PAC Minutes – February 2, 1998
The regular meeting of the Town of Grand Bay-Westfield Planning Advisory Committee was held Monday, February 2, 1998 at 7:00 p.m. in Room “A”. Chairman, Larry Chapman called the meeting to order at 7:10 p.m.
1. RECORD OF ATTENDANCE
All members were present. Acting Development Officer, Bruce Gault was also in attendance.
2. GRAND BAY-WESTFIELD P.A.C. MINUTES OF JAN. 19/98
It was moved by Phillip Kelly and seconded by Ralph Stevens to adopt as presented the January 19, 1998 Grand Bay-Westfield P.A.C. Minutes.
3. GRAND BAY-WESTFIELD COUNCIL MINUTES OF JAN. 12/98
It was moved by Deputy Mayor Black and seconded by Mel Steffens to receive and file the January 12, 1998 Grand Bay-Westfield Council Minutes.
4. CHAIRMAN’S REMARKS
The Village of Westfield By-law Binders were given out to the members. Also included, were four new Grand Bay-Westfield By-laws.
5. DECLARATION OF CONFLICT OF INTEREST
No conflict declared.
6. ITEM TABLED JANUARY 19, 1998 MEETING RE: APPLICATION FOR SPECIAL FACILITY LICENSE B-HIVE BOWLING CENTRE-275 RIVER VALLEY DRIVE
(A) LETTER FROM NEIGHBOUR DATED JAN. 28/98
One letter from concerned neighbours Edgar and Margaret Wheelock was received, stating objection to the above Application for a Special Facility License. Al Pelletier of B-Hive Bowling Centre was present at 8:00 p.m.
It was moved by Phillip Kelly and seconded by Ralph Stevens that P.A.C. approve the Special Facility License for B-Hive Bowling Centre, 275 River Valley Drive, and instruct the Development Officer to issue a letter to the Applicant, pursuant to Section 37.2(c) and 37.2(d) of the Zoning By-law. Motion carried.
7. APPLICATION TO EXCAVATE LAND RE: KEEL CONSTRUCTION LTD. BALLENTINE GRAVEL PIT, WESTFIELD
A Closed Session discussion was held regarding the above Application for a Gravel Pit Permit. It was determined that there was insufficient information provided in the initial Application to enable the Committee to render a decision on the matter. The Development Officer informed the Committee that he was unable to obtain any past records at the Westfield Office regarding the operation of the above gravel pit. The Members then referred to the Westfield Zoning By-law, in particular an Amendment pertaining to Excavation of Land, Section 5 (5) (a to h).
Paul and Peter Hobart of Keel Constsruction were present for discussion at 8:00 p.m., regarding their Application to Excavate Land at this particular gravel pit. They were advised of the lack of information provided to the Committee and that although this gravel pit has been in operation since 1975, the lot has changed and the Committee is looking at this as a new Application with pertinent information required to be submitted, pursuant to Westfifeld Zoning By-law Amendment, Section 5(5) (a to h). They informed the Committee that they assumed the Development Officer had received all the past history regarding the gravel pit in question, as they obtained a permit each year from the Village of Westfield to carry on their operation.
A copy of the Westfield Zoning By-law was given to Paul Hobart. The Development Officer then read Section 5(5) (a to h) to both Paul and Peter Hobart, which outlined in detail the information required when an Excavation Permit or a Renewal is made. Mr. Hobart advised that to their knowledge, they have copies of the required information at their office and if not, they could obtain a copy from the surveyor. The Chairman then requested that they submit this information to the Development Officer as soon as possible.
It was moved by Mel Steffens and seconded by John Sabean that P.A.C. table this item until the February 16, 1998 meeting, when the Committee will once again address the matter.
Paul and Peter Hobart were invited back to the February 16, 1998 meeting.
Phillip Kelly moved adjournment at 8:30 p.m.
