CALL TO ORDER
The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, January 18, 2010 at 7:58 p.m. with Chairman, Ralph Stevens presiding.

ELECTION OF OFFICERS FOR CHAIR& VICE-CHAIR FOR 2010
Cllr. Bev Day took the Chair during Election of Officers.
* Cllr. Day called three times for nominations for Chair, with one nomination received as follows:
* “…moved by Chyann Kirby and seconded by Jim Burke to nominate Ralph Stevens for the office of Chair of the Grand Bay-Westfield Planning Advisory Committee for 2010….”
Ralph agreed to let his nomination stand and was elected to the office of Chair of the Grand Bay-Westfield Planning Advisory Committee for 2010.
* Cllr. Day called three times for nominations for Vice-Chair, with one nomination received as follows:
“…moved by Jim Burke and seconded by Chyann Kirby to nominate Linda Estabrooks for the office of Vice-Chair of the Grand Bay-Westfield Planning Advisory Committee for 2010….”
Linda greed to let her name stand and was elected to the office of Vice-Chair of the Grand Bay-Westfield Planning Advisory Committee for 2010.
Chair, Ralph Stevens then resumed the Chair.

DEVELOPMENT OFFICER’S MEMO OF JANUARY 13, 2010 RE: INDEX LIST OF PAC ITEMS FOR 2009

APPLICATION FOR SUBDIVISION APPROVAL  RE: COLONIAL HEIGHTS SUBDIVISION, OFF JUNE AVENUE (A) DEVELOPMENT OFFICER’S REPORT OF JANUARY 14, 2010
Applicant, Dean Price was present and addressed the Committee as follows:
* Mr. Price referred to drawings for the long term plan, depicting  the street in to a short cul-de-sac;
* this is just Phase 1 of the proposed subdivision;
* the access road will be a 4-way intersection, connecting to the adjacent subdivision;
* the sanitary sewage system will run across to June Avenue;
* a coordinating plan is needed with Sam Maguire of Panoramic Estates,
* he indicated changes need to be made to Panoramic Estates Subdivision in order for the two subdivisions to tie in together and work better.             The Committee questioned Mr. Price as to whether or not there has been any dialogue between him and Sam Maguire and also concerns regarding water running from the subdivision down onto Woolatook Drive, thereby adding to the flow that already exists.
Mr. Price then replied that he has not spoken with Mr. Maguire, however, the present property owner has spoken with him.  Regarding the water run off onto Woolastook Drive, he advised that to his knowledge, the water runs in a natural course into a swampy area and that at present, a large culvert pipe runs across Woolastook Drive.  However, a detailed investigation needs to be conducted.
There was no one present speaking in favor or against this Application.
Mr. Miller Morrell of 113 Woolastook Drive was in attendance advising that he was not in favor or against the Application, however expressed his concerns with regard to any increased water flow on to his property.   He advised that a drainage pipe does run under the road and that he has worked with the Town over the years with regard to proper drainage, and agreed that a more detailed storm drainage study needs to be done.
Mr. Price then stated that he will do whatever is needed to reduce the impact of storm water.

APPLICATION FOR SUBDIVISION APPROVAL RE: PANORAMIC ESTATES SUBDIVISION, PHASE 6
(A) DEVELOPMENT OFFICER’S REPORT OF JANUARY 14, 2010
There was no one present speaking in favor of or against this Application.
“…moved by Jim Burke that the Planning Advisory Committee TABLE the application until receipt and review of the Preliminary Street Design and Water Quantity Analysis Report, and further input from the adjacent property owner for the the serviceability needs of PID No. 218768….”
Seconded by Chyann Kirby.  Carried.
