The Town of Grand Bay-Westfield Planning Advisory Committee met for a regular meeting on Monday, January 5, 2004 at 8:02 p.m. with Chairman, Larry Chapman presiding.

3. PLANNING ADVISORY COMMITTEE MINUTES OF DECEMBER 1, 2003
“…moved by Jim Burke to accept as presented the December 1, 2003 Planning Advisory Committee Minutes….”
Seconded by Cllr. Little.  Carried.
4. REGULAR COUNCIL MINUTES OF NOVEMBER 24, 2003
“…moved by Ralph Stevens to receive and file Regular Council Minutes of November 24, 2003 ….”
Seconded by Mel Steffens.  Carried.

No Remarks.
5. (b) DECLARATION OF CONFILCT OF INTEREST
Andrew Shaw declared a conflict of interest on Item No. 8.
6. ELECTION OF OFFICERS FOR 2004
During the Election of Officers, Cllr. Little assumed the chair.
– Cllr. Little called three times for nominations for Chairman, with one nomination received as follows:
“…moved by Ralph Stevens and seconded by Jim Burke to nominate Larry Chapman for office of Chairman of the Grand Bay-Westfield Planning Advisory Committee for 2004….”
Larry agreed to let his name stand and was acclaimed Chairman of the Grand Bay-Westfield Planning Advisory Committee for 2004.
– Cllr. Little called three times for nominations for Vice-Chairman, with one nomination received as follows:
“…moved by Andrew Shaw and seconded by Larry Chapman to  nominate Ralph Stevens for office of Vice-Chairman of the Grand Bay-Westfield Planning Advisory Committee for 2004….”
Ralph agreed to let his name stand and was acclaimed Vice-Chairman of the Grand Bay-Westfield Planning Advisory Committee for 2004.
Chairman, Larry Chapman then resumed the Chair.

DEVELOPMENT OFFICER’S MEMO DATED DECEMBER 19, 2003 RE: COURT OF QUEEN’S BENCH, TOWN OF GRAND BAY-WESTFIELD VS COLLEEN & JOHN LEGGETT
“…moved by Ralph Stevens to receive and file Development Officer’s Memo dated December 19, 2003 Re:  Court of Queen’s Bench, Town of Grand Bay-Westfield Vs Colleen & John Leggett….”
Seconded by Mel Steffens.  Carried.
8. DEVELOPMENT OFFICER’S REPORT DATED DECEMBER 29, 2003 RE: APPLICATION FOR VARIANCE J. ANDREW SHAW – 4 ALLAN STREET
Andrew Shaw departed the meeting room during the discussion and sat in the public seating area while this item was being addressed.
Applicant, Andrew Shaw advised the Committee that he had nothing further to add to his Application.
Steve and Cherie English of 135 Woolastook Drive were present speaking in favor of this Application.
There was no one present speaking in opposition to this Application.
The following motion was then made:
“…moved by Ralph Stevens that the Planning Advisory Committee grant the Request for Variance to the Town’s Zoning By-law, Town of Grand Bay-Westfield By-law No. 101, to allow for fencing exceeding the maximum allowable height to be located at 4 Allan Street, PID No. 30174650, a) under section 5.9.3 (a), grant a variance of 0.9 m to the maximum height of fencing in a residential area to be increased from 1.5 m to 2.4 m as per the site plan as presented …”
Seconded by James Evans.  Carried.
