PAC Minutes – July 2, 2002

The regular meeting of the Grand Bay-Westfield Planning Advisory Committee was held Tuesday, July 2, 2002 in Room “A”, 609 River Valley Drive.   Chairman, Larry Chapman conducted the meeting and called the meeting to order at 7:00 p.m.

2. PLANNING ADVISORY COMMITTEE MINUTES OF JUNE 17, 2002
“…moved by Mel Steffens to accept as amended the June 17, 2002 Planning Advisory Committee Minutes….”
Motion seconded by James Evans.  Carried.
3. REGULAR COUNCIL MINUTES OF JUNE 19, 2002
“…moved by Ralph Stevens to receive and file the Regular Council Minutes of June 19, 2002….”
Motion seconded by Andrew Shaw.  Carried.

5. DECLARATION OF CONFLICT OF INTEREST
No conflicts declared.
6. TELEPHONE POLL CONDUTED JUNE 24, 2002 RE:  REQUEST FOR VARIANCE DUANE BENSON – 210 HIGHLAND ROAD
“…moved by Cllr. Little that the Planning Advisory Committee ratify Telephone Poll conducted June 24th, 2002,  Re:  Request for Variance – Duane Benson, 210 Highland Road….”
Motion seconded by Andrew Shaw.  Carried.
7.  DEVELOPMENT OFFICER’S REPORT DATED JUNE 26, 2002 RE:   REQUEST FOR VARIANCE – WESTFIELD UNITED CHURCH C/O BEN FANJOY –  133 NEREPIS ROAD
A discussion was held in Closed Session regarding a Request for Variance to erect a handicap wheel chair ramp, requiring a variance to the side yard set back.
Cllr. Litte reported that upon speaking with adjacent neighbour, Marilyn Patstone, she advised that she is in favor of the proposal.  The Development Officer reported that he received a telephone call from adjacent property owners, Eugene and Mary Jane Roy, advising that they did not have a problem with the proposal.
The secretary advised that Ben Fanjoy, representing the Westfield United Church, would not be present this evening.
There were no presentation made in favor of or against this proposal.
The following motion was then made:
“…moved by Mel Steffens that the Planning Advisory Committee grant the following variance for the Westfield United Church to erect a handicap access ramp on property located at 133 Nerepis Road, PID No. 00229187,
a)  under Section 24, grant a variance of 4.6 m, to reduce the side yard set back from 6.4 m to 1.8  m….”
Motion seconded by Cllr. Little.  Carried.
8.  DEVELOPMENT OFFICER’S MEMO DATED JUNE 19, 2002 RE:   AMENDMENTS TO PAC RULES OF PROCEDURE
(A) REAPPLICATIONS
Following a brief discussion, the following motion was made:
“…moved by Cllr. Little to adopt the Planning Advisory Committee Rules of Procedure as amended by inserting the following item:
14.  The Advisory Committee shall not be required to consider an application for variance if an application for the same or substantially the same matter was previously refused by the Committee, until a period of one (1) year shall have elapsed from the date that the variance was refused….”
Motion seconded by Ralph Stevens.  Carried.
(B) EXPENSE FORM
Following a brief discussion, the following motion was made:
“…moved by Cllr. Little that the Planning Advisory Committee adopt the same policy as Council for reimbursement of items listed on the Expense Account Form….”
Motion seconded by Michael Hare.  Carried.
9. DEVELOPMENT OFFICER’S MEMO DATED JUNE 19, 2002 RE:   RESPONSE TO QUESTIONS – ROGERS WIRELESS INC.
“…moved by James Evans to receive and file the Response to Questions by Rogers Wireless Inc…..”
Motion seconded by Michael Hare.  Carried.
10. DEVELOPMENT OFFICER’S MEMO DATED JUNE 20, 2002 RE:   INDEX LIST OF PAC ITEMS FOR FIRST HALF OF 2002
“…moved by Ralph Stevens that the Planning Advisory Committee receive and file the Index List of PAC Items for first half of 2002, with a copy forwarded on to Council for their reference and information….”
Motion seconded by James Evans.  Carried.
11. ADJOURNMENT
Ralph Stevens moved to adjourn at 7:18 p.m.
