PAC Minutes – February 7, 2000
The regular meeting of the Town of Grand Bay-Westfield Planning Advisory Committee was held Monday, February 7, 2000 at 7:00 p.m. in Room “A”. Chairman, Larry Chapman conducted the meeting and called the meeting to order at 7:03 p.m.
For the record, the January 17, 2000 meeting was canceled due to the weather, and all Agenda items for that meeting were brought forward to the February 7th meeting.

4. CHAIRMAN’S REMARKS
The Chairman read a Thank You Card received from Betty and James Evans expressing their appreciation for the Sympathy Card they received from P.A.C. on the recent death of their loved one.
An up-dated Committee List was given out to each Member.
5. DECLARATION OF CONFLICT OF INTEREST
(a) SECTION 90.1 OF MUNICIPALITIES ACT – CONFLICT OF INTEREST
(b) DISCLOSURE OF CONFLICT OF INTEREST
No Conflict of Interest was declared.
A short discussion was held regarding the proper procedures to follow in the event a Member declares a Conflict of Interest.
6. MEMO FROM TOWN MANAGER DATED JANUARY 10, 2000 RE: 2000 GENERAL OPERATING BUDGET

7. DEVELOPMENT OFFICER’S REPORT DATED JANUARY 10, 2000 RE: REQUEST FOR HOME OCCUPATION/VARIANCE DEBBIE MCHUGH – 43 LACROIX DRIVE
A discussion was held in Closed Session regarding the above Application for a Variance to Division 11, Zoning By-law No. 16, Section 39 (1) to conduct a Home Occupation as a Registered Massage Therapist, similar to other recognized professions. The Development Officer informed the Committee that Debbie McHugh contacted the Village of Westfifeld in 1996, however, nothing official was submitted. The Development Officer advised that letters were sent out to the surrounding property owners, with no replies received.
Applicant, Debbie McHugh was not present during the Open Session when the following motion was made:
“…it was moved by Ralph Stevens and seconded by Deputy Mayor Black that P.A.C. concurs with Staff Recommendations to grant a Variance per Section 35(a) of the Community Planning Act to Debbie Lynn McHugh, to conduct a Home Occupation in the main building located at 43 Lacroix Drive as a Registered Massage Therapist, subject to conditions imposed by Section 39, Subsection (2) (a) – (h) of the Grand Bay-Westfield Zoning By-law No. 16, Division II….”
8. DEVELOPMENT OFFICER’S REPORT DATED FEBRUARY 4, 2000 RE: TEMPORARY USE PERMIT WESTFIELD HOME & SCHOOL ASSOCIATION – 150 NEREPIS ROAD
A Closed Session discussion was held regarding the above Application to erect a temporary sign advertising Winter Carnival at Westfield Elementray School. The Development Officer reminded the Committee of the new Policy Council has recently adopted regarding the use of Temporary Signs in the former Westfield portion of the Town. In this instance, it was unanimous that the Committee waive notifying the surrounding property owners.
Patricia Sellars, President of the Westfield Home & School Association was present during the Open Session and informed the Committee that the majority of events held by the Home & School are for fund raisers and that the signs are only up for one week prior to each event. Ms. Sellars was advised of the new Town Policy, whereby they would be allowed to make application to erect temporary signs for a maximum of 6 times during the year.
The following motion was then made:
“…it was moved by Bill McCann and seconded by Ralph Stevens that P.A.C. grant a Temporary Use Permit for the Westfield Home and School Association to place temporary T-1 signs, as set out under Section 70 of the Zoning By-law, Division I, to a maximum of 6 times during the year 2000, with each sign erected for a maximum of 14 days on Town owned property located at 150 Nerepis Road, and that the Development Officer be notified each time a sign is to be erected so that he may approve its location…..”
9. UP-DATE OF BY-LAWS AND REVISIONS
The Development Officer led the Committee through the By-laws and Revisions, in order for the Members to up-date their By-law Binder and determine if what they had in their binders was correct, and what was missing. The Secretary kept a record for the Members and will make the appropriate copies for each.
“…it was moved by Ralph Stevens and seconded by Jim Evans that the Development Officer bring back to the Committee, an Index clarifying what Grand Bay By-laws and Westfield By-laws are still in effect….”
Ralph Stevens moved to adjourn at 8:15 p.m.
