis advised that he had nothing further to add to the application and he agreed to having the Committee consider the application in his absence.
The following motion was then made:
“…moved by Michael Hare that the Planning Advisory Committee grant a Temporary Use Permit to Donald G. Myles Ltd., for the erection of a temporary structure to be used as a Garden Centre between May 1, 2002 and August 1, 2002, to be located in the parking lot located at 277/279 River Valley Drive, PID Nos. 00219089/00090266/00090258, subject t0:
a)  the area proposed for the Temporary Use is to be limited to a total of 56 m²;
b)  no more than four permanent parking spaces are to be lost in the location of the Temporary Use;
c)   with consent of St. John Anglican Church, the Grand Bay Home Hardware staff parking is to be limited to the Church property during the authorized period; and
pursuant to section 5 (2) of the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 16, Division I, authorization for the development described above (Garden Centre) is hereby granted for the temporary period beginning May 1, 2002 and expiring on August 1, 2002; at the end of the authorized period you (Donald G. Myles Ltd.) are hereby required to terminate or remove the development hereby authorized….”
Motion seconded by Mel Steffens.  Carried.
